How it got here
This legislation originated from the need to support placemaking efforts in the Transgender District, established by a previous resolution.
The City established the Compton’s Transgender Cultural District through Resolution No. 239-17, the first legally recognized transgender district in the world.
The Board allocated $50,000 in add-back funds to the Department of Public Works to assist with placemaking for the Cultural District.
The Transgender District engaged Gold Metropolitan Media to print, store, permit, and install 73 banners for a total of $24,516.19.
The banners were installed around the District and are permitted through September 2026.
The Department of Public Works sought a waiver of the competitive procurement requirement under Administrative Code Section 21G.3 to enter into a retroactive grant agreement with The Transgender District.
The ordinance was introduced to waive the competitive solicitation requirement and authorize the grant agreement with The Transgender District.
The Budget and Finance Committee recommended the ordinance for passage.
The Board of Supervisors passed the ordinance on first reading.
