The ordinance authorizes a $350,000 settlement for a lawsuit involving allegations of breach of contract related to cost overruns and delays in a hospital project. It includes a complete release of claims from all parties involved.

Ordinance authorizing settlement of the lawsuit filed by David M. Schmitt. against Build Group, Inc., which then filed a cross-complaint against the City and County of San Francisco, for $350,000; the lawsuit was filed on August 30, 2022, in San Francisco Superior Court, Case No. CGC-22-601503, entitled David M. Schmitt v. Build Group, Inc. et al.; the lawsuit involves allegations of breach of contract arising from cost overruns and delay on the Zuckerberg San Francisco General Hospital Building 5 Rehabilitation Department Relocation Project; other material terms of the settlement are a complete release of claims relating to the project, including any pass through claims from David M. Schmitt or other subcontractors of Build Group, Inc.

This resolution allows the Department of Public Health to accept and use an additional $138,434 grant, bringing the total to $173,063, from the National Institutes of Health for a program focused on HIV/AIDS interventions for adolescents. The funding will support the program from December 1, 2023, to November 30, 2024.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant increase in the amount of $138,434 for a total amount of $173,063 from the National Institutes of Health through Florida State University for participation in a program, entitled “Adolescent Medicine Trials Network for HIV/AIDS Interventions (ATN) Scientific Leadership Center,” for the period of December 1, 2023, through November 30, 2024.

This resolution allows the Department of Public Health to accept and use a $177,860 grant for a program aimed at developing support tools for transgender women regarding pre-exposure prophylaxis (PrEP) from September 7, 2023, to September 6, 2025. It has been officially passed.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant in the amount of $177,860 from the Department of Health and Human Services through Heluna Health for participation in a program, entitled “MyPrEP Plus: Development and Pilot Testing of Novel Pre-Exposure Prophylaxis Support Tools for Transgender Women,” for the period of September 7, 2023, through September 6, 2025.

This resolution allows the Department of Public Health to accept an additional $88,930 grant from the National Institutes of Health for a program aimed at improving access to injectable PrEP for transgender and non-binary individuals. The total funding for the program will now be $160,074, covering the period from April 1, 2023, to January 31, 2025.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant increase from the National Institutes of Health through Heluna Health for participation in a program, entitled “The Bridge Clinic: Optimizing Injectable PrEP Delivery for Transgender and Non-Binary People,” in the amount of $88,930 for the period of February 22, 2024, through January 31, 2025, for a total amount of $160,074 for the total period of April 1, 2023, through January 31, 2025.

This resolution allows the Department of Public Health to use a grant of approximately $3.86 million from the California Department of Health Care Services for a health program from October 2021 to June 2025. It was passed to support the program aimed at improving health access and infrastructure.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant in the amount of $3,862,929.40 from the California Department of Health Care Services for participation in a program, entitled “Providing Access and Transforming Health (PATH) Capacity and Infrastructure, Transition, Expansion and Development (CITED) 1B,” for the period of October 1, 2021, through June 30, 2025.

This resolution allows San Francisco to accept and use over $1.6 million in grant funds from the California Department of Health Care Services for a health program through February 2026. It also permits the city to release claims against the department related to the grant and authorizes the Director of Health to make necessary adjustments to the grant agreement.

Resolution retroactively authorizing the City and County of San Francisco to accept and expend $1,612,839.48 in Grant funds from the California Department of Health Care Services (DHCS) for the Capacity and Infrastructure, Transition, Expansion and Development (CITED) Program - Intergovernmental Transfer (IGT), part of the California Providing Access and Transforming Health Initiative, for a Grant term of October 1, 2022, through February 28, 2026; authorizing the City to release all claims against DHCS and its Third-Party Administrator arising out of or relating to the receipt of Grant funds and/or activities associated with the Grant program; and to authorize the Director of Health to enter into amendments or modifications to the Grant that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the Grant or this Resolution.

The resolution allows the San Francisco Department of Public Health to enter into a 10-year agreement with federal agencies to secure $3.5 million in funding for a dementia care program. It also permits the department to make minor adjustments to the agreement as needed, with legal consultation.

Resolution retroactively authorizing the San Francisco Department of Public Health (“DPH”) to enter into a Participation Agreement with the Federal Centers for Medicare & Medicaid Services to provide federal funding for an innovative dementia care program, for a term of 10 years and 26 days from June 5, 2024, through June 30, 2034, having anticipated revenue of $3,500,000 and authorizing DPH to make necessary, non-material changes to the agreement that DPH determines, in consultation with the City Attorney, are necessary to correct clerical and/or administrative errors, as long as those changes are consistent with this Resolution.

