Ordinance amending the Planning Code to designate the Phoenix Brewery, located at 552 Noe Street, Assessor’s Parcel Block No. 3583, Lot No. 011, on the west side of Noe Street between 18th Street and 19th Street, as a landmark consistent with the standards set forth in Article 10 of the Planning Code; affirming the Planning Department’s determination under the California Environmental Quality Act; and making public necessity, convenience, and welfare findings under Planning Code, Section 302, and findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1.
How it got here
The legislation to designate the Phoenix Brewery as a landmark originated from a resolution initiated by the Board of Supervisors and subsequently reviewed by the Historic Preservation Commission.
On March 3, 2026, the Board of Supervisors adopted Resolution No. 108-26 to initiate the landmark designation of the Phoenix Brewery. The Mayor approved this resolution on March 6, 2026.
The Historic Preservation Commission held a public hearing and voted to recommend the designation of the Phoenix Brewery as a landmark, adopting Resolution No. 1581.
The Planning Department transmitted the case for the Phoenix Brewery to the Clerk of the Board of Supervisors, including the Historic Preservation Commission's recommendation.
The Clerk of the Board noticed a public hearing for the Land Use and Transportation Committee to consider the ordinance for the landmark designation of the Phoenix Brewery.

The ordinance is currently at its first reading stage in the Board of Supervisors.
