This resolution allows the Mayor’s Office of Housing and Community Development to accept $2.52 million worth of consulting services from seven FUSE Fellows to improve coordination and service delivery in public health, housing, homelessness, and human services in San Francisco. It also authorizes the Director of MOHCD to finalize the agreement for these services, which will begin in August 2026 and end in October 2028.

It also gives the Director of Health the authority to make minor changes to the grant agreement as needed.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant in the amount of $250,000 from the State of California through Essential Access Health for participation in a program, entitled “Comprehensive Sexual and Reproductive Health Program”; retroactively approving the Grant Agreement between the City, acting by and through the Department of Public Health, and the Essential Access Health for the purpose of strengthening the overall quality of the California Comprehensive Sexual and Reproductive Health program for a term of one year from April 1, 2026, through March 31, 2027, for a total not to exceed amount of $250,000; and to authorize the Director of Health to enter into amendments or modifications to the Grant agreement that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the Grant or this Resolution.

This resolution allows the Department of Public Health to accept an additional $1,119,045 grant from the CDC, increasing the total grant to $15,873,392 for a program focused on strengthening STD prevention and control. It also retroactively approves the related Notice of Award agreement for the funding period from January 1, 2019, to February 28, 2027.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant increase in the amount of $1,119,045 for a total grant amount of $15,873,392 from the Centers for Disease Control and Prevention for participation in a program, entitled “Strengthening STD Prevention and Control for Health Departments (STD PCHD),” for the period of January 1, 2019, through February 28, 2027; and retroactively approving the Notice of Award agreement pursuant to Charter, Section 9.118(a).

This resolution allows the Department of Public Health to accept a $37,500 donation from Epic Systems Corporation to support low-income and at-risk populations from July 1, 2025, to June 30, 2026. It is a retroactive authorization for the use of these funds.

Proposes a change to city law: Changing the the city's public-safety rules to modify provisions of the Fair Chance city law that regulate the use of criminal history in certain employment and housing decisions specifically by providing that employers and affordable housing providers may not use out-of-state criminal convictions or arrests for conduct that is lawful in California related to abortion-related healthcare, drag performances, gender-affirming care, and spontaneous abortion, as defined, in making certain employment or housing-related decisions.
