This legislation proposes to create a Department of Emergency Management within San Francisco's Charter, outlining the role of a Director and their qualifications. It will be voted on in the election scheduled for November 5, 2024.

This resolution allows the Office of the District Attorney to use a $312,297 grant from the California Department of Insurance for the Automobile Insurance Fraud Program for one year, starting July 1, 2023. It was passed retroactively to authorize the funding.

This resolution allows the San Francisco Public Utilities Commission to quickly hire contractors to repair sewer and water mains, as well as streets on Fillmore Street, due to damage from a water main failure. The total cost for these repairs is estimated to be up to $5 million.

This charter amendment establishes minimum staffing levels for the San Francisco Police Department, starting with 1,700 full-duty sworn officers in the first year and increasing to 2,074 by the fifth year, contingent on future voter-approved tax revenue. It also creates a Police Full Staffing Fund to ensure funding for these staffing levels over five years, with specific appropriations required each year.

Charter Amendment (Third Draft) to amend the Charter of the City and County of San Francisco to define “Full-Duty Sworn Officers” for purposes of establishing minimum staffing levels for sworn officers of the Police Department; and, contingent upon the Controller’s certification that a future tax measure passed by the voters will generate sufficient additional revenue to fund the cost of employing Full-Duty Sworn Officers at specified minimum staffing levels and the minimum amount necessary to implement a police staffing fund: 1) set the Minimum Staffing Number for five fiscal years beginning with 1,700 full-duty sworn officers in year one, with increases each year such that by the fifth fiscal year, the Minimum Staffing Number shall be 2,074; 2) require for a period of five years that the Mayor and Board of Supervisors appropriate funds to pay for at least the number of sworn officers as of February 1 of the prior fiscal year; 3) establish a Police Full Staffing Fund (“Fund”) for a period of five fiscal years to facilitate minimum police staffing; 4) require that $16.8 million be appropriated into the Fund in the first year, and varying amounts in years two through five, calculated based on staffing shortages, but allowing for a temporary freeze of appropriations to the Fund after the first year in a budgetary or economic emergency; at an election to be held on March 5, 2024.

This resolution allows the San Francisco Police Department to partner with Topspin Content to create a documentary series called "Real Streets of San Francisco," focusing on modern policing challenges. It also grants the necessary rights for broadcasting the series on various networks.

This resolution urges the San Francisco Department of Public Health to develop a program that offers resources and education to gun violence victims about their legal rights to sue gun manufacturers under California Assembly Bill No. 1594. It has been passed by the city legislature.

This ordinance authorizes the City and County of San Francisco to settle a lawsuit for $465,000 related to a personal injury claim against the city involving a police car accident. The lawsuit was filed by Wayne Kha in September 2021.

The ordinance authorizes the City and County of San Francisco to settle a lawsuit for $50,000 related to a personal injury claim involving a police car accident. The lawsuit was filed by Ike Ohannesyan in May 2021.

This resolution allows the Department of Public Health to use a cash gift of up to $79,231.32 from the Estate of Janet D. Kramer for Laguna Honda Hospital, covering the period from July 1, 2022, to June 30, 2032. It has been officially approved and is now in effect.

This ordinance extends the Cannabis Event Pilot Program in San Francisco until December 31, 2026. It amends the Police Code to allow for cannabis-related events to continue during this extended period.

The proposed initiative ordinance requires a standardized community engagement process for changes to police policies, considers staff burdens in policy changes, modifies use of force and technology policies, and streamlines the installation of community safety cameras. This legislation aimed to require the Chief of Police to implement a strategy for foot and bike patrols within the Police Department. The proposal has failed to advance for consideration by voters in the upcoming March 5, 2024, election.

This resolution urges the SFMTA to stop issuing tickets for stolen vehicles and to waive any existing tickets for those vehicles. It also calls for collaboration between the SFMTA, Police Department, and the Committee on Information Technology to share data to help address auto thefts.

This ordinance creates a new Labor and Employment Code that consolidates existing worker protection laws and regulations for City contractors from other codes. It also instructs the City Attorney to renumber and update references in the Municipal Code accordingly.

