This resolution allows San Francisco to accept and record 132 avigation easements from property owners in San Mateo County for the airport's noise insulation program. It also affirms the Planning Department's environmental assessment and gives the Director of Property the authority to execute necessary documents and actions related to the resolution.

This resolution extends the agreement between the City and the San Francisco AIDS Foundation to provide mental health and substance abuse treatment services for an additional three and a half years, increasing the total contract amount to nearly $19.6 million. It also allows the Department of Public Health to make minor amendments to the agreement as needed.

This resolution extends the time by 90 days for the Planning Commission to decide on a proposed ordinance that aims to reduce commercial development requirements in the Central SoMa area and make changes to zoning. It also affirms the Planning Department's environmental assessment and ensures alignment with the city's General Plan and key planning policies.

Resolution retroactively extending by 90 days the prescribed time within which the Planning Commission may render its decision on an Ordinance (File No. 240787) amending the Planning Code and Zoning Map to reduce commercial development requirements in the Central SoMa Special Use District and remove the Transit Center C-3-0 (SD) Commercial Special Use District; affirming the Planning Department’s determination under the California Environmental Quality Act; and making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1, and findings of public necessity, convenience, and welfare under Planning Code, Section 302.

This resolution approves changes to a contract for the Advanced Train Control System for the Central Subway, including a name change for the contractor and additional compensation for extra work and delays. It also increases the total contract amount and adjusts the completion and warranty dates.

Resolution approving Modification No. 4 to the Agreement for Design Review, Software, Implementation and Testing Services for an Advanced Train Control System (ATCS) for the Central Subway to: 1) acknowledge the contractor’s name change from Thales Transport & Security Inc. to Hitachi Rail GTS USA Inc. (Hitachi); 2) compensate Hitachi $392,992.43 for additional work it performed due to San Francisco Municipal Transportation Agency (SFMTA) changes to ATCS designs and specifications; 3) compensate Contractor $996,684.59 for 136 days that Contractor’s work was delayed due to lack of access to Central Subway sites; 4) add $705,407.80 to the contract amount to replenish funds SFMTA paid to Hitachi as retention release from Contract 1300, together increasing the contract by $2,095,084.82 for a not to exceed contract amount of $29,825,385.22; and 5) modify the Substantial Completion date to August 30, 2022, and extend the warranty period to August 30, 2025.

This hearing aims to gather recommendations for restructuring the Equal Employment Opportunity Office and to analyze best practices from similar cities. It will involve input from various city departments to improve the office's functions and oversight.

Hearing to receive recommendations on restructuring and reforming the Equal Employment Opportunity (EEO) Office and a comparative analysis of the best practices of like urban jurisdictions with EEO offices, including core functions of the EEO Office within overall City government structures, staff reporting and investigation protocols, and general oversight; and requesting the Department of Human Resources, the Budget and Legislative Analyst, and the Office of the Controller to report.

This motion aimed to overturn the Planning Department's decision that a project at 1719 Wallace Avenue did not require an environmental review. The motion has been rejected and is no longer active.

This resolution allows the Department of Public Health to accept and use COVID-19 test kits valued at over $1.3 million from the California Department of Public Health for its clinic patients and staff. It has been approved retroactively.

This resolution approves a 75-year lease for city-owned property at 1515 South Van Ness Avenue to Casa Adelante SVN Housing, L.P. for the construction of a 168-unit affordable housing development, along with a loan of up to $45.2 million to finance the project. It also declares the property as "exempt surplus land" and confirms that the lease terms will benefit low-income households.

Resolution 1) approving and authorizing the Director of Property and the Director of the Mayor’s Office of Housing and Community Development (“MOHCD”) to enter into an Amended and Restated Ground Lease for real property owned by the City, located at 1515 South Van Ness Avenue (“Property”), with Casa Adelante SVN Housing, L.P. for a lease term of 75 years and one 24-year option to extend and an annual base rent of $15,000 (“Ground Lease”), in order to construct a 168-unit (including one manager’s unit) multifamily rental housing development affordable to low-income households and including a community-serving commercial space (the “Project”); 2) approving and authorizing an Amended and Restated Loan Agreement in an amount not to exceed $45,233,623 for a minimum loan term of 57 years (“Loan Agreement”) with Casa Adelante SVN Housing, L.P. to finance the development and construction of the Project; 3) adopting findings declaring that the Property is “exempt surplus land” pursuant to the California Surplus Lands Act; 4) determining that the less than market rent payable under the Ground Lease will serve a public purpose by providing affordable housing for low-income households in need, in accordance with Section 23.30 of the Administrative Code; 5) adopting findings that the Project and proposed transactions are consistent with the General Plan, and the eight priority policies of Planning Code, Section 101.1; and 6) authorizing the Director of Property and/or the Director of MOHCD to execute the Amended and Restated Ground Lease and the Loan Agreement, and make certain modifications to such agreements, as defined herein, and take certain actions in furtherance of this Resolution, as defined herein.

