This resolution allows the transfer of a liquor license for off-sale beer, wine, and distilled spirits to North Beach Food Mart at 900 Columbus Avenue. It has been determined that this transfer will benefit the public convenience or necessity in San Francisco.

Resolution determining that the premise-to-premise/person-to-person transfer of a Type-21 off-sale general beer, wine, and distilled spirits liquor license to Zeid Samir Batshoun, doing business as North Beach Food Mart, located at 900 Columbus Avenue (District 3), will serve the public convenience or necessity of the City and County of San Francisco, in accordance with California Business and Professions Code, Section 23958.4.

This ordinance moves the County Veterans Service Officer to the Department of Disability and Aging Services, allowing its Director to nominate the Officer and updating reporting requirements to the Board of Supervisors and Mayor. It also ensures administrative support for the Veterans’ Affairs Commission.

Ordinance amending the Administrative Code to place the County Veterans Service Officer (“Officer”) under the Department of Disability and Aging Services (DAS) rather than the Department of Administrative Services; give the Director of the DAS authority to nominate the Officer; update annual reporting requirements of the Officer to the Board of Supervisors and Mayor; and provide administrative support to the Veterans’ Affairs Commission.

The ordinance authorizes the City to settle a lawsuit for $375,000 related to allegations of civil rights violations by San Francisco Police during a traffic stop. The lawsuit was filed by three individuals who claimed they were unlawfully detained and subjected to force by police officers.

Ordinance authorizing settlement of the lawsuit filed by Arthur Higgins, Larry Tiller, and Lorenzo Bell against the City and County of San Francisco for $375,000; the lawsuit was filed on August 31, 2020, in United States District Court, Northern District of California, Case No. 3:20-cv-06129-CRB; entitled Arthur Higgins, et al. v. City and County of San Francisco, et al.; the lawsuit involves allegations that Plaintiffs’ civil rights were violated when San Francisco Police Department (“SFPD”) Officers detained and used force against them following a traffic stop.

The hearing aims to address the rising reports of sexual assault and harassment in San Francisco public schools and gather data on gender-based violence and available resources for students. It requests reports from various city departments and the school district on their responses and support systems for affected students.

Hearing to discuss San Francisco Unified School District (SFUSD) and City departments' responses to the increased student reports of sexual assault, sexual harassment, and other forms of gender-based violence at SFUSD schools, and requesting data and information pertaining to gender-based violence in public schools and resources made available to students, via partnerships with SFUSD or community-based organization partners, that support survivors of sexual assault or harassment and promote safe and healthy environment in our schools; and requesting SFUSD, Department of Children, Youth, and Their Families, Office of Sexual Harassment and Assault Response and Prevention, and Department on the Status of Women to report.

This legislation calls for a hearing to examine how the city's hiring practices impact racial equity and to assess progress towards achieving diverse representation in city jobs. It also requests a report from the Office of the Budget and Legislative Analyst on these issues.

The hearing will evaluate how the $120 million allocated to the Dream Keepers Initiative has been spent and identify additional needs the initiative can address. Various city departments, including the Human Rights Commission and the Department of Public Health, have been asked to provide reports on this matter.

This resolution allows the Office of Cannabis to accept and spend a grant of approximately $4.46 million from the Governor’s Office for a local equity program, covering the period from March 2022 to October 2023. It also authorizes the Office to manage the agreement and protects the Governor’s Office from any liability related to the contract.

Resolution retroactively authorizing the Office of Cannabis to accept and expend a grant award from the Governor’s Office of Business and Economic Development for the Local Equity Grants Program for Local Jurisdictions in the amount of $4,464,579.96 for a term from March 15, 2022, through October 31, 2023; authorizing the Office of Cannabis to execute the agreement with the Governor’s Office of Business and Economic, and any extensions, amendments, or contracts subsequent thereto, on behalf of the City and County of San Francisco; and indemnifying the Governor’s Office of Business and Economic Development for liability arising out of the performance of this contract.

The ordinance authorizes the City and County of San Francisco to settle a lawsuit for $1.5 million related to alleged civil rights violations involving the Kliment family. This lawsuit was filed in May 2020 in federal court.

City and County of San Francisco, et al.; the lawsuit involves alleged civil rights violations.

The hearing aims to discuss crime and violence affecting Asian-American seniors and other vulnerable groups, focusing on prevention efforts and support services. Various city departments will report on their strategies to enhance public safety and promote solidarity among communities.

Hearing to address concerns on crime and violence targeting Asian-American seniors and other vulnerable groups and the rise of anti-Asian racism, including crime prevention efforts, status of investigations, victim services programs, other public safety resources, and strategies the departments are deploying to reduce crime and violence targeting the Asian Pacific Islander and person of color communities and to promote cross-racial solidarity; and requesting the Police Department, Office of the District Attorney, Human Rights Commission, Office of Civic Engagement and Immigrant Affairs, Adult Probation Department, and Juvenile Probation Department to report.

This legislation calls for a hearing to discuss how to implement the LGBTQ+ Cultural Heritage Strategy. It also requests reports from the Office of Transgender Initiatives, the Planning Department, and the Office of Economic and Workforce Development.
