This ordinance repeals the old San Francisco Fire Code and replaces it with a new code based on the 2022 California Fire Code and parts of the 2018 International Fire Code, including local amendments and fees for permits and inspections. It took effect on January 1, 2023, and includes findings related to local conditions and environmental considerations.

Ordinance repealing the existing San Francisco Fire Code in its entirety and enacting a new San Francisco Fire Code consisting of the 2022 California Fire Code and portions of the 2018 International Fire Code, together with amendments specific to San Francisco, including provisions for fees for permits, inspections, and various City services, with an operative date of January 1, 2023; adopting findings of local conditions pursuant to California Health and Safety Code, Section 17958.7; directing the Clerk of the Board of Supervisors to forward San Francisco’s amendments to the California Building Standards Commission and State Fire Marshal; and making environmental findings.

This ordinance waives the fee for temporary street space occupancy permits in San Francisco on specific dates to encourage holiday sidewalk sales. It also confirms that the Planning Department's assessment complies with environmental regulations.

Ordinance waiving the fee required under Public Works Code, Section 724.1(b), for temporary street space occupancy permits on San Francisco streets on November 25-27, December 2-4, and December 9-11, 2022, to promote sidewalk sales of merchandise during the holiday season; and affirming the Planning Department’s determination under the California Environmental Quality Act.

This resolution approves an increase in funding and an extension of the contract with Richmond Area Multi Services, Inc. to provide behavioral health peer services, raising the total agreement amount to over $29 million and extending the term until June 30, 2026. It also allows the Department of Public Health to make minor amendments to the contract as needed.

This hearing will discuss a report comparing the functions, staffing, and resources of the San Francisco Unified School District's central offices with those of similar school districts. The Budget and Legislative Analyst and SFUSD will provide further information during the hearing.

This ordinance removes the Industrial Protection Zone Special Use District, allowing larger social service or philanthropic facilities and self-storage units in certain areas. It also confirms compliance with environmental regulations and city planning policies.

Ordinance amending the Planning Code and Zoning Map to eliminate the Industrial Protection Zone Special Use District, and allow Social Service or Philanthropic Facilities Uses greater than 5,000 gross square feet subject to a conditional use authorization in PDR-2 districts; allowing Self Storage in PDR-2 Districts, subject to certain conditions; affirming the Planning Department’s determination under the California Environmental Quality Act; making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1; and making findings of public necessity, convenience, and welfare pursuant to Planning Code, Section 302.

This resolution approves a reduction in the leased space for a newsstand and coffee shop at Terminal 2, decreasing the area by about 20% and lowering the minimum annual payment by $302,625. The lease term remains unchanged, running from May 1, 2011, to June 30, 2023.

Resolution approving Amendment No. 4 to the Terminal 2 Newsstands, Coffee and Specialty Store Lease No. 10-0232, between World Duty Free Group North America, LLP, as tenant, and the City and County of San Francisco, acting by and through its Airport Commission, for a reduction in the total leasehold square footage of the demised premises by approximately 20% which results in a reduction in the Minimum Annual Guarantee of $302,625 with no change to the term of May 1, 2011, through June 30, 2023, effective upon approval of this Resolution.

This resolution approves a contract with Toyon Associates, Inc. for regulatory report and revenue optimization services for the Department of Public Health, totaling up to $8,492,339 from October 1, 2022, to September 30, 2027. It also allows the Department to make minor amendments to the contract without increasing the city's obligations.

This resolution approves a grant agreement for the Low Income Investment Fund to manage the San Francisco Child Care Facilities Fund and provide technical assistance from July 1, 2022, to June 30, 2024, with a total funding of up to $85,625,200. It was passed retroactively to cover the specified period.

Resolution retroactively approving the grant agreement between the City and County of San Francisco and Low Income Investment Fund for the provision to administer the San Francisco Child Care Facilities Fund and technical assistance for the period of July 1, 2022, through June 30, 2024, in an amount not to exceed $85,625,200.

