This resolution urges the San Francisco Department of Public Health to develop a program that offers resources and education to gun violence victims about their legal rights to sue gun manufacturers under California Assembly Bill No. 1594. It has been passed by the city legislature.

This ordinance provides retention pay for certain hospital and skilled nursing facility workers in San Francisco who worked during the Covid-19 pandemic, effective January 31, 2023. It amends existing agreements between the city and various unions representing these workers.

Ordinance adopting and implementing an Amendment to the current Memorandums of Understanding and Collective Bargaining Agreements between the City and County of San Francisco and each of the Unions identified in Appendix A of the Proposed Amendment, to provide hospital and skilled nursing facility Covid-19 worker retention pay to select classifications of workers, effective January 31, 2023.

Resolution approving Amendment No. 1 to the agreement between Richmond Area Multi Services, Inc. and the Department of Public Health (DPH), to provide behavioral health peer services, to increase the agreement by $19,253,431 for an amount not to exceed $29,116,181; to extend the term by three and one-half years from December 30, 2022, for a total agreement term of July 1, 2021, through June 30, 2026; and to authorize DPH to enter into amendments or modifications to the contract prior to its final execution by all parties that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the contract or this Resolution.

This ordinance repeals the old San Francisco Fire Code and replaces it with a new code based on the 2022 California Fire Code and parts of the 2018 International Fire Code, including local amendments and fees for permits and inspections. It took effect on January 1, 2023, and includes findings related to local conditions and environmental considerations.

Ordinance repealing the existing San Francisco Fire Code in its entirety and enacting a new San Francisco Fire Code consisting of the 2022 California Fire Code and portions of the 2018 International Fire Code, together with amendments specific to San Francisco, including provisions for fees for permits, inspections, and various City services, with an operative date of January 1, 2023; adopting findings of local conditions pursuant to California Health and Safety Code, Section 17958.7; directing the Clerk of the Board of Supervisors to forward San Francisco’s amendments to the California Building Standards Commission and State Fire Marshal; and making environmental findings.

This hearing allows the Mayor to discuss specific topics related to overdose prevention and non-law enforcement responses to homelessness and mental health issues, as submitted by Supervisors from Districts 5 and 7. The Mayor will have five minutes to speak initially, followed by a two-minute discussion for each question or answer.

Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall discuss eligible topics submitted from the Supervisors. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed two minutes per question or answer. The following two topics were noticed on the agenda representing Districts 5 and 7. 1. Overdose Prevention (District 5) 2. Vision and desired outcomes for Compassionate Alternative Response Team (CART) and other non-law enforcement tools to address the homelessness and mental health crises (District 7)

This ordinance allocates $5.5 million from the city's reserve funds to the Department of Public Health to establish wellness hubs aimed at providing drug and alcohol treatment services. The funding is designated for the fiscal year 2022-2023.

Resolution authorizing the issuance and sale of not to exceed $30,000,000 aggregate principal amount of one or more series of bonds on a tax-exempt or taxable basis of City and County of San Francisco General Obligation Bonds (Health and Recovery, 2020), Series 2023A; prescribing the form and terms of such bonds and any subseries designation; providing for the appointment of depositories and other agents for such bonds; providing for the establishment of accounts and/or subaccounts related to such bonds; authorizing the sale of such bonds by competitive or negotiated sale; approving the forms of the Official Notice of Sale and Notice of Intention to Sell Bonds and directing the publication of the Notice of Intention to Sell Bonds; approving the form of the Purchase Contract; approving the form of the Preliminary Official Statement and the execution of the Official Statement relating to the sale of such bonds; approving the form of the Continuing Disclosure Certificate; authorizing and approving modifications to such documents; ratifying certain actions previously taken, as defined herein; and granting general authority to City officials to take necessary actions in connection with the authorization, issuance, sale, and delivery of such bonds, as defined herein.

This resolution allows the Department of Public Health to apply for continued funding from the CDC for HIV surveillance and prevention programs. It requests $7,804,306 to support these efforts in San Francisco from January 1, 2023, to May 31, 2024.

Resolution retroactively authorizing the Department of Public Health to submit a one-year application for Calendar Year 2023 to continue to receive funding for the Integrated HIV Surveillance and Prevention Programs for Health Departments from the Centers of Disease Control and Prevention, and requesting $7,804,306 in HIV prevention funding for San Francisco from January 1, 2023, through May 31, 2024.

