Legislation

This legislation calls for a hearing to discuss the housing needs of San Francisco's growing senior population and how the city plans to address these needs. It also requests reports from various city departments on their strategies for providing housing for seniors.

Hearing on the continuum of housing needs of the growing senior population and the City’s strategies to comprehensively plan for and provide this housing across the spectrum; and requesting that the Department of Disability and Aging Services, Planning Department, Mayor’s Office of Housing and Community Development, Department of Homelessness and Supportive Housing, and Department of Public Health to report.

This ordinance allows the Department of Public Health to accept an increased grant of over $2.2 million from the CDC to enhance sexually transmitted disease prevention efforts and adds eight new positions to support this initiative. The funding and positions are retroactively authorized for the period from January 1, 2021, to December 31, 2021.

Ordinance retroactively authorizing the Department of Public Health to accept and expend a grant increase in the amount of $2,246,359 for a total amount of $3,390,998 from the Centers for Disease Control and Prevention for participation in a program, entitled “Strengthening Sexually Transmitted Disease Prevention and Control for Health Departments (Sexually Transmitted Disease Prevention and Control for Health Departments),” for the period of January 1, 2021, through December 31, 2021; and amending Ordinance No. 166-20 (Annual Salary Ordinance File No. 200568 for Fiscal Years 2020-2021 and 2021-2022) to provide for the addition of eight grant-funded full-time positions in Class 0922 Manager I (1.0 FTE), Class 2593 Health Program Coordinator III (3.0 FTE), 2232 Senior Physician Specialist (1.0 FTE), Class 2803 Epidemiologist II (1.0 FTE), and 2119 Health Care Analyst (2.0 FTE).

This ordinance requires landlords to give tenants written notice and a chance to fix issues before evicting them for certain reasons, except in cases of immediate health or safety threats or unpaid COVID-19 rent. It also states that local eviction protections are stronger than state laws.

Ordinance amending the Administrative Code to require landlords pursuing certain types of evictions to first provide their tenants written notice and an opportunity to cure, unless the eviction is based on an imminent health or safety issue or the non-payment of COVID-19 rental debt; and making findings that the eviction protections in the Rent Ordinance are more protective than those found in State law pursuant to California Civil Code, Section 1946.2.

This resolution allows the Office of Economic and Workforce Development to use a $500,000 grant to support an additional 100 workers in San Francisco who lost their jobs due to COVID-19. The funding comes from the North Valley Workforce Development Board and is intended to enhance the city's workforce development efforts until August 19, 2023.

Resolution retroactively authorizing the Office of Economic and Workforce Development to accept and expend a grant in the amount of $500,000 from the North Valley Workforce Development Board, a recipient of the grant award from United States Department of Labor for CAREER National Dislocated Worker Grant to expand San Francisco’s public workforce development system to respond to an additional 100 dislocated workers impacted by COVID-19 for the grant period of October 1, 2021, through August 19, 2023.

This ordinance allows the Department of Public Health to accept and use a $658,150 grant from the California Department of Public Health for a home visiting program, covering the period from July 1, 2021, to June 30, 2023. It also adds one full-time Public Health Nurse position funded by this grant.

Ordinance retroactively authorizing the Department of Public Health to accept and expend a grant in the amount of $658,150 from the California Department of Public Health for participation in a program, entitled “California Home Visiting State General Fund Expansion,” for the period of July 1, 2021, through June 30, 2023; and amending Ordinance No. 109-21 (Annual Salary Ordinance File No. 210644 for Fiscal Years 2021-2022 and 2022-2023) to provide for the addition of one grant-funded full-time position in Class 2830 Public Health Nurse (1.0 FTE).

This resolution allows the Department of Public Health to apply for continued funding under the Ryan White Act for HIV/AIDS emergency relief, requesting over $15.5 million for the San Francisco area for the upcoming year. It has been approved to support ongoing HIV/AIDS services in the community.

Resolution authorizing the Department of Public Health to submit an application to continue to receive funding for the Ryan White Act HIV/AIDS Emergency Relief Grant Program from the Health Resources Services Administration; and requesting $15,590,728 in HIV Emergency Relief Program funding for the San Francisco Eligible Metropolitan Area for the period of March 1, 2022, through February 28, 2023.

This resolution approves an increase of over $10.6 million to a contract with the San Francisco Public Health Foundation for the Community Health Engagement Program, raising the total contract amount to just over $20 million through the end of 2024. It also allows the Department of Public Health to make minor amendments to the contract as needed without significantly increasing the city's obligations.

Resolution approving Amendment No. 2 to the agreement between the San Francisco Public Health Foundation and the Department of Public Health (DPH) to provide program administration and support services to the Community Health Engagement Program, to increase the contract amount by $10,668,262 for a total amount not to exceed $20,027,567 for a total agreement term of January 1, 2020, through December 31, 2024, to commence following approval by the Board of Supervisors, and to authorize DPH to enter into amendments or modifications to the contract prior to its final execution by all parties that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the contract.

This resolution approves an increase of nearly $18.2 million to an existing contract with Helios Healthcare for behavioral health services, raising the total agreement to about $27.9 million and extending its duration until June 30, 2028. It also allows the Department of Public Health to make minor amendments to the contract as needed without significantly increasing the city's obligations.

Resolution retroactively approving Amendment No. 2 to the agreement between Helios Healthcare, LLC and the Department of Public Health (DPH), for behavioral health services, to increase the agreement by $18,239,925 for an amount not to exceed $27,904,325; to extend the term by six years and six months from December 31, 2021, through June 30, 2028, for a total agreement term of July 1, 2018, through June 30, 2028; and to authorize DPH to enter into amendments or modifications to the contract prior to its final execution by all parties that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the contract.

