Resolution approving the Harvey Milk Terminal 1 and Terminal 3 Traveler’s Retreat, Lease No. 26-0071, between Hotelzo, LLC, as tenant, and the City and County of San Francisco, acting by and through its Airport Commission, for a twelve-year term, and a minimum annual guarantee of $350,000 for the first year of the Lease, effective upon approval of this Resolution.

The Airport Commission authorized staff to commence a Request for Proposals (RFP) process for the Harvey Milk Terminal 1 & Terminal 3 Traveler's Retreat Lease.
The Commission approved minimum qualification requirements for the RFP.
The Airport received three proposals by the submission deadline, but all were rejected due to an error in the online submission portal.
The RFP was re-issued with the same minimum qualifications and business terms, and the same three proposals were resubmitted by February 4, 2026.
The Airport Commission awarded the Harvey Milk Terminal 1 & Terminal 3 Traveler's Retreat Lease to Hotelzo, LLC, based on a competitive evaluation.
The resolution approving the lease was received from the Airport Commission for Board consideration.
The Board of Supervisors adopted the resolution approving the lease with Hotelzo, LLC.
