Ordinance amending the Planning Code to reduce restrictions on Formula Retail uses by 1) modifying the definition of a Formula Retail use; 2) eliminating the Conditional Use Authorization requirement for Formula Retail Accessory Uses, Formula Retail Temporary Uses, and certain changes of use for Formula Retail uses; 3) eliminating the prohibition on changes of use for non-conforming Formula Retail uses; 4) eliminating the requirement for an economic impact study for specified large Formula Retail uses; 5) eliminating the restrictions regarding Formula Retail use concentration in the Upper Market Street Neighborhood Commercial District; 6) allowing one or more Formula Retail Restaurants or Limited Restaurants inside a General Grocery store under a single Conditional Use authorization; and 7) principally permitting Formula Retail uses in spaces larger than 10,000 square feet in the RC (Residential-Commercial) and RTO (Residential Transit Oriented) Districts; affirming the Planning Department’s determination under the California Environmental Quality Act; making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1; and making findings of public necessity, convenience, and welfare pursuant to Planning Code, Section 302.

This resolution approves a $229,000 settlement for a claim made by Local 21 and Marco Magallon against the City regarding an employment grievance. It also includes an adjustment to Marco Magallon’s termination date as part of the settlement terms.

Resolution approving the settlement of the unlitigated claim filed by International Federation of Professional and Technical Engineers, Local 21, AFL-CIO (“Local 21”) and Marco Magallon against the City and County of San Francisco for $229,000; the claim was filed on April 7, 2023; the claim involves an employment grievance under the Memorandum of Understanding between the City and County of San Francisco and Local 21; additional material term of the settlement is the adjustment of Marco Magallon’s termination date.

This ordinance extends the suspension of the cannabis business tax in San Francisco until December 31, 2035, and removes related references from the Business and Tax Regulations Code. This means cannabis businesses will not have to pay this tax during that period.

The ordinance authorizes the City and County of San Francisco to settle a lawsuit for up to $20 million related to an employment dispute filed by Devon Anderson and Beverly L. Sweeney on behalf of current and former employees. The lawsuit was initiated in February 2020 in federal court.

This ordinance changes the rules regarding how long building permits and applications remain valid before they expire. It also confirms that the Planning Department's assessment complies with environmental regulations.

Ordinance amending the Building Code to revise the timing of expiration of certain building permits and building permit applications; and affirming the Planning Department’s determination under the California Environmental Quality Act.

This resolution extends a grant agreement with Catholic Charities for homelessness prevention services by 30 months and increases the funding by over $8.6 million, totaling nearly $18.5 million. It also allows the Department of Homelessness and Supportive Housing to make minor adjustments to the agreement as needed.

Resolution approving the third amendment to the grant agreement between City, acting by and through the Department of Homelessness and Supportive Housing (“HSH”), and Catholic Charities for Family Eviction Prevention Collaborative (“FEPCO”) Homelessness Prevention, extending the term by 30 months from December 31, 2025, for a total term of July 1, 2021, through June 30, 2028; increasing the agreement amount by $8,672,460 for a total amount not to exceed $18,459,066; and authorizing HSH to enter into any amendments or other modifications to the amendment that do not materially increase the obligations or liabilities, or materially decrease the benefits to the City and are necessary or advisable to effectuate the purposes of the agreement.

This resolution establishes temporary zoning rules for 18 months that require special permission for outdoor laboratory uses in certain areas of the city. It also calls for a study to determine if further regulations are needed to align these uses with the city's goals for production, distribution, and repair spaces.

Resolution imposing interim zoning controls for 18 months to require a Conditional Use authorization and specified findings for proposed Laboratory Uses that contain development and/or engineering laboratories that operate outdoors and/or outside of an enclosed structure in the PDR-1-G (Production, Distribution, and Repair) District; urging the Planning Department, with input from the Office of Economic and Workforce Development, to study whether additional controls would ensure that Laboratory Uses are consistent with the City’s goals for PDR space; affirming the Planning Department’s determination under the California Environmental Quality Act; and making findings of consistency with the General Plan, the eight priority policies of Planning Code, Section 101.1, and Planning Code, Section 306.7.

This resolution updates the rules for using Maiden Lane, including who can hold permits and what activities are allowed. It also changes the hours for street closures and gives the Public Works Director the authority to finalize the new permit terms.

Resolution amending the street encroachment permit terms for Maiden Lane regarding the designated permittee and permissible activities; amending and rescinding the Board of Supervisors’ authorization for the street closure of Maiden Lane between Stockton and Kearny Streets and urging the San Francisco Municipal Transportation Agency Board of Directors to modify the street closure hours for such streets; and authorizing the Public Works Director to finalize a modified street encroachment permit for Maiden Lane.

