How it got here
The legislation originated from a 2019 mandate by the San Francisco Board of Supervisors to close the Juvenile Hall and improve community alternatives for justice-involved youth.
The Board passed legislation requiring the closure of the Juvenile Hall by December 31, 2021, and mandated the development of community alternatives for youth.
The Close Juvenile Hall Work Group was established to develop recommendations for closing the Juvenile Hall and expanding community alternatives.
The Work Group held listening sessions with community stakeholders to gather input on the closure and alternatives to detention.
The Work Group released its final report outlining recommendations for community-based alternatives and a non-institutional place of detention.
