The Small Business Commission unanimously voted to support the legislation after a presentation by the Office of Economic and Workforce Development.
The Planning Department determined that the actions comply with the California Environmental Quality Act, which was affirmed in the ordinance.
The Budget and Finance Committee recommended the ordinance for passage.
The Board of Supervisors finally passed the ordinance, waiving banner fees for three years.
