Resolution urging the Recreation and Park Commission to remove the name Stow from the Lake at John F. Kennedy Drive and Martin Luther King Jr. Drive, the Boathouse located in Golden Gate Park surrounding Strawberry Hill, and the Drive circling Strawberry Hill; and to rename the Lake, Boathouse, and Drive to a name that reflects San Francisco’s expressed values of celebrating diversity.

The ordinance approves an extension of contracts with the U.S. Department of Energy for low-cost power delivery to Treasure Island and Yerba Buena Island, increasing the total contract amount to $41.5 million and extending the term until December 31, 2029. It also includes provisions for the City to indemnify the U.S. against claims and waives certain administrative requirements.

Ordinance approving the fourth amendments to two contracts between the San Francisco Public Utilities Commission (SFPUC) and the United States Department of Energy Western Area Power Administration for delivery of low-cost power and scheduling coordinator services to Treasure Island and Yerba Buena Island to extend the term by five years and three months from October 1, 2024, for a total term of September 1, 2005, through December 31, 2029, and increasing the maximum amount of the agreements to $41,500,000; approving the City indemnifying and holding harmless the United States against claims arising from the City’s activities under the contract; waiving Administrative Code requirements that a City contract contain a statement of guaranteed maximum costs and a statement regarding liability of claimants for submitting false claims; and waiving certain other Administrative Code and Environment Code requirements upon findings made by the SFPUC General Manager.

This ordinance updates the city's General Plan to align with the Port of San Francisco's Waterfront Plan, ensuring that the policies and priorities for the waterfront area are consistent. It also includes environmental findings and acknowledges the public's need for these changes.

Ordinance amending the Recreation and Open Space Element, Central Waterfront Area Plan, and Northeastern Waterfront Area Plan of the General Plan to maintain consistency with the Port of San Francisco’s Waterfront Plan update; and making environmental findings, including adopting a statement of overriding considerations, and findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1, and findings of public necessity, convenience, and welfare under Planning Code, Section 340.

It also includes environmental findings and confirms that the changes align with the city's General Plan and priority policies.

This resolution urges the San Francisco Department of Human Resources to consider matching recruitment bonuses offered by competing law enforcement agencies to attract new police officers and sheriff deputies. It also calls for the Police Commission and Sheriff’s Department Oversight Board to create staffing plans to meet recommended staffing levels and improve recruitment efficiencies.

Resolution urging the San Francisco Department of Human Resources to explore ways to adopt policies to match top recruitment bonuses offered by law enforcement agencies in Northern California that compete for new and laterally hired police officers and sheriff deputies; urging the Police Commission and Sheriff’s Department Oversight Board to develop sworn staffing plans to achieve recommended full-duty police and sheriff staffing levels; and urging continued improved efficiencies in the recruitment and hiring of prospective San Francisco Police Department officers and San Francisco Sheriff’s Department Deputies.

This legislation schedules a public hearing for the Board of Supervisors to discuss Laguna Honda Hospital's plan for recertification and the process for transferring and relocating patients. The Department of Public Health will present information during this hearing, which is set for September 26, 2023.

This resolution approves a lease agreement for Building 49 at Crane Cove Park to the YMCA of San Francisco for nearly 35 years, starting with an annual rent of about $92,810. It also allows the Port's Executive Director to make minor modifications to the lease as needed.
