Resolution approving Amendment No. 1 to the Group Purchasing Organization (GPO) pharmaceutical Agreement between McKesson Plasma and Biologics LLC and the Department of Public Health (DPH), under Administrative Code, Chapter 21A.2, to increase the Agreement amount by $1,170,803,034 for a not to exceed amount of $1,466,737,824; extend the term by four years and five months from February 1, 2024, for a total term of February 1, 2020, through June 30, 2028; and authorize DPH to enter into modifications of the Agreement that do not materially increase the City’s obligations or liabilities and are necessary to effectuate the purposes of the Agreement or this Resolution.

This resolution approves an increase of nearly $3.8 million to a contract with A Better Way for mental health outpatient treatment services, raising the total agreement to just over $13.5 million. It also extends the contract term by three and a half years, allowing services to continue until June 30, 2027.

Resolution approving Amendment No. 2 to the Agreement between A Better Way and the Department of Public Health (DPH), for mental health outpatient treatment services and optional specialized mental health treatment services; to increase the agreement by $3,799,272 for a total amount not to exceed $13,579,299; to extend the term by three years and six months from December 31, 2023, for a total agreement term of July 1, 2017, through June 30, 2027; and to authorize DPH to enter into amendments or modifications to the contract prior to its final execution by all parties that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the Contract or this Resolution.

This resolution approves an amendment to an agreement with the University of California to provide outpatient HIV health services, increasing the funding by over $16 million and extending the agreement's term until February 2030. It also allows the Department of Public Health to make minor modifications to the agreement as needed.

Resolution approving Amendment No. 1 to the Agreement between The Regents of the University of California and the Department of Public Health (DPH), to provide outpatient/ambulatory HIV health services to increase the agreement by $16,483,383 for an amount not to exceed $26,481,255; to extend the term by five years and eight months from June 30, 2024, for a total agreement term of March 1, 2020, through February 28, 2030; and to authorize DPH to enter into modifications of the Agreement that do not materially increase the City’s obligations or liabilities and are necessary to effectuate the purposes of the Agreement or this Resolution.

This resolution approves an amendment to an agreement with Richmond Area Multi Services, Inc. to provide vocational rehabilitation programs, increasing the funding by nearly $6.5 million and extending the agreement's term by one year. It also allows the Department of Public Health to make minor modifications to the agreement as needed.

Resolution approving Amendment No. 1 to the Agreement between Richmond Area Multi Services, Inc. and the Department of Public Health (DPH), to provide vocational rehabilitation employment and training programs; to increase the agreement amount by $6,474,980 for a total not to exceed amount of $16,043,775; to extend the term by one year from December 31, 2023, for a total agreement term of May 1, 2022, through December 31, 2024; and to authorize DPH to enter into modifications of the Agreement that do not materially increase the City’s obligations or liabilities and are necessary to effectuate the purposes of the Agreement or this Resolution.

This resolution approves an increase of nearly $7.9 million to a contract with the Latino Commission for substance use disorder treatment services, raising the total agreement amount to about $17.6 million. It also extends the contract term by three and a half years, now running until June 30, 2027.

Resolution approving Amendment No. 2 to the Agreement between Latino Commission and the Department of Public Health (DPH), for substance use disorder treatment services; to increase the agreement by $7,934,917 for a total amount not to exceed $17,598,422; to extend the term by three years and six months from December 31, 2023, for a total agreement term of July 1, 2018, through June 30, 2027; and to authorize DPH to enter into amendments or modifications to the contract prior to its final execution by all parties that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the Contract or this Resolution.

This resolution approves an amendment to an agreement with the Chinese Hospital Association to provide additional skilled nursing beds for hospital overflow, increasing funding by nearly $10.7 million and extending the agreement for one year. It also allows the Department of Public Health to make minor modifications to the agreement as needed.

Resolution approving Amendment No. 1 to the Agreement between Chinese Hospital Association and the Department of Public Health, to provide subacute skilled nursing and skilled nursing facility beds for hospital overflow or emergency needs, to increase the agreement by $10,746,960 for an amount not to exceed $20,638,800 effective upon approval of this Resolution, to extend the term by one year from November 30, 2023, for a total agreement term of December 1, 2022, through November 30, 2024, and to authorize DPH to enter into modifications of the Agreement that do not materially increase the City’s obligations or liabilities and are necessary to effectuate the purposes of the Agreement or this Resolution.

This resolution allows the Department of Public Health to apply for continued funding under the Ryan White Act for HIV/AIDS emergency relief, requesting nearly $15.95 million for the upcoming year. It ensures ongoing support for HIV services in the San Francisco area.