This resolution allows the Department of Public Health to use a $226,000 grant from the CDC to support a program focused on health surveillance and care for asylum seekers from September 1, 2022, to June 30, 2023. It was passed retroactively to authorize the funding for the specified period.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant in the amount of $226,000 from the Centers for Disease Control and Prevention through the California Department of Public Health for participation in a program, entitled “Asylum Seeker Health Surveillance and Linkage to Care,” for the period of September 1, 2022, through June 30, 2023.

This resolution allows the Department of Public Health to accept an additional $2,000,400 grant, increasing the total funding to $4,667,400, to support efforts in combating HIV and AIDS through a federal program. The funding will be used for the period from March 1, 2020, to February 28, 2023.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant increase in the amount of $2,000,400 for a total amount of $4,667,400 from the Health Resources and Services Administration for participation in a program, entitled “Ending the Human Immunodeficiency Virus (HIV) Epidemic: A Plan for America - Ryan White Human Immunodeficiency Virus (HIV)/Acquired Immunodeficiency Syndrome (AIDS) Program Parts A and B,” for the period of March 1, 2020, through February 28, 2023.

This resolution addresses findings from a Civil Grand Jury report on the Hunters Point Naval Shipyard, urging the Mayor to implement the accepted recommendations through city departments and the budget process. It aims to address issues related to climate change and the site’s management.

Resolution responding to the Presiding Judge of the Superior Court on the findings and recommendations contained in the 2021-2022 Civil Grand Jury Report, entitled “Buried Problems and a Buried Process: The Hunters Point Naval Shipyard in a Time of Climate Change;” and urging the Mayor to cause the implementation of accepted findings and recommendations through her department heads and through the development of the annual budget.

This resolution officially ends the Mills Act historical property contract for 621 Waller Street, owned by Claude and Renee Zellweger. It directs the Planning Director to notify the owners and the Assessor-Recorder’s Office about this non-renewal.

Resolution regarding non-renewal of a Mills Act historical property contract with Claude Zellweger and Renee Zellweger, the owners of 621 Waller Street, Assessor’s Parcel Block No. 0864, Lot No. 023, under Chapter 71 of the San Francisco Administrative Code; notifying the Assessor-Recorder’s Office of such non-renewal; and authorizing the Planning Director to send notice of the non-renewal of the historical property contract to the owner and record a notice of non-renewal.

The ordinance extends a program that waives certain first-year fees for businesses until June 30, 2023, and increases the eligibility criteria, allowing businesses with gross receipts up to $5 million to qualify. It also broadens the types of businesses covered, removes the ground floor location requirement, and updates procedures for fee waivers and challenges.

Ordinance amending the program established in Ordinance No. 143-21 waiving certain first-year permit, license, and business registration fees for certain businesses, retroactive to November 1, 2021, to 1) extend the program through June 30, 2023; 2) increase the gross receipts permissible for a business to qualify for the tax and fee waiver from $2,000,000 to $5,000,000; 3) remove the requirement that the business be located on the ground floor; (4) expand the business types covered by the waiver from commercial businesses in certain Planning Code categories to all commercial businesses; 5) extend the period for refunds to the later of one year from the date of payment or June 30, 2023; 6) revise the procedures for challenging Tax Collector determinations that a business improperly claimed a waiver under this Ordinance; 7) increase the gross receipts above which the waiver would be retroactively revoked from $10,000,000 to $15,000,000 in the calendar year of, or in any calendar year during the three full calendar years following, the date the business commenced business within San Francisco or opened a new business location for commercial use; and 8) make other administrative and reporting changes, as defined herein.

This ordinance exempts properties valued at $500 or less and possessory interests valued at $4,000 or less from property taxation starting in the 2023-2024 assessment year. It aims to reduce the tax burden on low-value properties and interests.

