The Free City College program was overwhelmingly supported to make City College of San Francisco tuition-free for residents.
The first Memorandum of Understanding created a pilot program for San Francisco residents to offset enrollment fees.
A new MOU established a long-term funding commitment, starting with $15 million in Fiscal Year 2019-2020.
Due to an $800 million deficit and declining enrollment, the City reduced appropriations for the program and recognized the need for an updated MOU.
The Board adopted a resolution urging the Department of Children, Youth, and Their Families to negotiate an updated MOU for the Free City College program.
The Mayor returned the resolution unsigned, allowing it to become effective without approval.
The Clerk transmitted the resolution to relevant parties including the Director of the Department of Children, Youth, and Their Families.
