Resolution authorizing the City and County of San Francisco (City), acting by and through its Department of Public Health (DPH), to enter into the following two related agreements with the California Department of Health Care Services (State) for reimbursement under the State’s Medi-Cal County Inmate Program (MCIP): 1) Participation Agreement 26-MCIPSANFRANCISCO-38; and 2) Administrative Services Agreement No. 26-60140; in the amount not to exceed $35,363.08 for a term period of July 1, 2026, through and including June 30, 2029, authorizing the City to assume sole financial responsibility for any and all penalties and interest charged as a result of a federal audit disallowance related to the rendering of services by the State under the MCIP; and authorizing DPH to enter into modifications to the agreements that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the Agreements or this Resolution.

The State developed and administers the Medi-Cal County Inmate Program (MCIP) to enable counties to seek reimbursement for inmate healthcare costs, which are generally ineligible for reimbursement under state or federal funding.

The Board of Supervisors adopted Resolution No. 377-23, authorizing the Department of Public Health to enter into a Participation Agreement and Administrative Services Agreement with the State for reimbursement under the MCIP.

The Department of Public Health submitted a proposed resolution for the Board of Supervisors' approval of a new Participation Agreement and Administrative Services Agreement for the MCIP, with a total amount not to exceed $35,363.08.

The Government Audit and Oversight Committee recommended the resolution for approval, facilitating the next steps for Board consideration.

The Board of Supervisors is scheduled to consider and approve the new Participation Agreement and Administrative Services Agreement, allowing the City to participate in the MCIP for the term July 1, 2026, through June 30, 2029.
