The Federal Government placed the Naval Station Treasure Island on its Base Realignment and Closure list and designated the City as the Local Reuse Authority responsible for its conversion to civilian use.
The City formed the Treasure Island Development Authority (TIDA) as a redevelopment agency under California law and designated it as the new Local Reuse Authority.
The California Legislature dissolved all state redevelopment agencies, including TIDA, and designated the City as the successor agency to the San Francisco Redevelopment Agency.
The Board of Supervisors rescinded TIDA's status as a redevelopment agency but allowed it to retain its non-redevelopment powers, including its status as the Local Reuse Authority.