The resolution approves a lease amendment for the Office of the City Attorney to occupy approximately 75,137 square feet at 1390 Market Street, extending the lease for five years after certain improvements are completed, with an initial annual rent of nearly $5 million. Resolution approving a lease amendment extending the term from January 1, 2023 to the date that is 5 years after the completion of certain tenant improvements for approximately 75,137 square feet at 1390 Market Street (Fox Plaza), with SFII 1390 MARKET ST, LLC as Landlord, for use by the Office of the City Attorney, at an initial annual rent of $4,959,042 (or $413,253.50 per month) with 3% annual increases thereafter, and City contributing $1,600,000 toward the cost of the tenant improvements; and approving the continued use of a portion of the premises for childcare services.

This resolution allows the Public Defender’s Office to accept and use a grant of $1,194,950 from the California Board of State and Community Corrections to support the resentencing of individuals, in compliance with specific state laws. The funding is designated for the period from March 1, 2022, to March 1, 2025.

Resolution retroactively authorizing the Public Defender’s Office to accept and expend a grant in the amount of $1,194,950 from the California Board of State and Community Corrections, to comply with Penal Code, Sections 170(d)/1170.03/1172.1, 1170.95/1172.6, 1473.7 and 3501’s mandate to use these funds to support the resentencing of individuals, for the period March 1, 2022, through March 1, 2025.

This resolution approves a contract for shuttle bus services at San Francisco International Airport with SFO Hotel Shuttle, Inc., for up to $72,612,418 over five years. The contract will begin once it receives approval from the Board of Supervisors.

Resolution approving a Professional Services Agreement for Airport Contract No. 50303 to provide shuttle bus services at the San Francisco International Airport (Airport), between SFO Hotel Shuttle, Inc., and the City and County of San Francisco, acting by and through its Airport Commission, in an amount not to exceed $72,612,418 for a period of five years to commence upon Board of Supervisors approval, pursuant to Charter, Section 9.118(b).

This resolution approves a settlement of $28,771.32 to Visa U.S.A. Inc. for a claim regarding a refund of commercial rents taxes filed against the City and County of San Francisco. The claim was submitted on June 30, 2022, and the resolution has been passed.

This resolution allows the District Attorney's Office to use a $314,180 grant from the California Department of Insurance for the Automobile Insurance Fraud Program, covering the period from July 1, 2022, to June 30, 2023. It has been officially approved and is now in effect.

The ordinance authorizes the City to settle a lawsuit against the U.S. Department of Health and Human Services for $203,885 and allows the Department of Public Health to hire a Quality Improvement Expert without following standard procurement rules. This lawsuit was related to the abrupt termination of federal funding for Laguna Honda Hospital, impacting residents' transfers and due process rights.

This ordinance allows the Department of Public Health to accept and use a $1,557,822 grant from the CDC for COVID-19-related programs and adds four new full-time positions to support this work. It covers the funding period from July 1, 2021, to June 30, 2023.

Ordinance retroactively authorizing the Department of Public Health to accept and expend a grant in the amount of $1,557,822 from the Centers for Disease Control and Prevention, through the California Department of Public Health as a pass-through entity, for participation in a coronavirus disease 2019 (COVID-19)-related program, entitled “COVID-19 Public Health Crisis Response and the Public Health Workforce Development Supplemental Funding,” for the period of July 1, 2021, through June 30, 2023; and amending Ordinance No. 109-21 (Annual Salary Ordinance, File No. 210644 for Fiscal Years 2021-2022 and 2022-2023) to provide for the addition of four grant-funded full-time positions in Class 0931 Manager III (2.5 FTE), Class 2593 Health Program Coordinator III (1.25 FTE), and 2119 Health Care Analyst (1.25 FTE).

This ordinance allows the Tax Collector to refund overpayments of the Homelessness Gross Receipts Tax to eligible taxpayers who reported $50 million or less in gross receipts for 2020, through April 30, 2023. It specifically applies to those who paid estimated taxes for that year.

This resolution allows the Department of the Environment to use a $2.38 million grant from the California Energy Commission to create an Electric Vehicle Ready Blueprint, promoting local vehicle electrification until March 2024. It also includes support from Google, EVgo, and other city agencies to provide services and equipment for public use.

