This resolution extends a contract with Edgewood Center for Children and Families to provide crisis services for nearly five more years and increases funding by over $22 million, totaling nearly $31.6 million. It also allows the Department of Public Health to make minor adjustments to the agreement as needed.

Resolution approving Amendment No. 2 to the agreement between City, acting by and through, the Department of Public Health (DPH), and Edgewood Center for Children and Families, to provide hospital diversion and crisis stabilization unit services, to extend the term by four years and nine months from September 30, 2025, for a total term of October 1, 2023, through June 30, 2030, and to increase the amount by $22,048,994 for a total not to exceed amount of $31,603,801; and to authorize DPH to enter into amendments or modifications to the agreement that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the agreement or this Resolution.

This resolution approves a four-year grant agreement with Meals on Wheels San Francisco to provide home-delivered meal services to older adults, totaling up to $37,127,237. It also allows the Executive Director of the Department of Disability and Aging Services to make necessary amendments to the agreement without increasing the city's financial obligations.

Resolution approving a Grant Agreement between the City, acting by and through the Department of Disability and Aging Services, and Meals on Wheels San Francisco for the provision of Home-Delivered Meal Nutrition Services to Older Adults, for a term of four years from July 1, 2025, through June 30, 2029, for a total not to exceed amount of $37,127,237; and to authorize the Executive Director of the Department of Disability and Aging Services to enter into amendments or modifications to the Grant Agreement that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the Grant Agreement or this Resolution.

This resolution approves a one-year agreement between the City and the San Francisco Unified School District for the Student Success Fund, totaling up to $28,996,871, starting July 1, 2025. It also allows the Department of Children, Youth and Their Families to make minor modifications to the agreement as needed.

Resolution retroactively approving the Agreement between the City, acting by and through the Department of Children, Youth and Their Families (“DCYF”), and the San Francisco Unified School District for the Student Success Fund, for a term of one year from July 1, 2025, through June 30, 2026, and for a total not to exceed amount of $28,996,871; and to authorize DCYF to make any modifications to the Agreement that do not materially increase the obligations or liabilities of the City, are necessary or advisable to effectuate the purposes of the Agreement or this Resolution.

This resolution approves an amendment to an agreement between the City and the San Francisco Health Plan for enhanced care management services, with expected revenue of up to $3,944,000. It also allows the Executive Director of the Department of Disability and Aging Services to make minor changes to the agreement as needed, without altering the contract's duration.

Resolution approving Amendment No. 3 to the agreement between the City and County of San Francisco, acting by and through the Department of Disability and Aging Services, and San Francisco Health Plan, for enhanced care management fee for services, having anticipated revenue to the City not to exceed $3,944,000 pursuant to Charter, Section 9.118, with no changes to the term of July 1, 2023, through June 30, 2028; and to authorize the Executive Director of the Department of Disability and Aging Services to enter into any amendments or modifications to Amendment No. 3 that the Department determines, in consultation with the City Attorney, that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the Agreement and Amendment No. 3.

This resolution approves an amendment to a contract with the Institute on Aging to provide additional funding of $14,261,943 for the Community Living Fund Program, bringing the total to $25,676,683 and extending the program's duration by two years until June 30, 2027. It also allows for minor adjustments to the contract by the Executive Director of the Department of Disability and Aging Services as needed.

Resolution approving the First Amendment between the City, acting by and through the Department of Disability and Aging Services, and Institute on Aging for the provision of the Community Living Fund Program, increasing the amount by $14,261,943 for a new total not to exceed amount of $25,676,683 effective upon approval of this Resolution, extending the term by two years for a total term of four years from July 1, 2023, through June 30, 2027, clarifying the scope of services, and adding appendices consistent with the ongoing receipt of federal funding; and authorizing the Executive Director of the Department of Disability and Aging Services to enter into amendments or modifications to the First Amendment that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the First Amendment or this Resolution.

This resolution allows the Department of Public Health to accept and use a $108,968 grant from the National Institutes of Health for a program focused on HIV prevention from April 1, 2024, to November 30, 2025. It was passed retroactively to authorize the funding for the program.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant from the National Institutes of Health through the Family Health International for participation in a program, entitled “HIV Prevention Trials Network (HPTN),” in the amount of $108,968 for the period of April 1, 2024, through November 30, 2025.

The ordinance creates a Reparations Fund in San Francisco to provide financial support for initiatives aimed at addressing historical injustices and inequities faced by the Black community. It amends the Administrative Code to formalize this fund's establishment and management.

This resolution addresses the findings and recommendations from the 2024-2025 Civil Grand Jury Report regarding support for social services nonprofits. It urges the Mayor to implement these recommendations through department heads and the annual budget process.

Resolution responding to the Presiding Judge of the Superior Court on the findings and recommendations contained in the 2024-2025 Civil Grand Jury Report, entitled "Capacity to Serve: Setting Social Services Nonprofits Up for Success;" and urging the Mayor to cause the implementation of accepted findings and recommendations through his department heads and through the development of the annual budget.

This hearing will discuss the 2024-2025 Civil Grand Jury Report that evaluates how well social services nonprofits in San Francisco are equipped to meet community needs. The goal is to identify improvements that can help these organizations succeed.

The ordinance allows the Recreation and Park Department to add a surcharge to fees for using City golf courses and other facilities to help cover maintenance costs. It also increases certain golf fees for San Francisco residents and requires the department to regularly update golf course fees on its website.

Ordinance amending the Park Code to 1) authorize the Recreation and Park Department to add a cost recovery surcharge to the fees for the use of City golf courses, outdoor event facilities, picnic areas, and athletic fields, to help cover stormwater and other costs related to maintaining those City properties; 2) increase golf course fees by increasing the San Francisco resident rates at certain courses, by increasing the cost of golf cards that entitle Pacifica residents to resident discounts at Sharp Park, by adjusting weekend hours, and by limiting resident senior discounts to weekdays; 3) require the Recreation and Park Department on an ongoing basis to post and update on its website the golf course fees in lieu of listing those fees in the Park Code; and 4) make various clarifying changes; and affirming the Planning Department’s determination under the California Environmental Quality Act.

The ordinance allows the Recreation and Park Department to set fees for recreation programs based on their operating costs and other factors, with approval from the Recreation and Park Commission. It also directs the Commission to revise its scholarship policy to offer additional discounts for those in financial need.

Ordinance amending the Park Code to allow the Recreation and Park Department to set fees for recreation programs based on the Department’s operating costs for those programs and various other factors, including whether the program is designated for youth, seniors, or persons with disabilities, subject to approval of the Recreation and Park Commission; directing the Commission to update its scholarship policy to provide for further discounts for recreation programs based on financial need; making certain clarifying changes; and affirming the Planning Department’s determination under the California Environmental Quality Act.

This resolution allows the California Enterprise Development Authority to issue up to $10 million in revenue obligations to finance or refinance educational facilities for La Scuola International School. It is a step to support the acquisition, construction, and improvement of these facilities.

Resolution approving for purposes of Internal Revenue Code of 1986, as amended, Section 147(f) of the Issuance and Sale of Revenue Obligations by the California Enterprise Development Authority in an aggregate principal amount not to exceed $10,000,000 to finance and/or refinance the cost of acquisition, construction, improvement and equipping of various educational facilities to be owned and operated by La Scuola International School, a California nonprofit public benefit corporation.
