How it got here
The legislation originated from the need to adjust the Access Line Tax in accordance with the Consumer Price Index as mandated by Proposition O passed in 2008.

The Controller's Office calculated a 2.62% increase in the Consumer Price Index for the San Francisco/Oakland/Hayward area, which would affect the Access Line Tax rates.
The Controller notified the Board of Supervisors about the annual rate adjustment for the Access Line Tax based on the CPI.
The Mayor's Office submitted the proposed budget and corresponding legislation, including the resolution to adjust the Access Line Tax.
The Budget and Appropriations Committee recommended the resolution for the adjustment of the Access Line Tax.