The ordinance amends the Police Code to waive certain fees for entertainment permits, eliminate masked ball permits, and streamline the application process for various entertainment-related permits. It also exempts schools from needing specific permits for regular activities and allows for security plans to be required for certain permits to ensure safety.

Ordinance amending the Police Code to 1) waive initial license and filing fees through June 30, 2025 for certain Entertainment Permits for former holders of Just Add Music Permits; 2) waive initial license and filing fees for Entertainment Permits for applicants who are newly eligible to apply for those permits due to recent Planning Code amendments; 3) eliminate masked ball permits; 4) require applicants for Arcade, Ancillary Use, billiard and pool table, Place of Entertainment, Limited Live Performance, Fixed Place Outdoor Amplified Sound, and Extended-Hours Premises Permits to submit a new Permit application and filing fee if their existing application has not been granted, conditionally granted, or denied within 12 months of its submission; 5) authorize the Entertainment Commission Director (“Director”) to issue billiard and pool table permits without a hearing, and provide that such permits may be suspended or revoked under the standards and procedures that apply to other Entertainment Permits; 6) exempt schools from the requirement to obtain a Place of Entertainment Permit, Limited Live Performance Permit, or Fixed Place Outdoor Amplified Sound Permit for any activities that occur on school premises in the regular course of school operations; 7) allow the Director or the Entertainment Commission to require an applicant for a Limited Live Performance Permit to propose a Security Plan if necessary to protect the safety of persons and property or provide for the orderly dispersal of persons and traffic, to make compliance with the Security Plan a condition of the Permit, and to require revisions to the Security Plan as necessary; and 8) clarify that a single One Time Outdoor Amplified Sound Permit may extend across multiple consecutive or non-consecutive 24-hour periods.

This ordinance reallocates $270,000 to the Human Rights Commission for safety initiatives and violence prevention in District 10, while removing $250,000 from General City Responsibility and $20,000 from the Children, Youth & Families budget. The funds will support safe passages, training programs, and events aimed at reducing violence in affected neighborhoods during the 2023-2024 fiscal year.

Ordinance de-appropriating $250,000 from General City Responsibility (GEN) and $20,000 from Children, Youth & Families (DCYF); and re-appropriating $270,000 to the Human Rights Commission (HRC) for District 10 safe passages, Hope SF trainings, violence prevention events, and to support District 10 neighborhoods most impacted by violence in (FY) 2023-2024.

The ordinance reallocates funds by taking $377,000 from the General City Responsibility and $150,000 from the Municipal Transportation Agency, directing $100,000 to the Arts Commission for murals, $98,000 for playground upgrades and youth nutrition, and various amounts to other departments for projects like emergency training, small business support, and traffic safety. It aims to enhance community resources and safety across several city departments.

Ordinance de-appropriating $377,000 from General City Responsibility and $150,000 from Municipal Transportation Agency (MTA); and re-appropriating $100,000 to the Arts Commission (ART) for mural artwork, $98,000 to Children, Youth and Their Families (CHF) for playground upgrades, youth nutrition education, and food security; $25,000 to the Department of Emergency Services (DEM) for emergency preparedness training and capacity building; $49,000 to the Department of Public Works (DPW) for irrigation system, outdoor seating area, and trees and plants in three locations; $50,000 to the Department of Economic and Community Development (ECN) for small business rainy day funds; $25,000 to the Recreation and Park Department (REC) for removal of storm damage and hazardous trees from Mount Sutro; $30,000 to the Police Department (POL) for cameras in the Inner Sunset; and $150,000 to the Municipal Transportation Agency (MTA) for community space design, traffic calming, and traffic safety at three locations in Fiscal Year (FY) FY2023-24.

It was passed retroactively to authorize the acceptance and expenditure of these funds.

This resolution allows the San Francisco District Attorney's Office to renew a $75,000 agreement with the California Victim Compensation Board to provide emergency payments to claimants facing substantial hardship. The funding will be available for immediate needs from July 1, 2023, to June 30, 2026.

This resolution allows the Office of the District Attorney to accept and spend a total of $275,391 in grant funding from the California Victim Compensation Board over three years to support the Criminal Restitution Compact. The funding is retroactively authorized for the period from July 1, 2023, through June 30, 2026.
