This resolution approves an amendment to a pharmaceutical purchasing agreement with McKesson Corporation, increasing the total contract amount by over $596 million and extending its duration until June 30, 2028. This resolution allows the Department of Public Health to use a $341,000 grant from the San Francisco Health Plan for a consulting program related to homelessness and supportive housing. The funding is retroactively authorized for the period from October 3, 2022, to December 31, 2023.

This legislation requests a hearing to gather information on health insurance rate trends and how they affect the costs the City pays for employee health insurance. It also asks the Health Service System to provide a report for consideration during the City's budget process.

This resolution urges the San Francisco Department of Public Health to develop a program that offers resources and education to gun violence victims about their legal rights to sue gun manufacturers under California Assembly Bill No. 1594. It has been passed by the city legislature.

This ordinance requires medical specimen collection sites to partner with a government entity, licensed healthcare provider, or educational institution, and to follow hygiene, sanitation, and privacy standards. Violations of these standards can result in administrative penalties from the Department of Public Health.

Ordinance amending the Health Code to require that sites that collect medical specimens on behalf of clinical laboratories partner with either a governmental entity, a licensed health care provider located in the City, or an educational or academic institution, establish hygiene, sanitation, and privacy standards, and adhere to the Health Insurance Portability and Accountability Act; and providing that a violation of the specimen collection standards is a public health nuisance subject to an administrative penalty that may be imposed by the Department of Public Health.

The ordinance authorizes a payment of $211,129.46 to Build Group, Inc. to settle a lawsuit regarding a breach of contract related to the renovation of the Maxine Hall Health Center, with Build Group waiving any further claims related to the project. This settlement resolves a cross-complaint filed against the City in November 2022.

Ordinance authorizing settlement of the cross-complaint filed by Build Group, Inc. against the City and County of San Francisco for a payment to Build Group, Inc. of $211,129.46; the cross-complaint was filed on November 22, 2022, in the Superior Court of the State of California, County of San Francisco, Case No. CGC-22-598717; entitled CPM Environmental, Inc. v. Build Group, Inc. and DOES 1-100, et al.; the lawsuit involves allegations of breach of contract relating to the renovation of the Maxine Hall Health Center; other material terms of the settlement are that Build Group, Inc. waives all other claims it has or may have relating to the project.

The ordinance authorizes the City and County of San Francisco to settle a lawsuit for $100,000 related to alleged medical negligence filed by Breon Johnson. This lawsuit was initiated on September 26, 2022, in San Francisco Superior Court.

This resolution approves an increase of $1.7 million to an existing contract with Dignity Health for the management and operation of the SFO Medical Clinic, raising the total contract amount to $12.7 million. The contract term remains unchanged, running from July 1, 2019, to June 30, 2024.

Resolution approving Modification No. 4 to Contract No. 50118.02 with Dignity Health dba St. Mary’s Medical Center for Management and Operation of the SFO Medical Clinic to increase the contract amount by $1,700,000 for a new contract amount not to exceed $12,700,000 pursuant to Charter, Section 9.118(b), with no change to the contract term of July 1, 2019, through June 30, 2024, effective upon approval of this Resolution.

This resolution approves a two-year extension of a lease for offices occupied by the U.S. Drug Enforcement Administration at San Francisco International Airport, increasing the annual rent to $620,611.20. The lease term will now run from October 1, 2015, through September 30, 2025.

Resolution approving Modification No. 2 of Lease No. GS-09P-LCA03384 between the United States (U.S.) Government and the City and County of San Francisco, acting by and through its Airport Commission, to extend the term by two years from October 1, 2023, for a total term of October 1, 2015, through September 30, 2025, and increase the annual rent to $620,611.20 for offices occupied by the U.S. Drug Enforcement Administration.

This resolution approves an amendment to the agreement with Mission Neighborhood Health Center to provide HIV health services, increasing funding by over $6.6 million and extending the agreement's term by six years. It also allows the Department of Public Health to make minor modifications to the agreement as needed.