This resolution urges UCSF to rectify wage, benefit, and advancement disparities between Clinical Social Workers at its medical centers and those at its campus clinics. It also calls for an end to a two-tiered mental health system that worsens workplace inequities.

Resolution urging the University of California San Francisco (UCSF) to address the wage, benefit, and advancement inequities between their Clinical Social Workers, represented by the University Professional & Technical Employees (UPTE)-CWA 9119, stationed at the UCSF's medical centers, versus UCSF's "Campus" clinics associated with Zuckerberg San Francisco General Hospital and other community clinics; and urging UCSF to stop the implementation of a two-tiered mental health system between these workers, which further exacerbates existing injustices in the workplace.

This resolution extends a public health agreement for an additional 18 months and increases its funding by over $1.3 million, bringing the total to approximately $21.3 million. It also allows the Department of Public Health to make minor adjustments to the agreement as needed.

Resolution approving Amendment No. 4 to the agreement between the City, acting by and through, the Department of Public Health (DPH), and San Francisco Public Health Foundation for community health engagement, to extend the term by one year and six months from January 1, 2025, for a total term of January 1, 2020, through June 30, 2026, and to increase the amount by $1,302,153 for a total not to exceed amount of $21,329,720; and to authorize DPH to enter into amendments or modifications to the agreement that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the agreement or this Resolution.

This ordinance allows new buildings that meet specific design guidelines for electric-ready construction to also install gas infrastructure for certain appliances. It includes local health and safety findings and requires the Clerk to send the ordinance to the California Building Standards Commission after it is finalized.

Ordinance amending the Building Code to allow new construction that complies with the Design Guidelines for Electric-Ready Buildings to install gas infrastructure to serve appliances covered by the Energy Policy and Conservation Act (EPCA); adopting findings of local conditions under the California Health and Safety Code; affirming the Planning Department’s determination under the California Environmental Quality Act; and directing the Clerk of the Board of Supervisors to forward this Ordinance to the California Building Standards Commission upon final passage.

The ordinance establishes a voluntary three-year program called "Cash Not Drugs," which provides eligible participants in the County Adult Assistance Programs a weekly payment of up to $100 if they test negative for illicit drugs and engage in substance use disorder treatment. It also exempts these payments from the eligibility calculations for CAAP benefits and includes a six-month implementation plan before the program starts.

Ordinance amending the Administrative Code to authorize the Human Services Agency, in coordination with the Department of Public Health, to establish a voluntary three-year sobriety and recovery incentive treatment program, known as “Cash Not Drugs,” to provide a weekly payment of up to $100 to eligible beneficiaries of the County Adult Assistance Programs (“CAAP”) who have been screened for a substance use disorder and referred to substance use disorder treatment as a condition of further receipt of CAAP benefits, and who test negative for illicit drugs once per week; exempting the Cash Not Drugs payments from the CAAP eligibility calculation; providing for a six-month implementation plan before the program becomes operational; and revising the Homelessness and Supportive Housing Fund to include the Cash Not Drugs program as a permitted use of funds.

This resolution allows the Department of Public Health to accept and use a $1,281,000 grant from the California Department of Public Health for a program aimed at preventing fentanyl overdoses, covering the period from March 1, 2024, to February 28, 2027. It was passed retroactively to authorize the funding for the program.

This ordinance requires certain city departments to regularly report to the Board of Supervisors on how well the city's street teams are performing. The goal is to improve the efficiency and effectiveness of these teams in addressing community needs.

Ordinance amending the Administrative Code to require regular reporting to the Board of Supervisors by the Department of Emergency Management, Department of Homelessness and Supportive Housing, Department of Public Health, and Fire Department, concerning the efficiency and effectiveness of the City’s street teams.

This ordinance aims to increase the availability of Permanent Supportive Housing (PSH) for homeless individuals that requires abstinence from illegal drug use, while prohibiting funding for drug tolerant housing until at least 25% of PSH is designated as Recovery Housing. It also allows the Board of Supervisors to bypass this funding restriction for specific expenditures deemed in the public interest.

Ordinance amending the Administrative Code to state that it is City policy to expand the availability of Permanent Supportive Housing (“PSH”) for people experiencing homelessness that emphasizes abstinence from illegal substance use (“Recovery Housing”); to prohibit the City from funding PSH for people experiencing homelessness that bars evictions on the basis of drug use alone (“Drug Tolerant Housing”) until at least 25% of the City’s PSH portfolio is operated as Recovery Housing, except where operation of the funded housing as Recovery Housing would conflict with standards imposed by law or as a condition of other funding; and to authorize the Board of Supervisors to suspend the funding restriction by Resolution for a specific expenditure, upon finding that the expenditure is in the public interest.
