Ordinance amending the Administrative Code to provide for the confidentiality of client information received by the Office of Victim and Witness Rights (“OVWR”); establish and clarify the responsibilities of OVWR; move the Office of Sexual Harassment and Assault Response and Prevention (“SHARP”) from the Human Rights Commission to OVWR, and require SHARP to offer trauma-informed assistance to victims in navigating City processes, including by supporting victims in non-custodial law enforcement interviews, provided a SHARP employee’s presence does not obstruct a police investigation or interfere with the District Attorney’s investigative or prosecutorial function.

The ordinance updates the Language Access Ordinance to ensure that city departments provide language services in multiple languages, including Chinese, Spanish, and Filipino, and clarifies their responsibilities in crisis situations. It also establishes requirements for reporting, budgeting, and public notification regarding these language access services.

Ordinance amending the Administrative Code to amend the Language Access Ordinance to clarify Departments’ responsibilities to provide language access services to members of the public, and to clarify the role of the Office of Civic Engagement and Immigrant Affairs in administering the Language Access Ordinance; to require language access service be provided in Chinese, Spanish, Filipino, and any other language for which the requisite number of persons qualify as a Substantial Number of Limited English Proficient Persons; to lower the threshold amount for the requisite number of persons needed to meet the definition of Substantial Number of Limited English Proficient Persons; to amend the formula for determining when a language becomes eligible for language access services; to require Departments to translate signage; to require Departments to translate digital content provided on digital platforms; to clarify that crisis situations also includes but is not limited to pandemics, refugee relief, and disaster-related activities; to require departments that provide emergency response services in the event of a crisis situation or disaster-related services, involving an immediate threat of serious harm, mass causalities, conditions of natural disaster, or conditions posing extreme peril to the safety of persons and property to provide language access services; to rename the Annual Compliance Plan to Annual Compliance Report; to impose requirements for the Language Access Ordinance Summary Report; to require Departments to inform members of the public of their right to file a complaint, and of a process for providing feedback on the Department’s Language Access Services; to require Office of Civic Engagement and Immigrant Affairs to create a know-your-rights brochure; to require Departments’ posting notice of the availability of Language Access Services and a know-your-rights brochure; to require Departments to budget and plan for delivery of Language Access Services; to require Office of Civic Engagement and Immigrant Affairs to prepare an investigation summary report of each investigation that will include findings and recommendation to address the issues raised, and to create and maintain a website for the posting of investigation summary reports; and to delete the financial disclosure requirement for Immigrant Rights Commission members.

This legislation is a hearing to review the Controller's budget report for the first nine months of the 2023-2024 fiscal year. It also requests the Office of the Controller to provide additional information during the hearing.

This ordinance allows the San Francisco Port Commission to manage and dedicate certain park areas in Mission Bay for public use over the next three years. It also gives the Public Works Director authority regarding specific utility assets in those parks and ensures compliance with environmental and planning regulations.

Ordinance conditionally accepting a grant deed for property associated with Mission Bay South Park P22; delegating for a three-year period to the San Francisco Port Commission the authority to dedicate Mission Bay South Parks P22 and P19 (bordering Terry François Boulevard) to public use, accept an irrevocable offer for the acquisition facilities that comprise the park improvements, designate said facilities for public park and open space purposes only, and accept these Parks for Port of San Francisco maintenance and liability purposes, subject to specified limitations; delegating for a three-year period to the Public Works Director similar authority for certain Public Utilities Commission assets in Parks P22 and P19; adopting findings under the California Environmental Quality Act; making findings of consistency with the General Plan, the eight priority policies of Planning Code, Section 101.1, and the Mission Bay South Redevelopment Plan; adopting a Public Works Order that recommends delegation of Parks P22 and P19 acceptance and related actions; and authorizing official acts, as defined, in connection with this Ordinance.

The ordinance allows the Department of Homelessness and Supportive Housing to increase funding for the Cova Hotel's booking agreement by nearly $1.73 million and extend the agreement's term by seven months. It also waives certain city code requirements related to this agreement and permits HSH to make necessary amendments that do not increase the city's financial obligations.

Ordinance authorizing the Department of Homelessness and Supportive Housing ("HSH") to amend the booking agreement with Shin International, Inc., the operator of the Cova Hotel, to increase the not to exceed amount by $1,728,190 for a total amount not to exceed $16,032,443 and to extend the term of the agreement by seven months from August 31, 2024, for a new term of May 26, 2020, through March 31, 2025; waiving certain requirements of the Administrative, Labor and Employment, and Environment Codes for said agreement; and authorizing HSH to enter into amendments that do not increase the City’s obligations or liabilities and are necessary to effectuate the purposes of the agreement.

This resolution allows the San Francisco Public Utilities Commission to extend and increase funding for a contract with Calpine Energy Solutions LLC to provide ongoing support for the CleanPowerSF Program. The total contract amount is now capped at $34,745,425, and the duration is extended until April 30, 2025.

Resolution authorizing the General Manager of the San Francisco Public Utilities Commission to execute Amendment No. 4 to Agreement No. CS-247[R], Customer and Administrative Services for Community Choice Aggregation Program with Calpine Energy Solutions LLC, for continued meter data management, billing, and customer care support for the CleanPowerSF Program, increasing the agreement amount by $2,100,000 for a total not to exceed agreement amount of $34,745,425 and extending the agreement duration by six months from November 1, 2024, for a total agreement duration from November 20, 2015, through April 30, 2025.
