This resolution approves the use of $1,590,749 in Emergency Solutions Grants funding from the U.S. Department of Housing and Urban Development for the fiscal year 2021-2022. It allows the Mayor to apply for and manage these funds to support homelessness services in San Francisco.

Motion concurring in actions taken by the Mayor in the Thirty-Sixth Supplement to the Proclamation of Emergency to meet the ongoing local emergency related to the novel coronavirus COVID-19 pandemic by extending the expiration date for additional paid sick leave available to City employees during the pandemic from June 30, 2021, to September 30, 2021.

This ordinance removes the expiration date on existing regulations that limit fees charged by third-party food delivery services in San Francisco. It ensures that these fee caps and regulations remain in effect indefinitely.

This resolution allows the Sheriff’s Office to partner with the San Francisco Pretrial Diversion Project for pretrial services over three years, with the option to extend for two additional years. The total contract amount is capped at $18,764,430.

This motion provides an update on how the Board of Supervisors is addressing specific recommendations from a Civil Grand Jury report regarding improvements to the city's emergency firefighting water system. It has been officially passed by the Board.

This resolution approves a financial agreement to provide cash grants through the San Francisco Medical Reimbursement Accounts program, totaling up to $14,903,500, for a period of 18 months. The funding is part of the city's response to the local emergency declared by the Mayor.

The ordinance allows the Office of the District Attorney to use a $2 million grant from the MacArthur Foundation to support the Safety and Justice Challenge and adds a new administrative analyst position funded by this grant. MacArthur Foundation to support San Francisco’s participation as an implementation site in the Safety and Justice Challenge, and amending Ordinance No. 166-20 (Annual Salary Ordinance File No. 200568 for Fiscal Years (FYs) 2020-2021 and 2021-2022) to provide for the addition of one grant funded Class 1824 Principal Administrative Analyst position (FTE 1.0) at the Office of the District Attorney for the period of January 1, 2021, through December 31, 2022.

The ordinance allows the Office of the District Attorney to use a $1,000,000 grant from the U.S. Department of Justice for the Justice Reinvestment Initiative and adds two new positions for Victim/Witness Investigators funded by this grant. It retroactively covers the period from October 1, 2020, to September 30, 2023.

Ordinance retroactively authorizing the Office of the District Attorney to accept and expend a grant in the amount of $1,000,000 from the U.S. Department of Justice to fund the Justice Reinvestment Initiative; and amending Ordinance No. 166-20 (Annual Salary Ordinance File No. 200568 for Fiscal Years (FYs) 2020-2021 and 2021-2022) to provide for the addition of two grant funded Class 8133 Victim/Witness Investigator III positions (FTE 2.0) in the Office of the District Attorney for the period of October 1, 2020, through September 30, 2023.

The ordinance allows the Office of the District Attorney to use a $6 million grant from the Crankstart Foundation to support the Healing Justice Initiative and adds several new positions funded by this grant. It also amends the salary ordinance to include these positions for the specified period.

Ordinance retroactively authorizing the Office of the District Attorney to accept and expend a grant in the amount of $6,000,000 from the Crankstart Foundation to support the Healing Justice Initiative; and amending Ordinance No. 166-20 (Annual Salary Ordinance File No. 200568 for Fiscal Years 2020-2021 and 2021-2022) to provide for the addition of one grant funded Class 8177 Attorney position (FTE 1.0), one grant funded Class 8135 Assistant Chief Victim/Witness Investigator position (FTE 1.0), and one grant funded Class 1823 Senior Administrative Analyst position (FTE 1.0) at the Office of the District Attorney, and one grant funded Class 8177 Attorney position (FTE 1.0) at the Public Defender’s Office, for the period of January 1, 2021, through December 31, 2023.

This ordinance updates the rules for filing economic interest statements and training requirements for certain members of the Sheriff’s Department Oversight Board and the Inspector General. It aims to enhance transparency and accountability within these positions.

Ordinance amending the Campaign and Governmental Conduct Code to update the Conflict of Interest Code’s Form 700 (Statement of Economic Interests) filing requirements, and Sunshine and Ethics training requirements, by adding members of the Sheriff’s Department Oversight Board and the Inspector General in the Sheriff’s Department Office of Inspector General.

This resolution approves an extension of the agreement with Five Keys Schools and Programs to provide support services at a temporary shelter for vulnerable residents at 1231 Market Street, extending the contract for one year and increasing the funding by over $10 million. The total funding for the project will now be just over $20 million.

This resolution allows designated city officials to apply for state and federal financial assistance through various grant programs for the fiscal years 2021, 2022, and 2023. It aims to secure funding for security, emergency management, and environmental protection initiatives in San Francisco.

This ordinance reduces the cost for obtaining a Street Artist Certificate in San Francisco. It aims to make it more affordable for artists to legally sell their work in public spaces.

This resolution allows the Department of Emergency Management to use a $189,005 grant from the California Governor’s Office of Emergency Services for community power resiliency efforts from July 2020 to October 2021. It was passed retroactively to authorize the acceptance and expenditure of these funds.

This resolution allows the Department of Emergency Management to use a $378,010 grant from the California Governor’s Office of Emergency Services to buy equipment and enhance local readiness for Public Safety Power Shutoff events. It covers the period from July 1, 2019, to October 31, 2022.

