How it got here
This legislation originated from the need to certify that certain city services can be contracted out at a lower cost than if performed by city employees, as mandated by Proposition J.
Proposition J was passed, allowing city departments to contract with private companies for services that can be performed at a lower cost than by city employees.
The Controller, Greg Wagner, certified that various department services can be performed by private contractors at a lower cost than by city employees, fulfilling the requirements of Charter Section 10.104.15.
The Mayor's Budget Director submitted the resolution concurring with the Controller's certification to the Clerk of the Board of Supervisors.
The Mayor's Office submitted the proposed budget and related materials for Fiscal Year 2026-27, including the Proposition J certification letters.
The Budget and Appropriations Committee reviewed the resolution and the Controller's certifications for the proposed contracts.
The Board of Supervisors is scheduled to discuss and vote on the resolution concurring with the Controller's certification.