Resolution retroactively authorizing the Department of Public Health to submit an application to continue to receive funding for the Ryan White Act HIV/AIDS Emergency Relief Grant Program grant from the Health Resources Services Administration; and requesting $15,945,695 in HIV Emergency Relief Program funding for the San Francisco Eligible Metropolitan Area for the period of March 1, 2024, through February 28, 2025.

This resolution allows the Department of Public Health to use a $2,225,000 grant from the CDC for a program aimed at enhancing overdose prevention efforts in San Francisco. The funding will support the program from September 1, 2023, to August 31, 2024.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant in the amount of $2,225,000 from the Centers for Disease Control and Prevention for participation in a program, entitled “Strengthening San Francisco Overdose Prevention Collaborations (SSOPC),” for the period of September 1, 2023, through August 31, 2024.

This resolution allows the Department of Public Health to use a $1,044,792 grant from the Patient-Centered Outcomes Research Institute for a hearing screening program for preschoolers, running from July 1, 2023, to June 30, 2028. It was passed retroactively to authorize the funding for the program.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant in the amount of $1,044,792 from the Patient-Centered Outcomes Research Institute (PCORI) through the University of California, San Francisco for participation in a program, entitled “Pure-tone audiometry versus otoacoustic emissions for preschool hearing screening,” for the period of July 1, 2023, through June 30, 2028.

This resolution allows the Department of Public Health to use a $2 million grant from the Department of Health and Human Services to enhance overdose response capabilities through a program running from September 30, 2023, to September 29, 2027. It was passed retroactively to authorize the funding for this initiative.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant in the amount of $2,000,000 from the Department of Health and Human Services for participation in a program, entitled “Building City-Wide Capacity for Community and Traditional First Responders in Overdose Response,” for the period of September 30, 2023, through September 29, 2027.

This resolution allows the Department of Public Health to use a $180,000 grant from the San Francisco General Hospital Foundation for a program supporting HIV patients experiencing homelessness and related services from July 1, 2023, to June 30, 2024. It has been officially approved and is now in effect.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant in the amount of $180,000 from the San Francisco General Hospital Foundation for participation in a program, entitled “Behavioral Emergency Response Team (BERT), Human Immunodeficiency Virus (HIV) (HIV patients experiencing homelessness), and the Women’s Options Clinic,” for the period of July 1, 2023, through June 30, 2024.

This resolution approves a contract between Heluna Health and the Department of Homelessness and Supportive Housing to provide outreach and case management services for the homeless in San Francisco, running from January 1, 2024, to June 30, 2027, for up to $36,897,380. It also allows for minor amendments to the contract as needed without significantly changing the city's obligations or benefits.

Resolution approving the contract between Heluna Health and the Department of Homelessness and Supportive Housing (“HSH”) to provide comprehensive outreach and case management through the San Francisco Homeless Outreach Team; approving a term of January 1, 2024, through June 30, 2027, and a total amount not to exceed $36,897,380; and authorizing HSH to enter into any amendments or other modifications to the contract that do not materially increase the obligations or liabilities or materially decrease the benefits to the City, and are necessary or advisable to effectuate the purposes of the contract.

This resolution allows the Department of Public Health to use a $272,000 grant from the California Department of Public Health for the California Home Visiting Program, covering the period from July 1, 2022, to September 30, 2024. It has already been approved and is now in effect.

This resolution approves an emergency declaration to replace essential equipment at Zuckerberg San Francisco General Hospital, with costs exceeding $250,000. It also confirms that the project complies with environmental regulations.

Resolution approving the Director of Public Works’ declaration of emergency under Administrative Code, Section 6.60, to replace chiller, boiler, and cooling tower and perform associated repair and upgrades at Zuckerberg San Francisco General Hospital located at 1001 Potrero Avenue, estimated to cost in excess of $250,000; and affirming the Planning Department’s determination under the California Environmental Quality Act.

This ordinance allows the Office of the Chief Medical Examiner to use a grant of over $1 million from the California Department of Public Health to fund new positions related to forensic analysis and toxicology. It also updates the city's salary ordinance to include these grant-funded roles for the next several years.

