This resolution allows the Mayor’s Office of Housing and Community Development to enter into an agreement with the California Department of Housing and Community Development for a $45 million grant to improve infrastructure related to three housing development projects in San Francisco. The funding will support the development of thousands of housing units, including public, affordable, and market-rate options, through 2031.
Resolution authorizing the Mayor’s Office of Housing and Community Development (“MOHCD”) to execute a Standard Agreement with California Department of Housing and Community Development (“HCD” or “Department”) under the Infill Infrastructure Grant Program - Catalytic Qualifying Infill Area for a total award of $45,000,000 disbursed by HCD as a grant to the City for infrastructure improvements for 1) housing development related to the revitalization and master development of up to 1770 units of replacement public housing, affordable housing and market rate housing, commonly known as the Sunnydale HOPE SF Development (“Sunnydale Project”), 2) housing development related to the revitalization and master development of up to 1700 units of replacement public housing, affordable housing and market rate housing, commonly known as the Potrero HOPE SF Development (“Potrero Project”), and 3) housing development related to the mixed-use urban village including up to 1575 units of affordable and market rate housing commonly known as the India Basin Development (“India Basin Project”) for the period starting on the execution date of the Standard Agreement through June 30, 2031, and as amended.
How it got here
This legislation originated from the need for infrastructure funding to support multiple housing development projects in San Francisco, specifically through the Infill Infrastructure Grant Program.
The Department released a Request for Concept Proposals for the Infill Infrastructure Grant – Catalytic Qualifying Infill Area Program, marking the beginning of the application process.
The Department announced the Phase II Application Solicitation for approximately $105 million in funds available under the Infill Infrastructure Grant Program.
The Mayor's Office submitted an application for funding to the Department in response to the Phase II Application Solicitation.
The Department issued a conditional award letter to the City for a grant of $45,000,000 for infrastructure improvements related to three housing development projects.
The Mayor's Office prepared a resolution to authorize the execution of a Standard Agreement with the Department to accept and expend the grant funds.
The Board received the resolution authorizing the Mayor’s Office to execute the Standard Agreement for the grant.
