This resolution approves the use of nearly $13 million in federal funds for the Housing Opportunities for Persons with AIDS (HOPWA) Program in San Francisco for the fiscal year 2021-2022. Resolution retroactively approving the Fiscal Year (FY) 2021-2022 Housing Opportunities for Persons with AIDS (HOPWA) Program; and authorizing the Mayor, on behalf of the City and County of San Francisco, to apply for, accept, and expend the City’s FY2021-2022 HOPWA Program entitlement from the U.S. Department of Housing and Urban Development in the amount of $7,041,373 and to expend program income and reprogrammed funds in the amount of $5,936,229 for a combined total of $12,977,602 for the period of July 1, 2021, through June 30, 2026.
How it got here
The legislation originated from the need to secure federal funding for housing assistance for persons with AIDS in San Francisco, as mandated by the AIDS Housing Opportunity Act.
HUD notified the Mayor's Office of Housing and Community Development (MOHCD) about the grant award for the Housing Opportunities for Persons with AIDS (HOPWA) program.
MOHCD finalized the proposed expenditure schedules for the FY 2021-22 HOPWA program, which included allocations for various housing projects and services.
MOHCD submitted a resolution to the Board of Supervisors to retroactively approve the acceptance and expenditure of HOPWA funds for the fiscal year.
The Budget and Finance Committee recommended the resolution for approval to the Board of Supervisors.
The Board of Supervisors adopted the resolution to retroactively approve the HOPWA program funding.
Mayor Breed approved the resolution, allowing the city to apply for, accept, and expend the HOPWA funds.