Resolution retroactively authorizing the Department of the Environment to accept and expend a grant in the amount of $2,384,797 from the California Energy Commission's Alternative and Renewable Fuel and Vehicle Technology Program to implement an Electric Vehicle Ready Blueprint to accelerate local vehicle electrification for the period of August 1, 2022, through March 29, 2024; as a term of the grant agreement, Google, EVgo, and other City agencies will provide in-kind services and equipment for use by the public; and approving the grant agreement pursuant to Charter, Section 9.118(a).

This resolution approves a contract amendment allowing the San Francisco Recreation and Park Department to manage improvements at the Lake Merced Boat Dock, extending the agreement until September 4, 2041. It also authorizes the department's General Manager to make necessary changes to the contract that do not increase the city's obligations.

Resolution retroactively approving the sixth amendment to the contract with the California Department of Parks and Recreation Division of Boating and Waterways that requires the San Francisco Recreation and Park Department to operate and maintain the improvements made to the Lake Merced Boat Dock with Division of Boating and Waterway funds and extending the term from February 1, 2022, for a total term of March 1, 2015, through September 4, 2041, pursuant to Charter, Section 9.118(a); and to authorize the San Francisco Recreation and Park Department General Manager to enter into modifications and amendments to the grant contract that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the project or this Resolution.

This resolution allows the Recreation and Park Department to accept and use up to $1.9 million in grant funding for improvements to the Twin Peaks Promenade and Trails from July 1, 2020, to June 30, 2025. It also requires the department to maintain the project until June 30, 2050, and gives the General Manager the authority to make minor changes to the grant contract as needed.

Resolution retroactively authorizing the Recreation and Park Department (RPD) to accept and expend grant funding in the amount up to $1,900,000 from the California Department of Parks and Recreation for the Twin Peaks Promenade and Trails Improvement Project for the term of July 1, 2020, through June 30, 2025; approving the grant contract which requires the Recreation and Park Department to maintain the project for the duration of the Contract Performance Period from July 1, 2020, through June 30, 2050, pursuant to Charter, Section 9.118(b); and authorizing the Recreation and Park Department General Manager to enter into modifications and amendments to the grant contract that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the project or this Resolution.

This resolution approves an increase of about $33.2 million to the contract with TEGSCO, LLC for towing, storing, and disposing of abandoned and illegally parked vehicles. The total contract amount will now be capped at $121.4 million, covering services through March 2025.

Ordinance amending the Administrative Code and Police Code to 1) prohibit the City from using gas-powered landscaping equipment to perform a City function starting July 1, 2024, with temporary waivers for City departments that document to the satisfaction of the Director of the Department of the Environment (“Department”) the unavailability of needed technology to replace such equipment; 2) prohibit the City from contracting for the use of gas-powered landscaping equipment to perform a City function starting July 1, 2024, with waivers for City departments that document to the satisfaction of the Purchaser the necessity of such waiver; 3) prohibit the use of gas-powered landscaping equipment in the City starting January 1, 2026, except such equipment for which the Department determines replacement technology is unavailable, and penalize property owners and business owners and managers that violate that prohibition; 4) establish a buy-back and/or incentive program (“Buy-Back Program”) to assist owners of such equipment in transitioning away from its use; 54) require that the Department conduct a public education campaign regarding the gas-powered landscaping equipment ban and the Buy-Back Program; 6) establish a fund to receive penalties collected for violation of the ban and other monies, to use for purchases of equipment for City departments to replace gas-powered landscaping equipment, for the Buy-Back Program, for safe disposal of gas-powered landscaping equipment, and/or to fund the Department’s public education campaign; 7) designate the Department to administer and enforce the ordinance; and 8) require the Department, starting in 2026 and ending on December 31, 2036, to report to the Board of Supervisors by March 31 of each year on progress over the prior calendar year in enforcing the restrictions on gas-powered landscaping equipment, conducting the public education campaign, administering the Buy-Back Program, and using the monies in the fund.
