Resolution retroactively approving a third amendment to an emergency agreement between the Human Services Agency (HSA) and SF Americania LLC, for the use of hotel rooms to house individuals experiencing homelessness or individuals who are at risk of developing severe COVID-19, to extend the contract term to August 31, 2022, with an option to extend further; and increase the contract amount by $6,670,714 for a total not to exceed amount of $16,430,164; and to authorize the Executive Director of HSA to enter into amendments or modifications to the contract that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the contract or this Resolution.

Mayor London Breed declared a Local Emergency in response to the COVID-19 pandemic, which prompted the need for emergency housing solutions.

HSA entered into an Emergency Agreement with SF Americania LLC for the use of hotel rooms to house individuals at risk of COVID-19.

The first amendment was made to the Emergency Agreement to add an additional guest room and incorporate provisions for FEMA cost recovery.

The second amendment extended the term of the agreement and increased the total not-to-exceed amount to $9,759,450.

HSA negotiated a third amendment to extend the contract term to August 31, 2022, and increase the contract amount to $16,430,164.

The Board of Supervisors passed the resolution approving the third amendment to the emergency agreement.
