This resolution approves an increase of $14 million to the existing contract with BEUMER Lifecycle Management LLC for the operations and maintenance of the baggage handling system at the airport, raising the total contract amount to $35 million. It also extends the contract term by one year and six months, now running until June 30, 2025.

Resolution approving Modification No. 2 to Airport Professional Services Contract No. 50195 between BEUMER Lifecycle Management LLC, and the City and County of San Francisco, acting by and through its Airport Commission, for the operations and maintenance of the baggage handling system in the Harvey Milk Terminal to increase the contract amount by $14,000,000 for a total not to exceed contract amount of $35,000,000 and to extend the contract term for one year and six months from December 31, 2023, for a new contract term of August 1, 2020, through June 30, 2025, pursuant to Charter, Section 9.118(b).

This ordinance ensures that tenant-occupied units receiving certain housing financial assistance remain under rent control as long as any current tenants stay, unless they agree in writing to change that. It also restores rent levels for units that became exempt from rent control since 2018 to what they would have been if the rent control had always applied.

Ordinance amending the Administrative Code to provide that tenant-occupied units in buildings that will be receiving either low-income housing tax credits or tax-exempt multifamily revenue bonds shall remain subject to the Rent Ordinance, as long as any of the existing tenants continue to reside in the unit, or unless all the tenants in the unit agree otherwise in writing; and for any such units that may have previously become exempt from the Rent Ordinance since 2018, restoring rents to the levels allowed had the Rent Ordinance continuously applied.

This resolution allows San Francisco to accept an avigation easement from SyNoor LLC for a development project at 410 Noor Avenue, at no cost to the city. It also permits the Director of Property to make necessary adjustments to the easement as long as they do not increase the city's obligations.

The ordinance authorizes a payment of $211,129.46 to Build Group, Inc. to settle a lawsuit regarding a breach of contract related to the renovation of the Maxine Hall Health Center, with Build Group waiving any further claims related to the project. This settlement resolves a cross-complaint filed against the City in November 2022.

The ordinance extends the current Gross Receipts Tax rates for certain businesses until December 31, 2024, and delays new tax rates until January 1, 2025. It also offers tax credits for new businesses opening in specific zip codes from 2023 to 2027, providing financial relief based on their taxable gross receipts or payroll expenses.

Ordinance amending the Business and Tax Regulations Code to extend through December 31, 2024, the Gross Receipts Tax rates in effect on January 1, 2022, for the business activities of retail trade, certain services, manufacturing, food services, accommodations, and arts, entertainment and recreation, and postpone to January 1, 2025, the imposition of the Gross Receipts Tax rates otherwise set to go into effect beginning January 1, 2023, for those business activities; and to provide for businesses that open a physical location in certain zip codes in the City on or after January 1, 2023, through December 31, 2027, and that did not have a physical location in the City for at least three years prior to that opening, an annual Gross Receipts Tax credit equal to 0.45% of the business’s San Francisco taxable gross receipts from one or more of the business activities of information, administrative and support services, financial services, insurance, and professional, scientific and technical services, for businesses not engaged in business in the City as an administrative office, or 0.7% of the taxable payroll expense of a business that engages in business in the City as an administrative office, for each of up to three tax years immediately following the tax year in which the business opened the physical location, but no later than the 2028 tax year, and not to exceed $1,000,000 per tax year.

This resolution approves an increase of $31 million to a grant for the Mid-Market/Tenderloin Community-Based Safety Program, raising the total grant to about $61 million and extending the program's duration until June 30, 2025. This legislation calls for a hearing to discuss updates on an investigation into potential building code violations and illegal conversions at the Twitter Headquarters, as well as possible labor and human rights violations involving immigrant workers. It requests reports from various city departments involved in the investigation.

Hearing regarding updates on the findings of the joint Department of Building Inspection (DBI) and Planning investigation into Building Code and Planning Code violations, including potential illegal conversions, of the Twitter Headquarters located at 1355 Market Street as reported on by Forbes Magazine, and potential labor and human rights violations of immigrant workers; and requesting DBI, the Zoning Administrator and Planning Enforcement, Office of Labor Standards Enforcement and Human Rights Commission to report.

This legislation calls for a hearing to review the status of the Mayor’s Office of Housing and Community Development's Below Market Rate Program, focusing on participant numbers, income levels served, funding, demographics, and available units. The goal is to gather detailed information and request a report from the MOHCD.

The ordinance authorizes the City to settle a lawsuit with Digital Realty Trust, Inc. for approximately $1.86 million related to a refund claim on certain taxes. As part of the settlement, Digital Realty Trust will adjust its tax filings for the Early Care and Education Commercial Rents Taxes for 2021 and future years.

This resolution approves a settlement of $197,203.64 to Glencore Ltd. for unlitigated claims related to refunds of gross receipts and payroll expense taxes. The claims were filed on March 27, 2023, and the resolution has been passed.

Resolution authorizing the Office of the Treasurer & Tax Collector to amend a merchant processing agreement which enables the City and County of San Francisco to accept credit and debit cards with point of sale terminals with Banc of America Merchant Services, LLC and Bank of America N.A, to increase the contract amount by $1,127,020 for a total amount not to exceed $9,127,020 and to extend the contract term for an additional one year from August 14, 2023, for the total term of August 15, 2013, through August 14, 2024, effective upon approval of this Resolution.

This resolution approves an amendment to a software contract with Yardi Systems, increasing the total amount by $175,000 and extending the contract duration by five years, now lasting until April 2028. It also allows the General Manager of the San Francisco Public Utilities Commission to make minor adjustments to the agreement as needed.

