Charter Amendment (First Draft) to amend the Charter of the City and County of San Francisco to 1) establish a new Children’s Agency responsible for overseeing, aligning, and coordinating the development of systems, services, policies, and planning strategies to strengthen the City’s services for children, youth, and families; 2) authorize the Agency to include the Department of Children, Youth, and Their Families, which is responsible for administering the City’s Children and Youth Fund and promoting the development of programs and planning strategies to enhance services for children, youth, and their families; 3) authorize the Agency to include a new Department of Early Childhood, which will assume the duties previously assigned to the Office of Early Care and Education promoting the development of programs, policies, and strategies to enhance services for children ages 0-5; 4) establish a Children’s Commission to oversee the Agency; 5) modify the process for expending funds in the Children and Youth Fund to support services for children; 6) modify the process for expending funds in the Public Education Enrichment Fund to support the San Francisco Unified School District; and 7) require the Board of Education to submit a certification of compliance with specified governance requirements before the City appropriates funds to the San Francisco Unified School District not otherwise required by the Charter or State law; at an election to be held on June 7, 2022.

This ordinance allows employees to request flexible or predictable work arrangements, unless it causes significant difficulty for the employer. It also requires employers to work with employees to find a suitable arrangement and enhances enforcement of these provisions.

Ordinance amending the Administrative Code to provide under the Family Friendly Ordinance that Employees shall be permitted a Flexible or Predictable Working Arrangement unless such an arrangement would cause an Employer undue hardship; requiring Employers to engage in an interactive process to find a mutually agreeable Flexible or Predictable Working Arrangement; strengthening enforcement of the Ordinance; and making other changes, as defined herein.

This resolution encourages bike and scooter share companies in San Francisco to improve rider compliance with existing rules and calls for the city’s transportation agency to create stricter permit conditions for future programs to enhance public safety, especially for vulnerable groups. It aims to ensure safer use of these shared transportation options for everyone.

Resolution urging permittees of San Francisco’s Bicycle Share and Powered Scooter Share Programs to implement measures to advance rider compliance with existing terms and conditions of San Francisco’s Bicycle Share and Powered Scooter Share Program requirements, and urging the San Francisco Municipal Transportation Agency and its Board of Directors to establish new permit terms and conditions for future permits that further serve the goal of ensuring the public health and safety of pedestrians, seniors, and people with disabilities.

This resolution expresses San Francisco's support for providing small businesses with notice and resources to help them comply with the Americans with Disabilities Act when facing lawsuits or violations. It also calls for more assistance and information to aid these businesses in meeting ADA requirements.

The leases will start once approved by the Board of Supervisors and require a minimum annual payment of $545,000 for the first year.

This resolution allows the Office of Economic and Workforce Development to use a $498,869 grant from the U.S. Department of Commerce to support equity initiatives in downtown recovery. The funding covers the period from December 1, 2021, to September 30, 2022.

This ordinance requires the Police Department and the District Attorney to submit quarterly reports on domestic violence cases and abuse against minors to city officials. It also mandates the District Attorney to report on the number of crime victims who received services.

Ordinance retroactively authorizing the Department on the Status of Women to accept and expend a grant in the amount of $1,000,000 through the United States (U.S.) Department of Justice’s Office of Violence Against Women for the Domestic Violence High Risk Program, and amending Ordinance No. 109-21 (Annual Salary Ordinance File No. 210644 for Fiscal Years (FYs) 2021-2022, 2022-2023) to provide for the addition of one grant-funded Class 1820 Junior Administrative Analyst position (FTE 1.00) for the period of October 1, 2021, through September 30, 2024.

This ordinance allows the Department of Public Health to accept an increased grant of over $2.2 million from the CDC to enhance sexually transmitted disease prevention efforts and adds eight new positions to support this initiative. The funding and positions are retroactively authorized for the period from January 1, 2021, to December 31, 2021.

Ordinance retroactively authorizing the Department of Public Health to accept and expend a grant increase in the amount of $2,246,359 for a total amount of $3,390,998 from the Centers for Disease Control and Prevention for participation in a program, entitled “Strengthening Sexually Transmitted Disease Prevention and Control for Health Departments (Sexually Transmitted Disease Prevention and Control for Health Departments),” for the period of January 1, 2021, through December 31, 2021; and amending Ordinance No. 166-20 (Annual Salary Ordinance File No. 200568 for Fiscal Years 2020-2021 and 2021-2022) to provide for the addition of eight grant-funded full-time positions in Class 0922 Manager I (1.0 FTE), Class 2593 Health Program Coordinator III (3.0 FTE), 2232 Senior Physician Specialist (1.0 FTE), Class 2803 Epidemiologist II (1.0 FTE), and 2119 Health Care Analyst (2.0 FTE).

Ordinance retroactively authorizing the Office of the Mayor to accept and expend a grant in the amount of $3,407,000 from Bloomberg Philanthropies, and amending Ordinance No. 109-21 (Annual Salary Ordinance File No. 210644 for Fiscal Years (FYs) 2021-2022 and 2022-2023) to provide for the addition of one grant funded Class 0904 Mayoral Staff XVI position (FTE 1.0) at the Office of the Mayor, two grant funded Class 1043 Engineer positions (FTE 2.0) at the Office of the City Administrator, and two grant funded Class 1053 Senior Business Analyst positions (FTE 2.0) at the Office of the City Administrator, for the period of October 1, 2021, through August 31, 2024.

This resolution adds the street name "Polytechnic Way" to the 700 block of Frederick Street to honor San Francisco's first public high school, which served the community from 1894 to 1972. It recognizes the school's significant contribution to local education.