This ordinance authorizes the City and County of San Francisco to settle a lawsuit for $105,000 related to an employment dispute filed by Jonathan Manalang. The lawsuit was filed in federal court on August 26, 2024.

This resolution allows The Roxie Theatre to obtain a special liquor license to sell beer and wine, determining that it will benefit the public. It also requests that the state impose specific conditions on the license's issuance.

This resolution allows Grocery Outlet Inc. at 350 Bay Street to transfer a liquor license for selling beer, wine, and spirits, determining it benefits the public in San Francisco. It also requests that the state impose specific conditions on the license's issuance.

Resolution determining that the person-to-person, premise-to-premise transfer of a Type-21 off-sale general beer, wine, and distilled spirits liquor license to Grocery Outlet Inc, located at 350 Bay Street (District 3), will serve the public convenience or necessity of the City and County of San Francisco, in accordance with California Business and Professions Code, Section 23958.4; and requesting that the California Department of Alcoholic Beverage Control impose a condition on the issuance of the license.

This resolution allows Endgames Improv LLC to obtain a liquor license for their venue at 2989 Mission Street, determining it will benefit the public. It also requests that the state impose specific conditions on the license.

Resolution determining that the issuance of a Type-90 on-sale general music venue liquor license to Endgames Improv LLC, to do business as Endgames Improv located at 2989 Mission Street (District 9), will serve the public convenience or necessity of the City and County of San Francisco, in accordance with California Business and Professions Code, Section 23958.4; and requesting that the California Department of Alcoholic Beverage Control impose conditions on the issuance of the license.

The ordinance approves a financial assistance agreement for the Hearst Hotel Development Project, allowing up to $40 million in support based on new hotel tax revenues. It also waives certain administrative and labor regulations to facilitate the project's development at 5 Third Street and 17-29 Third Street.

Ordinance approving a Hotel Development Incentive Agreement between the City and County of San Francisco and Bespoke Hospitality, LLC for the Hearst Hotel Development Project, to provide financial assistance not to exceed $40,000,000 in net present value over 20 years calculated for measurement purposes only as a percentage of new Transient Occupancy Taxes the City actually receives from occupancy of guest rooms in a proposed new hotel, related to the development and operation of a project on certain real property known as 5 Third Street and 17-29 Third Street; waiving Chapter 21G of the Administrative Code and certain sections of the Labor and Employment Code; ratifying past actions and authorizing future actions in furtherance of this Ordinance; making findings under the California Environmental Quality Act; and making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1.

This resolution allows the San Francisco Department of Public Health to enter into a grant agreement with the California Department of Health Care Services, securing $21,347,760 in funding through June 30, 2030. It also includes provisions for retroactive expense reimbursement and the ability to make necessary amendments to the agreement without increasing the city's liabilities.

Resolution authorizing the Department of Public Health to enter into a Grant Agreement for a term commencing on the execution of the Grant Agreement, through June 30, 2030, between the City and County of San Francisco (“City”), acting by and through its Department of Public Health (“DPH”), and the California Department of Health Care Services and its third-party administrator Advocates for Human Potential, Inc., having anticipated revenue to the City of $21,347,760; including a provision allowing for the recapture of allowable project expenses incurred retroactive to May 6, 2025; including a Permitted and Restricted Use at 887 Potrero Avenue; retroactively authorizing DPH to accept and expend grant funds for the period of May 6, 2025, through June 30, 2030; authorizing the Grantor to apply for a Receiver in the event of the City’s default; and authorizing DPH to enter into amendments or modifications to the Grant Agreement that do not materially increase the obligations or liabilities of the City and are necessary to effectuate the purpose of the Grant.

This resolution creates a financing district aimed at revitalizing downtown San Francisco and supports a plan for economic recovery through tax division. It also allows for legal actions to confirm the plan's validity.

Ordinance approving a Development Agreement between the City and County of San Francisco and Prologis, L.P., a Delaware limited partnership, for the development of an approximately 17.1-acre site located at Toland Street at Kirkwood Avenue with two multi-story production, distribution, and repair buildings in a core industrial area, including 1,646,000 square feet of production, distribution, and repair, space for non-retail sales and service, automotive, and retail uses, a rooftop solar array, ground-floor maker space, and streets built to City standard; making findings under the California Environmental Quality Act; making findings of conformity with the General Plan, and with the eight priority policies of Planning Code, Section 101.1(b); making findings of public convenience, necessity, and welfare under Planning Code, Section 302; approving certain development impact fees for the Project and waiving certain Planning Code fees and requirements; confirming compliance with or waiving certain provisions of Labor and Employment Code, Articles 131, 132, 103, 104, and 106, and Administrative Code, Chapters 56, 14B, 82, 83, and 23; and ratifying certain actions taken in connection therewith, as defined herein.

