This legislation calls for a hearing to review how the city collected and analyzed data on sexual orientation and gender identity for the fiscal years 2019-2021, including any COVID-related data. It requests reports from various city departments, including Public Health and Housing, on their findings.

This resolution allows the Department of Public Health to amend its lease for a property at 650-5th Street, setting a base rent of $159,200 per year with annual increases of 3%, and extending the lease until June 30, 2026, with options for two additional one-year extensions. It also authorizes the Director of Property to make necessary changes and execute related documents.

Resolution approving and authorizing the Director of Property, on behalf of the Department of Public Health, to amend the lease of real property located at 650-5th Street, with Townsend Associates, LLC, at a base rent of $159,200 per year with 3% annual increases, for an initial term commencing upon approval of this Resolution and expiring on June 30, 2026, plus two one-year options to extend; and authorizing the Director of Property to execute documents, make certain modifications and take certain actions in furtherance of the First Amendment, the Lease and this Resolution, as defined herein.

This resolution allows the Department of Public Health to extend its lease for the property at 555-575 Polk Street for five years at a fixed annual rent of $500,364, starting from either August 1, 2021, or the date the resolution is approved. It also gives the Director of Property the authority to sign necessary documents and make adjustments related to the lease.

The resolution allows the Department of Public Health to lease a property at 1360 Mission Street for four years at a starting rent of $644,404 per year, with annual increases of 3%. It also authorizes up to $200,000 for necessary improvements to the space before the City can occupy it, expected around August 1, 2021.

Resolution approving and authorizing the Director of Property, on behalf of the Department of Public Health, to lease real property located at 1360 Mission Street, for an initial term of four years, from SFSPE TG, LLC, SFSPE T1, LLC, SFSPE MH, LLC and SFSPE OBI LLC, at a base rent of $644,404 per year with 3% annual increases; authorizing the City to contribute up to an additional $200,000 in tenant improvements to commence upon substantial completion of the installation of the Tenant Improvements necessary for the City’s occupancy, which is expected to occur on or around August 1, 2021; and authorizing the Director of Property to execute documents, make certain modifications and take certain actions in furtherance of the Lease and this Resolution, as defined herein.

This resolution supports the security officers at CommonSpirit/Dignity Health in their efforts to unionize with SEIU-UHW. It acknowledges their right to organize and advocates for their collective bargaining rights.

This motion extends the deadline for additional paid sick leave for City employees due to the COVID-19 pandemic from June 30, 2021, to September 30, 2021. It supports ongoing efforts to address the local emergency related to the pandemic.

Motion concurring in actions taken by the Mayor in the Thirty-Sixth Supplement to the Proclamation of Emergency to meet the ongoing local emergency related to the novel coronavirus COVID-19 pandemic by extending the expiration date for additional paid sick leave available to City employees during the pandemic from June 30, 2021, to September 30, 2021.

This resolution approves an amendment to a contract with Edgewood Center for Children and Families, increasing funding for behavioral health services by over $33 million and extending the contract term by five years. The total agreement will now run from July 1, 2018, through June 30, 2027, with a maximum value of nearly $57.3 million.

This resolution approves an increase in funding and an extension of the agreement for behavioral health services between the University of California Alliance Health Project and the Department of Public Health. The total funding will rise to approximately $28.6 million, and the agreement will now last until June 30, 2028.

This resolution allows the Department of Public Health to accept an additional $57,564 grant from the CDC, increasing the total to $127,696 for a program focused on HIV and tuberculosis assistance. The funding is retroactively authorized for the period from September 30, 2019, to September 29, 2021.

This resolution retroactively approves changes to an advertising agreement with Clear Channel Outdoor, Inc., reducing certain payments from May 2020 to June 2022 because of the financial impacts of the COVID-19 pandemic. It involves the Municipal Transportation Agency and the Port of San Francisco.

Resolution retroactively approving the First Amendment to the Transit Shelter Advertising Agreement between the City and County of San Francisco, through the Municipal Transportation Agency and Port, and Clear Channel Outdoor, Inc., to reduce the minimum annual guarantee payments, as well as administrative and marketing payments, from May 1, 2020, through June 30, 2022, due to the impacts from the COVID-19 pandemic.

This resolution allows the Department of Public Health to use a $925,000 grant from the San Francisco General Hospital Foundation for a mental health program from October 2020 to August 2022. It has been approved retroactively.

This resolution allows the Department of Public Health to retroactively enter into agreements with the California Department of Health Care Services for reimbursement related to the State Medi-Cal County Inmate Program. The agreements cover services from July 1, 2020, to June 30, 2023, totaling up to $21,504.33.

