Ordinance amending the Public Works Code to waive the major encroachment permit fees for a project to install and maintain mosaic tiles on the Vicha Ratanapakdee Way stairs located in the Anza Vista neighborhood between O'Farrell Street and Terra Anza Avenue and amending the Planning Code to waive the General Plan referral fee associated with this encroachment permit; affirming the Planning Commissionβs determination under the California Environmental Quality Act; and making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1.
How it got here
The legislation originated from a community initiative to honor Vicha Ratanapakdee through a public art project on the stairs named after him.
The Board adopted Resolution No. 235-22, changing the name of Sonora Lane to 'Vicha Ratanapakdee Way' in honor of Mr. Ratanapakdee, who was tragically killed in a hate crime.
Public Works issued a Letter of Support for the mosaic stairway project under the Love Our Neighborhoods Program.
The Arts Commission approved the project through Resolution No. 0506-24-137, supporting the installation of mosaic tiles on the Vicha Ratanapakdee Way stairs.
Supervisor Stefani introduced a Resolution of Intent to waive permit-related fees for the mosaic stairway project, which was later adopted as Resolution No. 446-24.
The Planning Commission determined that the project complies with the California Environmental Quality Act and recommended approval of the ordinance.
The Board of Supervisors finally passed the ordinance to waive the major encroachment permit fees and the General Plan referral fee associated with the project.