Resolution approving Amendment No. 3 to Contract No. BPUC13000025, Software as a Service Agreement, with Yardi Systems, Inc., to increase the contract amount by $175,000 for a new total not to exceed contract amount of $515,290 and increase the contract duration by five years, for a new term of April 23, 2013, through April 24, 2028, for a total contract duration of 15 years, effective upon approval of this Resolution, pursuant to Charter, Section 9.118; and to authorize the General Manager of the San Francisco Public Utilities Commission to enter into amendments or modifications to the Agreement that do not materially increase the obligations or liabilities to the City or materially diminish the benefits to the City and are necessary to effectuate the purposes of the Agreement or this Resolution.

This resolution approves an increase of $7.5 million to the Folsom Area Stormwater Improvement Project contract, raising the total to $17.2 million and extending the contract duration by four years to November 30, 2027. Resolution approving Modification No. 5 to the Folsom Area Stormwater Improvement Project, Contract No. PRO.0101, Tunnel Engineering Services, with McMillen Jacobs Associates/Stantec, Joint Venture, to increase the contract amount by $7,500,000 for a new total not to exceed contract amount of $17,200,000 and increase the contract duration by four years from November 30, 2023, for a total contract duration of nine years and one month with a new term period of November 1, 2018, through November 30, 2027, to provide specialized engineering services for the Folsom Area Stormwater Improvement Project, pursuant to Charter, Section 9.118.

This resolution allows the Department of Public Health to accept and use an additional $2,555,761 grant, bringing the total to $7,223,161, to support efforts in combating HIV and AIDS through a federal program. The funding will be utilized from March 1, 2020, to February 28, 2024.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant increase in the amount of $2,555,761 for a total amount of $7,223,161 from the Health Resources and Services Administration for participation in a program, entitled “Ending The Human Immunodeficiency Virus (HIV) Epidemic: A Plan for America - Ryan White Human Immunodeficiency Virus (HIV)/Acquired Immunodeficiency Syndrome (AIDS) Program Parts A and B,” for the period of March 1, 2020, through February 28, 2024.

This resolution approves an increase of $12 million to the existing contract for construction management services at the Southeast Water Pollution Control Plant, raising the total contract amount to $47 million. The contract's duration remains unchanged, continuing until June 30, 2028.

Resolution approving Modification No. 1 to Contract No. PRO.0104, Southeast Water Pollution Control Plant Program Construction Management Services, with Parsons Water & Infrastructure Group, Inc., to increase the contract amount by $12,000,000 for a total not to exceed contract amount of $47,000,000 pursuant to Charter, Section 9.118, with no change to the ten-year term from July 13, 2018, through June 30, 2028.

This resolution approves an increase of $1 million to the contract for architectural and engineering services related to the Central Subway Project, raising the total contract amount to nearly $55.8 million. It also extends the contract term by one year, allowing work to continue until July 1, 2024, with a possible further extension to July 1, 2025.

Resolution retroactively approving Amendment No. 9 to Contract No. CS-155-2, Architectural and Engineering Services for the Final Design and Construction of the Central Subway Project with the Central Subway Design Group, to increase the contract amount by $1,000,000 for a total amended contract amount not to exceed $55,779,692; and to extend the term of the contract one year from June 30, 2023, through July 1, 2024, with the option to extend the term of the Contract one year to July 1, 2025, effective on June 30, 2023.

This resolution approves an increase of $1,000,000 to an existing contract with HNTB-TSE JV, raising the total contract amount to $35,857,691 and extending the contract term to July 1, 2024, with a potential further extension to July 1, 2025. It retroactively applies to the contract's terms starting from April 28, 2010.

Resolution retroactively approving Amendment No. 13 to Contract No. CS-155-3, Surface Segment, Trackways, Systems, Quality Control and Design Integration, with HNTB-TSE JV to increase the contract amount by $1,000,000 for a total amended contract amount not to exceed $35,857,691 and to extend the term of the Contract for one year from June 30, 2023, for a new term of April 28, 2010, through July 1, 2024, with an option to extend the term of the Contract one additional year to July 1, 2025.

This resolution allows the Mayor’s Office of Housing and Community Development to use $600,000 from the SoMa Community Stabilization Fund to help residents and businesses affected by destabilization in the SoMa area until June 30, 2024. The funding is intended to address various impacts of these challenges.

Resolution retroactively approving an agreement between the Department of Homelessness and Supportive Housing (“HSH”) and the San Francisco Housing Authority for a term of 20 years from June 15, 2023, through June 14, 2043, with anticipated estimated revenue to the City of $50,000,000 or more for 50 United States Department of Housing and Urban Development Section 8 project-based vouchers at 333-12th Street for families exiting homelessness; and authorizing HSH to enter into additions, amendments or other modifications to the agreement that do not materially increase the obligations or liabilities, or materially decrease the benefits to the City.

This resolution approves an extension and increase in funding for the Oasis Family Shelter, allowing the Providence Foundation to continue providing services until June 30, 2032, with a total funding amount of up to $58,345,438. It also gives the Department of Homelessness and Supportive Housing the authority to make minor adjustments to the agreement as needed.

Resolution approving the third amendment to the grant agreement between the Providence Foundation and the Department of Homelessness and Supportive Housing (“HSH”) for services and operations at the Oasis Family Shelter; extending the grant term by 107 months from July 31, 2023, for a total term of September 1, 2020, through June 30, 2032; increasing the agreement amount by $48,424,548 for a total amount not to exceed $58,345,438; and authorizing HSH to enter into any additions, amendments, or other modifications to the agreement that do not materially increase the obligations or liabilities, or materially decrease the benefits to the City.
