How it got here
This legislation originated from the need to annex additional territory to the Infrastructure and Revitalization Financing District No. 1 (Treasure Island) to facilitate ongoing development projects.
The California Legislature designated the Treasure Island Development Authority (TIDA) as a redevelopment agency for the former Naval Station Treasure Island, enabling it to oversee redevelopment efforts.
The Board of Supervisors approved the Original Disposition and Development Agreement (DDA) with the Developer, which included a Financing Plan for infrastructure financing.
The Board adopted Ordinance No. 21-17, forming the Infrastructure and Revitalization Financing District No. 1 (Treasure Island) and establishing initial project areas.
The Board adopted Ordinance No. 29-22, amending and restating the Infrastructure Financing Plan for the IRFD to facilitate future annexations and financing.
The Board approved Resolution No. 352-26, expressing its intention to annex additional territory into the IRFD for financing public facilities and affordable housing.
The Mayor submitted a resolution proposing the addition of new project areas and adoption of an annexation supplement to the Amended and Restated Infrastructure Financing Plan for the IRFD.
