Hearing to receive information on how San Francisco law enforcement data dashboards can provide more robust, user-friendly, and anonymized online information on crime and law enforcement response through the various stages: incident, arrest, intake by the District Attorney’s Office, initiation of prosecution, sentencing, and disposition; and requesting the Police Department, District Attorney’s Office, the Superior Court, and the Sheriff's Department to report.

This legislation proposes to change the city charter to allow voters to elect the Director of the Department of Police Accountability. If approved, this change would take effect during the election on November 5, 2024.

This resolution allows the District Attorney's Office to receive and use a $2,530,992 grant from the California Victim Compensation Board to help victims and witnesses with compensation claims from July 1, 2024, to June 30, 2027. The funding is aimed at improving support for those affected by crime.

Ordinance amending the Administrative Code to provide for the confidentiality of client information received by the Office of Victim and Witness Rights (“OVWR”); establish and clarify the responsibilities of OVWR; move the Office of Sexual Harassment and Assault Response and Prevention (“SHARP”) from the Human Rights Commission to OVWR, and require SHARP to offer trauma-informed assistance to victims in navigating City processes, including by supporting victims in non-custodial law enforcement interviews, provided a SHARP employee’s presence does not obstruct a police investigation or interfere with the District Attorney’s investigative or prosecutorial function.

This motion allows voters to decide on creating a fund to help pay off student loans and job-related education costs for certain city employees, including police, firefighters, paramedics, nurses, and 911 dispatchers. The election for this proposal will take place on November 5, 2024.

It was passed retroactively to authorize the funding for the project.

This ordinance removes the Maddy Emergency Services Fund from the Administrative Code, which means that certain reimbursement payments to doctors for treating low-income patients in emergencies will no longer be available. As a result, physicians may not receive financial support for providing these services to indigent individuals.

Ordinance amending the Administrative Code to repeal Sections 8.42 and 10.100-195, known as the Maddy Emergency Services Fund, and thereby repealing certain reimbursement payments to physicians who provide emergency medical services to indigent patients.

The resolution allows the Department of Public Health to accept an additional $18,016 grant from the CDC, increasing the total funding to $107,707 for a program focused on HIV and tuberculosis assistance. This funding will support efforts related to the President’s Emergency Plan for AIDS Relief and the Global Fund for one year, from September 30, 2023, to September 29, 2024.

Resolution retroactively authorizing the Department of Public Health to accept and expend a grant increase in the amount of $18,016 from the Centers for Disease Control and Prevention through The Regents of the University of California, San Francisco for a total amount of $107,707 for participation in a program, entitled “Targeted HIV/TB Strategic Information Technical Assistance for President’s Emergency Plan for AIDS Relief (PEPFAR) and Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) Countries,” for the period of September 30, 2023, through September 29, 2024.

Ordinance amending the Police Code to 1) waive initial license and filing fees through June 30, 2025, for certain Entertainment Permits for former holders of Just Add Music Permits; 2) waive initial license and filing fees for Entertainment Permits for applicants who are newly eligible to apply for those permits due to recent Planning Code amendments; 3) eliminate masked ball permits; 4) require applicants for Arcade, Ancillary Use, Billiard and Pool Table, Place of Entertainment, Limited Live Performance, Fixed Place Outdoor Amplified Sound, and Extended-Hours Premises Permits to submit a new Permit application and filing fee if their existing application has not been granted, conditionally granted, or denied within 12 months of its submission; 5) authorize the Entertainment Commission Director (“Director”) to issue Billiard and Pool Table Permits without a hearing, and provide that such permits may be suspended or revoked under the standards and procedures that apply to other Entertainment Permits; 6) exempt schools from the requirement to obtain a Place of Entertainment Permit, Limited Live Performance Permit, or Fixed Place Outdoor Amplified Sound Permit for any activities that occur on school premises in the regular course of school operations; 7) eliminate the requirement that applicants for Place of Entertainment Permits disclose with their permit application criminal history information regarding certain individuals connected with the applicant business; 8) narrow the categories of new criminal charges, complaints, or indictments brought against a Place of Entertainment Permittee or its employees or agents that the Permittee must report, to only those charges, complaints or indictments that could be grounds for suspension of the Permit; 9) allow the Director or the Entertainment Commission to require an applicant for a Limited Live Performance Permit to propose a Security Plan if necessary to protect the safety of persons and property or provide for the orderly dispersal of persons and traffic, to make compliance with the Security Plan a condition of the Permit, and to require revisions to the Security Plan as necessary; and 10) clarify that a single One Time Outdoor Amplified Sound Permit may extend across multiple consecutive or non-consecutive 24-hour periods.

This resolution allows the Sheriff’s Office to increase its contract with the San Francisco Pretrial Diversion Project by nearly $14.9 million, bringing the total contract amount to about $34.7 million. It also extends the contract for an additional two years, lasting until June 30, 2026, with no further extensions allowed.