Resolution approving Amendment No. 1 to the Agreement between Mission Neighborhood Health Center and the Department of Public Health, to provide HIV health services, to increase the agreement by $6,624,852 for an amount not to exceed $11,300,310; to extend the term by six years from February 29, 2024, for a total agreement term of March 1, 2020, through February 28, 2030; and to authorize DPH to enter into modifications of the Agreement that do not materially increase the City’s obligations or liabilities and are necessary to effectuate the purposes of the Agreement or this Resolution.

This resolution allows the Department of Public Health to use a cash gift of up to $79,231.32 from the Estate of Janet D. Kramer for Laguna Honda Hospital, covering the period from July 1, 2022, to June 30, 2032. It has been officially approved and is now in effect.

Resolution retroactively authorizing the Department of Public Health to accept and expend a cash gift in the amount of up to $79,231.32 from the Estate of Janet D. Kramer through the Federal Reserve in support of the Laguna Honda Hospital for the period of July 1, 2022, through June 30, 2032.

This legislation proposes to require individuals receiving aid from the County Adult Assistance Program to undergo drug screening and treatment if suspected of drug dependence. It also outlines consequences for non-compliance and provides temporary housing support for those who lose their aid due to non-compliance.

Hearing to consider the proposed Initiative Ordinance submitted by the Mayor to the voters for the March 5, 2024, Election, entitled "Ordinance amending the Administrative Code to require recipients of aid under the County Adult Assistance Program (CAAP) who are reasonably believed to be dependent on illegal drugs to be screened for substance abuse, and to participate in appropriate substance abuse treatment where recommended by a professional evaluator; providing that failure to comply with the drug screening, evaluation, and treatment requirements without good cause will render a recipient ineligible for assistance under the CAAP program; allowing CAAP recipients who become ineligible for assistance due to non-compliance with the screening, evaluation, or treatment requirements to receive a housing stipend or access to in-kind shelter for 30 days beyond the discontinuance of their aid, with possible extensions as necessary to prevent eviction; and establishing a special fund to support the costs of the substance abuse screening and treatment program, using savings realized from implementation of the program."

This resolution allows the Department of Public Health to enter into an agreement to receive funding for Medi-Cal administrative activities, retroactively effective from July 1, 2019, with expected revenue of at least $1,000,000 for the city. It also permits the Department to make minor amendments to the agreement without increasing the city's obligations.

Resolution retroactively authorizing the Department of Public Health to enter into a Participation Agreement for County-based Medi-Cal Administrative Activities effective July 1, 2019, that will remain in full force and effect until terminated by either the Department of Public Health or the California Department of Health Care Services, with anticipated revenue to the City of $1,000,000 or more; and to authorize the Department of Public Health to enter into amendments or modifications to the agreement prior to its final execution by all parties that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the agreement or this Resolution.

This legislation outlines a hearing where the Mayor will discuss specific topics related to housing, behavioral health, and a state bill, as submitted by Supervisors from three districts. The Mayor will have five minutes to speak initially, followed by a two-minute limit for each question and answer during the discussion.

Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall discuss eligible topics submitted from the Supervisors. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed two minutes per question or answer. The following three topics were noticed on the agenda representing Districts 5, 7, and 8. 1. Housing Element: Affordable Housing Goals (District 5) 2. Behavioral Health and Homeless Services for Westside Neighborhoods (District 7) 3. Senate Bill 43 Implementation (District 8)

This ordinance requires all retail pharmacies in San Francisco to keep at least two boxes of an opioid antagonist, like naloxone, on their shelves to help reverse opioid overdoses. The goal is to improve access to life-saving medication in the community.

This resolution allows the Department of Public Health to use a $100,000 grant for a program aimed at improving behavioral health integration from July 1, 2023, to January 31, 2027. It has been officially approved and is now in effect.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant in the amount of $100,000 from the Purchaser Business Group on Health for participation in a program, entitled “CalHIVE Behavioral Health Integration (BHI) Improvement Collaborative,” for the period of July 1, 2023, through January 31, 2027.

This ordinance reduces the Behavioral Health Commission's membership from 17 to 12 members and changes the appointment process to involve the full Board of Supervisors instead of individual Supervisors. It also ensures at least one member is a veteran or veteran advocate, adjusts the number of seats for consumers and families, adds two seats for mental health professionals, updates term lengths, and keeps current members in their positions.