This resolution allows the Department of Public Health to apply for continued funding under the Ryan White Act for HIV/AIDS emergency relief, requesting nearly $16 million for the upcoming year. It ensures that San Francisco can maintain support services for individuals affected by HIV/AIDS.

Resolution retroactively authorizing the Department of Public Health to submit an application to continue to receive funding for the Ryan White Act HIV/AIDS Emergency Relief Grant Program grant from the Health Resources Services Administration; and requesting $15,962,602 in HIV Emergency Relief Program funding for the San Francisco Eligible Metropolitan Area for the period of March 1, 2023, through February 29, 2024.

This resolution states that the Board of Supervisors plans to use some of the funds from the city's opioid litigation to create wellness hubs as part of the Department of Public Health's Overdose Prevention Plan by 2025. It is currently filed and has not yet been enacted.

This hearing will evaluate the Controller's Annual Performance Report and its effects on the city budget, while also assessing how various departments are achieving their performance goals. Several city departments, including the Fire Department and Police Department, will be asked to provide updates during this hearing.

This resolution approves a settlement of $76,250 to AmerisourceBergen Drug Corporation for an alleged overpayment of penalties and interest related to the Homelessness Gross Receipts Tax for the 2019 tax year. The claim was filed on July 11, 2022, and the resolution has been passed.

This resolution allows the Department of Public Health to accept and use an $87,675 grant from the California State Water Resources Control Board for a beach safety program. The funding will support the program from July 1, 2022, to June 30, 2025.

This resolution allows the Department of Public Health to use a $6 million grant from the California Board of State and Community Corrections to support treatment and reduce recidivism through a program related to Proposition 47. The funding will be available for the period from September 1, 2022, to June 1, 2026.

This resolution urges city departments to provide the Board of Supervisors with information needed to develop a comprehensive strategy called "San Francisco Recovers" aimed at addressing accidental drug overdose deaths, supporting recovery from addiction, and eliminating open drug markets and related public issues. The goal is to create a coordinated approach to improve community safety and health.

Resolution urging City departments to report to the Board of Supervisors with specific information necessary to permit the Board to scope a comprehensive, coordinated, and sustained citywide strategy called ?San Francisco Recovers' to reverse the City's crisis in accidental drug overdose deaths; to incentivize and support recovery from drug addiction; and to end overt drug markets, open-air drug scenes and associated public nuisances and harms to the community.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant in the amount of $324,061 from the Office of Refugee Health through the California Department of Public Health for participation in a program, entitled “Refugee Health Assessment Program (RHAP) - Federal Fiscal Year (FFY) 2022-23 Award Number 22-38-90899-00,” for the period of October 1, 2022, through September 30, 2023.

This resolution approves a contract between the San Francisco AIDS Foundation and the Department of Public Health to provide Health Access Point services for nearly $11.9 million from January 1, 2023, to June 30, 2026. It also allows the Department of Public Health to make minor amendments to the contract without increasing the city's obligations.

This hearing focuses on implementing recommendations from the Reentry Council to enhance drug treatment services and address open-air drug scenes in San Francisco. It will also discuss findings from a research project on housing needs for justice-involved adults and request a report from the Adult Probation Department's Reentry Division.

Hearing regarding the implementation of recommendations approved by the Reentry Council in October 2020 and discussed in the Board of Supervisors’ Public Safety and Neighborhood Services Committee in February 2021; new recommendations from the Recovery Summit Working Group to improve drug treatment services in San Francisco and address the open-air drug scenes, and support for people struggling with addiction; and discussion of the final report of the Housing Needs of Justice Involved Adults research project of the Reentry Council's Direct Services Subcommittee; and requesting the Reentry Division of the Adult Probation Department to report.

This legislation calls for a hearing to discuss the details of Street Teams that assist individuals experiencing homelessness in San Francisco, including their operations and contact methods. It also requests reports from various city departments involved in this effort.

This legislation involves a hearing to review the Department of Public Health's plan for a citywide response to gun violence. It also requests reports from the Department of Public Health and the Mayor's Office of Public Safety on this initiative.