Resolution retroactively authorizing the Department of Emergency Management to accept and expend a grant in the amount of $378,010 from the California Governor’s Office of Emergency Services for the Fiscal Year (FY) 2019 Public Safety Power Shutoff (PSPS) Resiliency Allocation Program, to support equipment purchases and to improve local preparedness and response for PSPS events for the period of July 1, 2019, to October 31, 2022.

This resolution allows the San Francisco Police Department to use a $61,437 grant from the California Governor's Office of Emergency Services for purchasing ammunition for forensic testing and specialized equipment for the Criminology Laboratory. The funding is retroactively authorized for a project period that ran from January 1, 2021, to December 31, 2021.

Resolution retroactively authorizing the Police Department to accept and expend a grant in the amount of $61,437 from the California Governor's Office of Emergency Services for the Paul Coverdell Forensic Science Improvement Program to procure ammunition for forensic testing and controlled-substance hand-held Raman spectrometers for the Criminology Laboratory for the project period beginning on January 1, 2021, and ending on December 31, 2021.

This resolution allows the Department of Emergency Management to accept and use an additional $1,012,500 in federal grant funds, increasing the total to $33,012,500, for emergency management purposes. The funding is designated for the period from September 1, 2020, to May 31, 2023.

Resolution retroactively authorizing the Department of Emergency Management, on behalf of the City and County of San Francisco, as the fiscal agent for the Bay Area Urban Areas Security Initiative (UASI), to accept and expend an increase to Fiscal Year (FY) 2020 UASI grant funds in the amount of $1,012,500 for a total of $33,012,500 from the U.S. Department of Homeland Security through the California Office of Emergency Services, for the period of September 1, 2020, through May 31, 2023.

This resolution allows the Department of Emergency Management to accept and use an additional $1,065,800 in Homeland Security grant funds, bringing the total to $3,065,800, for security initiatives in the Bay Area. The funding is designated for the period from March 9, 2021, to October 30, 2021.

Resolution retroactively authorizing the Department of Emergency Management, on behalf of the City and County San Francisco, as the primary grantee of Homeland Security Grant funds for the Bay Area Urban Areas Security Initiative (UASI) and as the fiscal agent for the UASI Approval Authority, to accept and expend an increase to Fiscal Year (FY) 2020 Securing the Cities Program grant funds in the amount of $1,065,800 for a total of $3,065,800 from the United States Department of Homeland Security for the period of March 9, 2021, through October 30, 2021.

The ordinance authorizes the City and County of San Francisco to settle a lawsuit for $800,000 related to allegations of negligence and abuse involving Omar Abdullah's care at Laguna Honda Hospital. The lawsuit was filed in February 2020 and includes claims of violations of rights and privacy.

Ordinance authorizing settlement of the lawsuit filed by Omar Abdullah, by and through his Conservator, Theresa Hoskins-Ford against the City and County of San Francisco for $800,000; the lawsuit was filed on February 24, 2020, in San Francisco Superior Court, Case No. CGC-20-583155; entitled Omar Abdullah, by and through his Conservator, Theresa Hoskins-Ford v. City and County of San Francisco, et al.; the lawsuit involves allegations of negligence, dependent adult neglect/abuse, violations of the Patient’s Bill of Rights, assault, battery, and violation of privacy concerning Mr. Abdullah’s care at Laguna Honda Hospital and Rehabilitation Center.

This ordinance requires the Police Department and the District Attorney to provide quarterly reports on domestic violence cases to the Board of Supervisors, the Mayor, and other City departments. The aim is to enhance transparency and accountability regarding domestic violence incidents in San Francisco.

Ordinance amending the Administrative Code to require the Police Department and the District Attorney to submit quarterly reports to the Board of Supervisors, the Mayor, and various City departments regarding the number of cases of domestic violence.

The ordinance simplifies and streamlines procedures for neighborhood, cultural, and entertainment establishments in San Francisco by expanding review processes, allowing temporary outdoor activities, and extending performance hours. It also removes certain permit requirements and definitions to support the continuation of entertainment venues and activities.

Ordinance amending the Planning, Business and Tax Regulations, and Police Codes to simplify procedures and allow flexibility for neighborhood, cultural, and entertainment establishments by 1) expanding streamlined review and inspection procedures to principally permitted storefront uses citywide; 2) deleting separate definitions of “Cat Boarding,” and “Services, Instructional” from the Planning Code; 3) allowing the continuation of longstanding places of entertainment; 4) temporarily requiring a conditional use authorization for uses replacing Nighttime Entertainment uses; 5) allowing temporary outdoor entertainment, arts, and recreation activities; 6) eliminating the one night dance permit; 7) extending time for limited live performances from 10 p.m. to 11 p.m.; 8) allowing additional One-Time Entertainment Permits and One-Time Outdoor Amplified Sound Permits; 9) exempting single individual performances without amplification from permit requirements; affirming the Planning Department’s determination under the California Environmental Quality Act; and making findings of consistency with the General Plan and the eight priority policies of Planning Code, Section 101.1, and findings of public necessity, convenience, and welfare under Planning Code, Section 302.
