Resolution approving an agreement between the City and County of San Francisco, acting by and through the San Francisco Municipal Transportation Agency (SFMTA), and Hitachi Rail GTS USA Inc. for design, furnishment, system implementation, support and related services for a Communications-Based Train Control System, for a contract term of nine years of design and procurement with an amount not to exceed $212,093,633; followed by 10 years of support with an amount not to exceed $114,070,833 and two five-year options to extend the support with an amount not to exceed $237,681,185 for a total contract term of up to 29 years, and for a total contract amount of $563,845,651, effective upon approval of this Resolution and execution of the agreement; and authorizing SFMTA to approve any additions, amendments or other modifications to the contract which cumulatively do not raise the not-to-exceed amount by more than 5% and are necessary or advisable to effectuate the purposes of the Resolution.
How it got here
The legislation originated from the need to upgrade the outdated train control system used by the San Francisco Municipal Transportation Agency (SFMTA).
The Muni Reliability Working Group recommended improving the long-term performance of the Muni rail system by replacing the train control system.
The Board passed Ordinance No. 252-22, waiving the prohibition against issuing solicitations for contracts exceeding ten years and authorizing negotiated procurement procedures for a Communications-Based Train Control (CBTC) contract.
The SFMTA issued a Request for Proposals for a supplier of a CBTC system to replace the outdated Automatic Train Control System (ATCS).
The SFMTA issued a Request for Best and Final Offers for a supplier of a CBTC system as part of the negotiated procurement process.
The Civil Service Commission approved Personnel Services Contract request No. 44370 in connection with the CBTC contract.
The SFMTA Board adopted Resolution No. 241015, authorizing the Director of Transportation to execute the contract with Hitachi Rail GTS USA for the CBTC system.
The Board of Supervisors adopted the resolution approving the contract with Hitachi Rail GTS USA for the CBTC system.