Ordinance retroactively authorizing the Office of the Chief Medical Examiner to accept and expend a grant in the amount of $1,086,740.83 from the California Department of Public Health, Substance and Addiction Prevention Branch; and amending Ordinance No. 145-23 (Annual Salary Ordinance for Fiscal Years (FYs) 2023-2024 and 2024-2025) to provide for the addition of grant-funded Class 2403 Forensic Laboratory Analyst, Class 2456 Forensic Toxicologist, and Class 2457 Forensic Toxicologist Supervisor positions, as required, for the period beginning December 1, 2023, through June 30, 2028.

This resolution outlines how various city departments will implement strategies to reduce drug overdoses among clients who use drugs. It is currently awaiting action from a committee.

Resolution receiving Overdose Prevention Policies for the Department of Public Health, Department of Homelessness and Supportive Housing, Healthy Streets Operation Center through the Department of Emergency Management, and the Human Services Agency, describing how the department and its grantees that provide direct services to clients who use drugs will promote strategies to reduce drug overdoses, submitted as required by Administrative Code, Section 15.17.

This ordinance reduces the Behavioral Health Commission's membership from 17 to 12 members and changes the appointment process to involve the full Board of Supervisors instead of individual Supervisors. It also ensures at least one member is a veteran or veteran advocate, adjusts the number of seats for consumers and families, adds two seats for mental health professionals, updates term lengths, and keeps current members in their positions.

Ordinance amending the Administrative Code to reduce the membership of the Behavioral Health Commission from 17 to 12 seats; provide that the full Board of Supervisors rather than individual Supervisors makes these appointments; require that at least one seat be held by a veteran or veteran advocate; reduce the minimum number of seats reserved for consumers and families of consumers from nine to six; provide two seats for mental health professionals; update staggered terms for all seats; and retain existing members.

This resolution allows the Department of Public Health to use a $341,000 grant from the San Francisco Health Plan for a consulting program related to homelessness and supportive housing. The funding is retroactively authorized for the period from October 3, 2022, to December 31, 2023.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant in the amount of $341,000 from the San Francisco Health Plan for participation in a program, entitled “SFDPH (San Francisco Department of Public Health) Department of Homelessness and Supportive Housing (HSH) Consulting,” for the grant period of October 3, 2022, through December 31, 2023.

This resolution urges the Mayor and the Department of Human Resources to create an emergency hiring plan that includes incentives to attract and keep behavioral healthcare workers. The goal is to fill vacant positions within the city and at contracted service providers.

This motion removes the Homelessness and Behavioral Health Select Committee from the Board of Supervisors' rules and also updates the rules to reflect that it is no longer considered a fiscal committee. As a result, the committee will no longer exist in its previous form.

The ordinance authorizes the City and County of San Francisco to settle a lawsuit for $190,000 related to allegations of negligence and violations of patient rights concerning care at Laguna Honda Hospital. The lawsuit was filed by Alfred Coutts in May 2020.

This ordinance requires medical specimen collection sites to partner with a government entity, licensed healthcare provider, or educational institution, and to follow hygiene, sanitation, and privacy standards. Violations of these standards can result in administrative penalties from the Department of Public Health.

Ordinance amending the Health Code to require that sites that collect medical specimens on behalf of clinical laboratories partner with either a governmental entity, a licensed health care provider located in the City, or an educational or academic institution, establish hygiene, sanitation, and privacy standards, and adhere to the Health Insurance Portability and Accountability Act; and providing that a violation of the specimen collection standards is a public health nuisance subject to an administrative penalty that may be imposed by the Department of Public Health.

This resolution approves a lease agreement for property at 716-720 Sacramento Street, allowing the Department of Public Health to pay $370,000 annually with 3% increases, effective from July 1, 2023, until June 30, 2026, with options to extend. It also gives the Director of Property the authority to make minor changes to the lease as needed without increasing the city's obligations.

Resolution retroactively approving and authorizing the Director of Property, on behalf of the Department of Public Health, to execute a Fourth Amendment to a Lease of real property located at 716-720 Sacramento Street, with 716 Sacramento LLC (73.4%) and DLS Sacramento LLC (26.6%), at a base rent of $370,000 per year with 3% annual increases, for an initial term commencing July 1, 2023, with a total term of December 1, 1996, through June 30, 2026, with two one-year options to extend; and to authorize the Director or Property to enter into any extensions, amendments, or modifications to the Lease that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the Lease or this Resolution.

This resolution allows the Department of Public Health to enter into an agreement to receive funding for Medi-Cal administrative activities, retroactively effective from July 1, 2019, with expected revenue of at least $1,000,000 for the city. It also permits the Department to make minor amendments to the agreement without increasing the city's obligations.