Ordinance amending the Administrative Code to reduce the membership of the Behavioral Health Commission from 17 to 12 seats; provide that the full Board of Supervisors rather than individual Supervisors makes these appointments; require that at least one seat be held by a veteran or veteran advocate; reduce the minimum number of seats reserved for consumers and families of consumers from nine to six; provide two seats for mental health professionals; update staggered terms for all seats; and retain existing members.

This resolution allows the San Francisco Police Department to use a grant of $1,407,675.74 to enhance officer wellness and mental health resources for its members, covering the period from July 1, 2022, to December 1, 2025. It was passed retroactively to authorize the acceptance and expenditure of these funds.

Resolution retroactively authorizing the Police Department to accept and expend a grant in the amount of $1,407,675.74 from the California Board of State and Community Corrections Officer Wellness and Mental Health Grant Program to improve officer wellness and expand mental health sources for our sworn members with the project period beginning on July 1, 2022, through December 1, 2025.

This resolution allows the Department of Public Health to accept and use an additional $28,327 grant from the National Institutes of Health for a drug abuse treatment program, increasing the total funding to $109,937 for the period from June 1, 2020, to February 29, 2024. The funding will support participation in a clinical trials network focused on drug treatment.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant increase from the National Institutes of Health through Oregon Health & Science University for participation in a program, entitled “Western States Node of the National Drug Abuse Treatment Clinical Trials Network,” in the amount of $28,327 for the period of March 1, 2023, through February 29, 2024, for a total grant award amount of $109,937 for the total period of June 1, 2020, through February 29, 2024.

This legislation calls for a hearing to assess the current state of Treatment on Demand services in San Francisco. It requests various city departments and coalitions to provide reports on their roles and effectiveness in this area.

This resolution approves an increase in funding and an extension of the contract between Maitri AIDS Hospice and the Department of Public Health to provide hospice services for residents of San Francisco. The total agreement will now be $14,130,444 and will run through March 31, 2027.

Resolution approving Amendment No. 3 to the agreement between Maitri AIDS Hospice and the Department of Public Health (DPH), to provide hospice services for chronically impaired residents of San Francisco, to increase the agreement by $4,594,103 for an amount not to exceed $14,130,444; to extend the term by four years from March 31, 2024, for a total agreement term of July 1, 2017, through March 31, 2027; and to authorize DPH to enter into amendments or modifications to the contract prior to its final execution by all parties that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the contract or this Resolution.

This resolution approves a lease agreement for property at 716-720 Sacramento Street, allowing the Department of Public Health to pay $370,000 annually with 3% increases, effective from July 1, 2023, until June 30, 2026, with options to extend. It also gives the Director of Property the authority to make minor changes to the lease as needed without increasing the city's obligations.

Resolution retroactively approving and authorizing the Director of Property, on behalf of the Department of Public Health, to execute a Fourth Amendment to a Lease of real property located at 716-720 Sacramento Street, with 716 Sacramento LLC (73.4%) and DLS Sacramento LLC (26.6%), at a base rent of $370,000 per year with 3% annual increases, for an initial term commencing July 1, 2023, with a total term of December 1, 1996, through June 30, 2026, with two one-year options to extend; and to authorize the Director or Property to enter into any extensions, amendments, or modifications to the Lease that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the Lease or this Resolution.

This resolution approves a five-year lease agreement for office space at Bayview Plaza for the Department of Public Health, with an annual base rent of $554,347 and 3% yearly increases. It also authorizes the Director of Property to make necessary amendments or extensions to the lease without significantly altering the city's obligations or benefits.

Resolution approving and authorizing the Director of Property, on behalf of the Department of Public Health, to execute a Lease Agreement for the term of five years with two five-year options to extend the term for continued use of office space with the Bayview Plaza, LLC, located at 3801-3rd Street, Suite 400, at a base rent of $554,347 per year (approximately $37.39 per square foot) with 3% annual rent increases effective upon approval of the Resolution and upon execution of the Lease by the Director of Property; and authorizing the Director of Property to execute any amendments, options to extend the agreement term, make certain modifications and take certain actions that do not materially increase the obligations or liabilities to the City, do not materially decrease the benefits to the City and are necessary or advisable to effectuate the purposes of the Lease Agreement or this Resolution.