This resolution allows Big Skye LLC, operating as Club 895, to transfer a liquor license for selling beer, wine, and spirits at 895 O'Farrell Street. It also requests that the state impose specific conditions on the license to ensure it meets the needs of the community.

Resolution determining that the person-to-person, premise-to-premise transfer of a Type-48 on-sale general public premises beer, wine, and distilled spirits liquor license to Big Skye LLC, doing business as Club 895, located at 895 O'Farrell Street (District 5), will serve the public convenience or necessity of the City and County of San Francisco, in accordance with California Business and Professions Code, Section 23958.4; and requesting that the California Department of Alcoholic Beverage Control impose conditions on the issuance of the license.

This resolution allows Caldero LLC to transfer a beer and wine liquor license for their location at 2149 Union Street, determining it benefits the public. It also requests that the California Department of Alcoholic Beverage Control set specific conditions for the license issuance.

Resolution determining that the person-to-person, premise-to-premise transfer of a Type-20 off-sale beer and wine liquor license to Caldero LLC, doing business as Caldero, located at 2149 Union Street (District 2), will serve the public convenience or necessity of the City and County of San Francisco, in accordance with California Business and Professions Code, Section 23958.4; and requesting that the California Department of Alcoholic Beverage Control impose conditions on the issuance of the license.

This resolution determines that transferring a liquor license to Royal Mart LLC at 1201 Howard Street is not in the public's best interest, and it requests that the state deny the license application. The decision is based on local regulations regarding alcohol sales.

Resolution determining that the person-to-person, premise-to-premise transfer of a Type-21 off-sale general beer, wine, and distilled spirits liquor license to Royal Mart LLC, doing business as Unimart, located 1201 Howard Street (District 6), will not serve the public convenience or necessity of the City and County of San Francisco; and requesting that the California Department of Alcoholic Beverage Control deny the issuance of the license, in accordance with California Business and Professions Code, Section 23958.4.

This ordinance allows San Francisco to enforce vending permit requirements for certain merchandise on City property, introducing penalties such as warnings, fines, and misdemeanors for violations. It also aligns local regulations with California Senate Bill 276 and includes findings from the Public Works Director regarding targeted merchandise.

Ordinance amending the Public Works Code in accordance with California Senate Bill 276 (2025) to authorize the enforcement of vending permit requirements through warnings, infractions, misdemeanors, and fines up to $1,000 for vending certain types of merchandise that are common targets of retail theft, on City property without a permit; amending the Port Code to conform with those amendments; making additional conforming amendments consistent with Senate Bill 276; accepting the recommendations and findings of the Public Works Director pertaining to such targeted merchandise and adopting such findings; and affirming the Planning Department’s determination under the California Environmental Quality Act.

The ordinance allows movie theaters that also serve food to host various entertainment activities and sell alcohol on-site. It also exempts certain theaters in the Upper Fillmore area from size limits for non-residential uses when selling wine and beer.

Ordinance amending the Planning Code to authorize Movie Theaters that also operate as Bona Fide Eating Places to offer entertainment, cultural, artistic, dramatic, musical, or leisure activities, performances or exhibitions, and permit on-site wine, beer, and/or liquor, and make conforming changes in the Planning Code definitions of Bar and Bona Fide Eating Place uses; permitting certain Movie Theaters in the Upper Fillmore Neighborhood Commercial District to sell wine and/or beer without being subject to non-residential use size limits otherwise applicable in the District; affirming the Planning Department’s determination under the California Environmental Quality Act; making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1; and making findings of public necessity, convenience, and welfare pursuant to Planning Code, Section 302.

This motion approves the final map for a 20-unit commercial condominium project at 1301-1341 Evans Avenue. It also confirms that the project aligns with the city's General Plan and planning policies.

This motion establishes the schedule for the Board of Supervisors' regular meetings in 2026, including the cancellation of specific meetings and breaks during which no meetings will occur. It also temporarily suspends certain rules to facilitate the new schedule.

Motion establishing the 2026 Board of Supervisors Regular Meeting Schedule, pursuant to Board of Supervisors Rules of Order, Sections 4.2 and 4.2.1, by cancelling the Regular Board meetings of January 20, February 17, May 26, September 8, October 13 and November 24; and all Regular Board and Committee meetings during the spring, summer, and winter breaks beginning March 30 through April 3, 2026 (returning on April 6, 2026), beginning August 3 through August 28, 2026 (returning on August 31, 2026), and beginning December 16, 2026, through January 7, 2027 (returning on January 8, 2027); and further suspending portions of Board Rule 4.2. to effectuate certain dates within the regular meeting schedule to augment the flow of business.

