How it got here
The legislation originated from the need to support the San Francisco Police Department's Real Time Investigation Center (RTIC) through expedited procurement processes enabled by gift funds.
Voters approved Proposition E, allowing the Police Department to utilize technology for enhancing public safety, which led to the establishment of the RTIC.
The Police Commission authorized the acceptance of gifts from the San Francisco Police Community Foundation (SFPCF) and Ripple Labs, Inc. to support the RTIC.
The Police Department executed a sublease agreement for office space at 315 Montgomery Street, provided by Ripple Labs, to serve as a temporary location for the RTIC.
The Board of Supervisors received the proposed ordinance to waive competitive solicitation requirements for the Police Department's procurement using gift funds.
The Rules Committee amended the ordinance and referred it without recommendation to the Board of Supervisors.
The Board of Supervisors finally passed the ordinance, allowing the Police Department to procure necessary equipment and services for the RTIC without competitive solicitation.
