How it got here
The Faircloth to RAD plan originated from the need to address San Francisco's affordable housing crisis and was prompted by the Faircloth Amendment and subsequent HUD initiatives.
The Faircloth Amendment was enacted, limiting the number of public housing units for which Public Housing Authorities (PHAs) could receive funding.
HUD launched the Faircloth to RAD program, allowing PHAs to convert unused Faircloth authority into project-based vouchers.
Community organizations urged the San Francisco Housing Authority to initiate the Faircloth to RAD program to create new deeply affordable rental units.
The CEO of SFHA submitted a memo outlining the Faircloth to RAD plan and its potential to create 3,667 new affordable units.
Supervisor Dean Preston introduced a hearing request on the Faircloth to RAD plan to the Board of Supervisors.
The hearing request was referred to the Mayor’s Office of Housing and Community Development and the Housing Authority for reporting.
The Government Audit and Oversight Committee continued the hearing on the Faircloth to RAD plan to the call of the chair.