This resolution approves an increase of $2,085,454 to an existing contract with Health Advocates, LLC for services related to recovering funds for uncompensated care, raising the total contract amount to $20,100,000 and extending the contract term by two years. It also allows the Department of Public Health to make minor amendments to the contract without increasing the city's obligations.

Resolution retroactively approving Amendment No. 2 to the agreement between Health Advocates, LLC and the Department of Public Health (DPH) for uncompensated care reimbursement recovery services, to increase the agreement amount by $2,085,454 for an amount not to exceed $20,100,000; and to extend the term by two years from December 31, 2021, through December 31, 2023, for a total agreement term of January 1, 2014, through December 31, 2023; and to authorize DPH to enter into amendments or modifications to the contract prior to its final execution by all parties that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the contract.

This resolution allows the Department of Public Health to use a $3 million grant for a program focused on coordinating care and managing transitions for individuals with substance abuse and mental health issues. The funding is retroactively authorized for the period from September 30, 2021, to September 29, 2023.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant in the amount of $3,000,000 from the Substance Abuse and Mental Health Services Administration for participation in a program, entitled “The Care Coordination and Transitions Management Project,” for the period of September 30, 2021, through September 29, 2023.

This legislation calls for a hearing to review the implementation of Mental Health SF, focusing on the hiring process and status of funded positions from the 2020-2021 and 2021-2022 budgets. It requests reports from the Department of Human Resources and the Department of Public Health on these matters.

Hearing on the report of the implementation of Mental Health SF, including positions funded in the Fiscal Years (FYs) 2020-2021 and 2021-2022 budgets, when the hiring process started for each position, when each position was actually filled, and how many positions continue to be vacant; and requesting the Department of Human Resources and Department of Public Health to report.

This resolution encourages bike and scooter share companies in San Francisco to improve rider compliance with existing rules and calls for the city’s transportation agency to create stricter permit conditions for future programs to enhance public safety, especially for vulnerable groups. It aims to ensure safer use of these shared transportation options for everyone.

Resolution urging permittees of San Francisco’s Bicycle Share and Powered Scooter Share Programs to implement measures to advance rider compliance with existing terms and conditions of San Francisco’s Bicycle Share and Powered Scooter Share Program requirements, and urging the San Francisco Municipal Transportation Agency and its Board of Directors to establish new permit terms and conditions for future permits that further serve the goal of ensuring the public health and safety of pedestrians, seniors, and people with disabilities.

This ordinance allows the City Administrator to modify leases and forgive rent for nonresidential tenants who faced financial hardship during the COVID-19 pandemic between January and June 2021. It also waives certain administrative and environmental requirements to expedite this process.

Ordinance authorizing the City Administrator to amend certain leases and forgive rent due between January 2021 and June 2021 with nonresidential tenants, and waiving Administrative Code and Environmental Code requirements enacted after the most recent modification of each lease, in order to allow for expeditious rent forgiveness necessitated by the financial hardship caused by the public health emergency related to the COVID-19 pandemic.

This resolution acknowledges the 2021 Overdose Prevention Policies from various city departments aimed at reducing drug overdoses among clients who use drugs. It outlines how these departments and their partners will implement strategies to address this issue.

Resolution receiving the 2021 Overdose Prevention Policies for the Department of Public Health, Department of Homelessness and Supportive Housing, Healthy Streets Operation Center through the Department of Emergency Management, and Human Services Agency describing how the department and its grantees that provide direct services to clients who use drugs will promote strategies to reduce drug overdoses, submitted as required by Administrative Code, Section 15.17.

This motion allows City policy bodies to hold meetings remotely due to the COVID-19 pandemic, with some exceptions for in-person meetings. It also mandates that members of these bodies be fully vaccinated by January 31, 2022.

Motion concurring in actions taken by the Mayor in the Forty-First Supplement to the Proclamation of Emergency to meet the ongoing local emergency related to the novel coronavirus COVID-19 pandemic by requiring City policy bodies to hold meetings by teleconference or other remote technology, subject to exceptions for: 1) City policy bodies that receive permission to meet in person to act on personnel matters; 2) beginning on January 8, 2022, the Redistricting Task Force; and 3) City policies bodies that receive permission to meet in person based on a finding that holding an in-person meeting would provide a significant benefit to the public; and requiring members of City policy bodies to be fully vaccinated by January 31, 2022.

This motion schedules a public hearing for the Board of Supervisors to discuss the Mayor's proclamation regarding a local emergency due to drug overdoses in the Tenderloin. The hearing will take place on January 4, 2022, at 3:00 p.m. during the regular meeting.

Motion scheduling the Board of Supervisors to sit as a Committee of the Whole on January 4, 2022, at 3:00 p.m., during the regular Board of Supervisors Meeting, to hold a public hearing on the Mayor’s December 17, 2021 Proclamation of a Local Emergency Relating to Drug Overdoses in the Tenderloin.

This motion addresses the Mayor's December 2021 declaration of a local emergency due to rising drug overdoses in the Tenderloin, either agreeing with or retracting that declaration. It is currently filed and awaiting further action.

Motion concurring/withdrawing concurrence in the December 17, 2021, Proclamation by the Mayor Declaring the Existence of a Local Emergency in connection with the sudden increase in drug overdoses in the Tenderloin.

This legislation schedules a public hearing for the Board of Supervisors to discuss Mayor London N. Breed's proclamation of a local emergency concerning drug overdoses in the Tenderloin. The hearing is set for March 15, 2022, at 3:00 p.m.