The ordinance allows the Mayor’s Office to accept a $7 million grant from Bloomberg Philanthropies to support the Mayor’s Office of Innovation from 2026 to 2028 and creates four new full-time positions in the Office of the City Administrator. It also approves the related grant agreement and amends the Annual Salary Ordinance for the upcoming fiscal years.

Ordinance authorizing the Mayor’s Office to retroactively accept and expend a grant in the amount of $7,000,000 from Bloomberg Philanthropies to fund the Mayor’s Office of Innovation from January 1, 2026, through December 31, 2028; approving the associated grant agreement under Charter, Section 9.118; and amending Ordinance No. 120-25 (Annual Salary Ordinance, File No. 250590 for Fiscal Years (FYs) 2025-2026 and 2026-2027) to provide for the creation of four grant-funded full-time positions (4.0 FTE) in the Office of the City Administrator, with one position in each of the following classes: Class 0931 (Manager III), Class 1053 (IS Business Analyst - Senior), Class 1054 (IS Business Analyst - Principal), and Class 1043 (IS Engineer - Senior).

This ordinance allocates over $9 billion from revenue bonds for capital improvement projects at the Airport Commission for the fiscal year 2025-2026. It also sets aside the same amount in the Controller's Reserve until the funds are received.

The ordinance requires most dogs in San Francisco to be spayed, neutered, or chemically sterilized, expanding the current requirement beyond just pit bulls. It also outlines a permit process for unaltered dogs, including fees, regulations for their sale and breeding, and penalties for non-compliance.

Ordinance amending the Health Code to require that every dog in San Francisco, with certain exceptions, be spayed, neutered, or chemically sterilized, rather than requiring such procedures only for pit bulls; to establish a process and fee for applying for an unaltered dog permit, and a process for granting, denying, or revoking such permit, with a hearing following a denial or revocation; to regulate the transfer, sale, and breeding of unaltered dogs; and to establish penalties and conditions of impoundment for violations of the mandatory spay, neuter, or chemical sterilization requirements.

This ordinance allows more activities to take place in historic buildings throughout San Francisco, either as a primary use or with conditions. It also updates related zoning regulations and confirms that these changes align with environmental and city planning standards.

The ordinance creates a program to provide financial support, such as grants and loans, to small businesses affected by construction related to the city's residential rezoning efforts. It also establishes a fund to manage these resources and assigns oversight to specific city offices.

Ordinance amending the Administrative Code to create the Small Business Rezoning Construction Relief Program (“Program”) to provide financial support, including grants and loans, to businesses impacted by construction relating to the City residential rezoning program adopted in 2025-2026; establishing the Small Business Rezoning Construction Relief Fund (“Fund”) to receive monies for the Program; designating the Office of Small Business and Office of Economic and Workforce Development to administer the Fund and the Program and promulgate rules and regulations in furtherance of the Program; and amending the Business and Tax Regulations Code to allow taxpayers to designate a portion of their gross receipts taxes for deposit in the Fund.

The ordinance authorizes the City and County of San Francisco to settle a lawsuit with Dawn Ruggeroli for $275,000 related to an employment dispute. This settlement resolves the legal case filed in February 2024.

This resolution allows the Mayor and certain city officials to temporarily bypass the city's rules on soliciting donations for six months. The goal is to gather funds from various sources to support San Francisco's economic revitalization efforts.

Resolution authorizing a six-month waiver of the City’s Behested Payments Ordinance for the Mayor, members of the Mayor’s Office, and the Executive Director of the Office of Economic and Workforce Development to solicit donations from nonprofits, private organizations, grantmakers, foundations, and other persons and entities for the purpose of supporting the continued economic revitalization of San Francisco, pursuant to Section 3.620(f) of the Campaign and Governmental Conduct Code.

This resolution approves an agreement with the Owners’ Association to manage the Dogpatch & Northwest Potrero Hill Green Benefit District from January 1, 2026, to December 31, 2040. It is established under California law to enhance the area's business environment and public spaces.

Resolution approving an agreement with the nonprofit Owners’ Association for the administration and management of the property-based business improvement district known as the "Dogpatch & Northwest Potrero Hill Green Benefit District;" pursuant to California Streets and Highway Code, Section 36651, for a period commencing January 1, 2026, through December 31, 2040.

The proposed initiative ordinance aimed to increase taxes on ridesharing and ride-hailing services, adjust certain tax exemptions, and modify the executive pay ratio calculation for tax purposes, starting January 1, 2027. However, this hearing has been withdrawn and will not proceed to the voters for consideration.
