Ordinance taking various actions related to the Transbay Under Ramp Park Project, including affirming the determination of the Office of Community Investment and Infrastructure under the California Environmental Quality Act related to the actions in this Ordinance; ordering the summary street vacation of portions of Oscar Alley bounded by Tehama, Clementina, 1st, and 2nd Streets that were not previously vacated; finding the street vacation area is not necessary for the City’s use and is exempt surplus property under the California Surplus Land Act; quitclaiming the City’s interest in the street vacation area to the Transbay Joint Powers Authority (“TJPA”) for a nominal fee; waiving the appraisal requirement of Administrative Code, Chapter 23, in connection with the conveyance of the street vacation area; amending Ordinance No. 1061, entitled “Regulating the Width of Sidewalks,” to narrow the sidewalk widths on Folsom Street between Essex and 2nd Streets and on Clementina Street between 1st and 2nd Streets; making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1, for the street vacation and sidewalk width changes; conditionally accepting a public sidewalk easement granted by the TJPA for an area adjacent to the Clementina sidewalk narrowing to allow for continuation of the path of travel; accepting Irrevocable Offers of Improvements for traffic signal infrastructure at the intersection of 1st and Clementina Streets; accepting this infrastructure as a public improvement for City maintenance and liability purposes; and authorizing official acts in connection with this Ordinance to be taken by the Public Works Director and other San Francisco officials, as defined herein.
How it got here
The legislation originated from the need to facilitate the construction of the Under Ramp Park Project in San Francisco's Transbay area.
The Board adopted the Transbay Redevelopment Plan to redevelop the Transbay Redevelopment Project Area, which set the stage for future developments including the Under Ramp Park.
The Board adopted Ordinance No. 43-11, ordering the vacation of a portion of the airspace above Oscar Alley for the construction of the Bus Ramp.
The OCII Commission conditionally approved the schematic design for Under Ramp Park and adopted environmental findings under CEQA.
The TJPA submitted a letter to the City requesting the vacation of the segment of Oscar Alley below the Bus Ramp to facilitate the construction and operation of Under Ramp Park.
Public Works recommended various actions related to the Under Ramp Park Project, including the summary street vacation of Oscar Alley and the quitclaim of the City’s interest in the area to the TJPA.
The Clerk of the Board noticed the public hearing for the ordinance related to the Transbay Under Ramp Park Project, which includes the street vacation and sidewalk width changes.
