Resolution approving the Portal Project Implementation Memorandum of Understanding between the Transbay Joint Powers Authority, the Metropolitan Transportation Commission, the San Francisco County Transportation Authority, the Peninsula Corridor Joint Powers Board, the California High-Speed Rail Authority, and the City and County of San Francisco, collectively the “Partners,” regarding Phase 2 of the TJPA’s Transbay Program, referred to as "The Portal," over a term in excess of 10 years; and affirming the Planning Department’s determination under the California Environmental Quality Act.
How it got here
The Portal Project Implementation Memorandum of Understanding originated from the need for multi-agency coordination in delivering Phase 2 of the Transbay Program.
The City enacted Resolution No. 345-23, approving an Interagency Cooperation Agreement with the TJPA to facilitate planning, design, and construction of Phase 2 of the Transbay Program.
The TJPA approved revisions to the DTX component of the Transbay Program and adopted an Addendum to the 2018 SEIS/EIR, determining no further environmental review was required.
The TJPA approved recommendations from a Governance Study to guide the multi-agency coordination for the DTX project.
Key stakeholders executed a Memorandum of Understanding to explore initial implementation of the Portal Project, establishing the organizational structure for the project.
The San Francisco Municipal Transportation Agency Board of Directors approved Resolution No. 241203-138, recommending the Board of Supervisors approve the Portal Implementation MOU.
The Board of Supervisors adopted the Portal Project Implementation MOU, affirming the Planning Department’s CEQA determination.