This resolution allows the San Francisco Department of Public Health to extend and increase funding for a partnership with the California Mental Health Services Authority to develop technology-based mental health solutions. The total funding will increase by nearly $8.8 million, bringing the total to $10 million, and the agreement will now last until May 31, 2024.

This resolution approves an increase in funding and an extension of the agreement with HealthRIGHT 360 to operate isolation and quarantine sites for COVID-19, adding nearly $12 million to the total budget and extending the service period by one year. The total agreement now covers the period from October 1, 2020, to June 30, 2022.

Resolution approving Amendment No. 1 to the agreement between HealthRIGHT 360 and the Department of Public Health to operate isolation and quarantine sites delivering behavioral health, nursing and medical support services for people who test positive for COVID-19 and others who are under investigation for COVID-19 infection, to increase the agreement by $11,989,390 for an amount not to exceed $21,767,146; and to extend the term by one year from July 1, 2021, through June 30, 2022, for a total agreement term of October 1, 2020, through June 30, 2022.

This resolution approves a financial agreement to provide cash grants through the San Francisco Medical Reimbursement Accounts program, totaling up to $14,903,500, for a period of 18 months. The funding is part of the city's response to the local emergency declared by the Mayor.

Resolution retroactively approving an agreement between the San Francisco Community Health Authority and the Department of Public Health for the implementation of San Francisco Medical Reimbursement Accounts Cash Grant Program payments authorized under the seventeenth supplement to the Mayoral Local Emergency Declaration for a total amount not to exceed $14,903,500 for a term of 18 months, from July 1, 2020, through December 31, 2021.

This ordinance reauthorizes the Food Security Task Force and extends its operational period to July 1, 2026. It also includes a duty for the Task Force to assist with the Department of Public Health’s Food Security and Equity Report.

This legislation is a hearing to discuss releasing over $300 million in reserved funds for the Department of Public Health and the Department of Supportive Housing and Homelessness. The funds will be used for facilities acquisition, renovations, and housing acquisition and prevention efforts.

The ordinance updates zoning rules for massage establishments in San Francisco, including reclassifying sole practitioner massage services and aligning their regulations with health services. It also introduces restrictions on personal services at locations where massage establishments were closed due to violations and removes certain outdated provisions.

Ordinance amending the Planning Code to revise Massage Establishment zoning controls, including, among other things, to: 1) add Sole Practitioner Massage Establishments to the definition of Health Services in Articles 1 and 8 and remove it from the definition of Massage Establishments; 2) regulate Massage Establishments generally consistent with Health Services, with some exceptions; 3) eliminate the three-month period to establish abandonment of certain nonconforming Massage Establishment uses; 4) prohibit Personal Services uses for three years at any location where a Massage Establishment use was closed due to a violation of the Planning Code or Health Code; 5) eliminate the exception from the conditional use authorization requirement for massage uses accessory to a dwelling unit; 6) rename Medical Services to Health Services in Article 8 and make other conforming amendments; and 7) delete related provisions that have expired through the passage of time; affirming the Planning Department’s determination under the California Environmental Quality Act; and making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1, and public necessity, convenience, and general welfare findings pursuant to Planning Code, Section 302.

The ordinance regulates vending at the Port of San Francisco by requiring permits and establishing associated fees and enforcement actions. It also mandates reports on health and safety enforcement and updates existing codes to align with state law regarding sidewalk vending.

This ordinance approves the health insurance plans and the contribution rates that the city will use for its employees in 2022. It ensures that city workers have access to health services and outlines how much the city and employees will pay for these plans.

This resolution allows the Department of Public Health to accept and use a $2,740,288 grant from the CDC to support HIV programs aimed at ending the HIV epidemic in the U.S. The funding covers the period from August 1, 2020, to July 31, 2021.

The ordinance authorizes the City and County of San Francisco to settle a lawsuit with Shanay Jones for $80,000 due to an alleged prescription medication error. Additionally, the city will cover any unreimbursed medical costs related to her care at Zuckerberg San Francisco General Hospital from January to February 2018.

The ordinance authorizes the City and County of San Francisco to settle a lawsuit for $800,000 related to allegations of negligence and abuse involving Omar Abdullah's care at Laguna Honda Hospital. The lawsuit was filed in February 2020 and includes claims of violations of rights and privacy.

This resolution allows the Department of Public Health to accept and use an additional $1,667,000 grant, bringing the total to $2,667,000, to support the "Ending the HIV Epidemic" program. The funding will be used for services related to HIV/AIDS from March 1, 2020, to February 28, 2022.
