How it got here
The legislation originated from the need to fund the Community Safety Ambassador Program, which was prompted by ongoing public safety concerns and a previous budget reserve decision.
The City began funding ambassadors to improve street conditions in the Mid-Market and Tenderloin areas, with initial contracts managed by the Office of Economic & Workforce Development.
The Board provided authority to waive competitive bidding requirements for contracts addressing homelessness and public safety, which was later expanded in February 2025.
HSA issued an RFP for new street ambassador vendors to enhance the program, with proposals due by October 24, 2025.
DEM requested the Budget and Finance Committee to release $9.9 million in budget reserves to support the Community Safety Ambassador Program.
