How it got here
The Housing Development Incentive Program for Homeowners originated from a need to address San Francisco's housing production deficit, particularly for moderate-income households.
Supervisor Mar introduced an ordinance (File No. 211202) to amend the Planning Code to allow up to four dwelling units per lot in Residential, House zoning districts, which aimed to address housing density and affordability issues.
The Land Use and Transportation Committee received the proposed legislation, including the resolution urging the creation of a Housing Development Incentive Program for homeowners.
The committee amended the resolution (File No. 211207) to urge the Planning Department and the Mayor’s Office of Housing and Community Development to create a Housing Development Incentive Program for homeowners.
The Board of Supervisors adopted the resolution (File No. 211207), which urged the creation of a program to support homeowners in building new housing, targeting low- and moderate-income households.
The resolution became effective as the Mayor did not sign it within the required time frame, allowing the program to be operationalized by September 1, 2022.