This legislation requests a hearing to gather information on health insurance rate trends and how they affect the costs the City pays for employee health insurance. It also asks the Health Service System to provide a report for consideration during the City's budget process.

This legislation proposes to require individuals receiving aid from the County Adult Assistance Program to undergo drug screening and treatment if suspected of drug dependence. It also outlines consequences for non-compliance and provides temporary housing support for those who lose their aid due to non-compliance.

Hearing to consider the proposed Initiative Ordinance submitted by the Mayor to the voters for the March 5, 2024, Election, entitled "Ordinance amending the Administrative Code to require recipients of aid under the County Adult Assistance Program (CAAP) who are reasonably believed to be dependent on illegal drugs to be screened for substance abuse, and to participate in appropriate substance abuse treatment where recommended by a professional evaluator; providing that failure to comply with the drug screening, evaluation, and treatment requirements without good cause will render a recipient ineligible for assistance under the CAAP program; allowing CAAP recipients who become ineligible for assistance due to non-compliance with the screening, evaluation, or treatment requirements to receive a housing stipend or access to in-kind shelter for 30 days beyond the discontinuance of their aid, with possible extensions as necessary to prevent eviction; and establishing a special fund to support the costs of the substance abuse screening and treatment program, using savings realized from implementation of the program."

This legislation calls for a hearing to evaluate the performance of San Francisco's various street response teams, including those from the Fire Department, Department of Homelessness and Supportive Housing, and Department of Public Health. It also requests reports from these departments on how they manage and coordinate their efforts.

Hearing on the Budget and Legislative Analyst's (BLA) performance audit of San Francisco's street teams, including the Fire Department’s street response teams, the Department of Homelessness and Supportive Housing’s (HSH) outreach and response teams, and the Department of Public Health’s (DPH) street medicine and other teams, and planning, implementation, structure, and coordination for management of the street teams amongst various City departments, including the Department of Emergency Management (DEM); and requesting the Fire Department, HSH, DPH, and DEM to report.

This legislation calls for a hearing to assess the current state of Treatment on Demand services in San Francisco. It requests various city departments and coalitions to provide reports on their roles and effectiveness in this area.

The hearing will evaluate how the $120 million allocated to the Dream Keepers Initiative has been spent and identify additional needs the initiative can address. Various city departments, including the Human Rights Commission and the Department of Public Health, have been asked to provide reports on this matter.

The ordinance requires medical specimen collection sites to partner with certain approved entities, maintain hygiene and privacy standards, and prohibits them from paying individuals for tests. Violations of these standards can result in misdemeanor charges and administrative penalties from the Department of Public Health.

This ordinance requires all retail pharmacies in San Francisco to keep at least two boxes of an opioid antagonist, like naloxone, on their shelves to help reverse opioid overdoses. The goal is to improve access to life-saving medication in the community.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant in the amount of $100,000 from the Purchaser Business Group on Health for participation in a program, entitled “CalHIVE Behavioral Health Integration (BHI) Improvement Collaborative,” for the period of July 1, 2023, through January 31, 2027.

This resolution urges the San Francisco Department of Public Health to develop a program that offers resources and education to gun violence victims about their legal rights to sue gun manufacturers under California Assembly Bill No. 1594. It has been passed by the city legislature.

This hearing addresses the progress of San Francisco's plan to increase residential treatment beds for individuals with mental health and substance use disorders, focusing on higher levels of care and identifying barriers to expansion. It also requests reports from relevant city departments and courts on these issues.

The ordinance authorizes a payment of $211,129.46 to Build Group, Inc. to settle a lawsuit regarding a breach of contract related to the renovation of the Maxine Hall Health Center, with Build Group waiving any further claims related to the project. This settlement resolves a cross-complaint filed against the City in November 2022.

Ordinance authorizing settlement of the cross-complaint filed by Build Group, Inc. against the City and County of San Francisco for a payment to Build Group, Inc. of $211,129.46; the cross-complaint was filed on November 22, 2022, in the Superior Court of the State of California, County of San Francisco, Case No. CGC-22-598717; entitled CPM Environmental, Inc. v. Build Group, Inc. and DOES 1-100, et al.; the lawsuit involves allegations of breach of contract relating to the renovation of the Maxine Hall Health Center; other material terms of the settlement are that Build Group, Inc. waives all other claims it has or may have relating to the project.

The ordinance authorizes the City and County of San Francisco to settle a lawsuit for $100,000 related to alleged medical negligence filed by Breon Johnson. This lawsuit was initiated on September 26, 2022, in San Francisco Superior Court.
