Resolution approving the second amendment to the grant agreement between the City, acting by and through the Department of Homelessness and Supportive Housing (“HSH”), and Conard House for support services, property management and master lease stewardship at the Allen, Aranda, and McAllister Hotels, extending the grant term 31 months from November 30, 2026, for a total term of July 1, 2025, through June 30, 2029, and increasing the agreement amount by $9,997,868 for a new total amount not to exceed $32,803,756; and to authorize HSH to enter into any amendments or other modifications to the Amendment that do not materially increase the obligations or liabilities, or materially decrease the benefits to the City and are necessary or advisable to effectuate the purposes of the Agreement.
How it got here
This legislation originated from the need to extend and increase funding for support services at three hotels for the homeless in San Francisco.
HSH entered into an agreement with Conard House for support services, property management, and master lease stewardship at the Allen, Aranda, and McAllister Hotels, with a term from July 1, 2025, to June 30, 2026, and a budget of $7,586,812.
HSH and Conard House executed a first amendment to extend the agreement by 4 months and increase the budget by $2,410,868, bringing the total to $9,997,680.
The Homelessness Oversight Commission approved the second amendment to the grant agreement, which was necessary for the extension and budget increase.
HSH proposed a second amendment to extend the grant term by 31 months and increase the budget by $22,806,076, resulting in a total not to exceed amount of $32,803,756.
HSH submitted the proposed second amendment to the Board of Supervisors for approval, including all necessary documentation.
The Clerk of the Board received the proposed resolution for the second amendment from HSH.
The proposed resolution was received and assigned to the appropriate committee for further action.