This resolution approves a 25-year lease agreement for training facilities on Treasure Island, with a minimum monthly rent of $1 until occupancy, then increasing to $27,750 per month. It also confirms that no new environmental impacts will arise from the lease and allows for minor amendments to the lease terms.

This resolution allows the Department of Technology to finalize a contract with CENIC to provide fiber optic cable for data connectivity to UCSF, covering the period from May 25, 2011, to May 25, 2031. The contract is expected to generate $6,970,000 in revenue.

This resolution extends a public health agreement for an additional 18 months and increases its funding by over $1.3 million, bringing the total to approximately $21.3 million. It also allows the Department of Public Health to make minor adjustments to the agreement as needed.

Resolution approving Amendment No. 4 to the agreement between the City, acting by and through, the Department of Public Health (DPH), and San Francisco Public Health Foundation for community health engagement, to extend the term by one year and six months from January 1, 2025, for a total term of January 1, 2020, through June 30, 2026, and to increase the amount by $1,302,153 for a total not to exceed amount of $21,329,720; and to authorize DPH to enter into amendments or modifications to the agreement that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the agreement or this Resolution.

This resolution approves a four-year agreement for the purchase of electric transit buses for San Francisco International Airport, totaling up to $68,772,334. It also allows the Office of Contract Administration to make minor changes to the agreement before it is finalized, as long as those changes do not significantly increase the city's obligations.

Resolution approving Agreement between the City, acting by and through the Office of Contract Administration, and Gillig LLC for the purchase of electric transit buses for San Francisco International Airport, for a term of four years from December 1, 2024, through November 30, 2028, and for a total not to exceed amount of $68,772,334; and to authorize the Office of Contract Administration to make necessary, non-material changes to the Agreement prior to its final execution by all parties that do not materially increase the obligations or liabilities to the City and are necessary or advisable to effectuate the purposes of the Agreement.

This resolution approves an increase of $14 million to a contract for project management support services at San Francisco International Airport, raising the total contract amount to $17 million. It also extends the contract for an additional four years, lasting until January 25, 2029.

Resolution approving Modification No. 2 to Airport Contract No. 11917.41, Project Management Support Services for the San Francisco International Airport, West Field Garage 675 Project with PGH Wong/The Allen Group Joint Venture, a joint venture consisting of PGH Wong Engineering, Inc., and The Allen Group, LLC, to increase the Contract amount by $14,000,000 for a new not to exceed Contract amount of $17,000,000 and extend the Contract for services for an additional four years of services, from January 26, 2025, with a total term of January 26, 2024, through January 25, 2029, pursuant to Charter, Section 9.118(b); and making findings under the California Environmental Quality Act.

This resolution extends a grant agreement with Mission Neighborhood Centers for homelessness prevention assistance by three years and increases the funding by over $13 million, totaling nearly $20.6 million. It also allows the Department of Homelessness and Supportive Housing to make minor adjustments to the agreement as needed.

Resolution approving the first amendment to the grant agreement between Mission Neighborhood Centers and the Department of Homelessness and Supportive Housing (“HSH”) for homelessness prevention assistance; extending the grant term by 36 months from June 30, 2025, for a total term of August 1, 2022, through June 30, 2028; increasing the agreement amount by $13,104,262 for a total amount not to exceed $20,633,600; and authorizing HSH to enter into any amendments or other modifications to the agreement that do not materially increase the obligations or liabilities, or materially decrease the benefits to the City and are necessary or advisable to effectuate the purposes of the agreement.

The motion reverses a previous decision by the San Francisco Municipal Transportation Agency to redefine Recreational Large Vehicles and apply overnight parking restrictions to them citywide. This change will only take effect if the Board provides written findings supporting the decision.

Motion conditionally reversing the San Francisco Municipal Transportation Agency Board of Directors’ decision on October 1, 2024 (Resolution No. 241001-116) to amend the Transportation Code to establish a new definition for Recreational Large Vehicles to include camp trailers, fifth-wheel travel trailers, house cars, trailer coaches, mobile-homes, and recreational vehicles; apply an existing violation for overnight parking (12 a.m. to 6 a.m.) to Recreational Large Vehicles citywide, under certain conditions; and make other changes to implement the new parking restrictions; subject to the adoption of written findings of the Board in support of this determination.

The motion directs the Clerk of the Board to prepare findings that would reverse a previous decision by the San Francisco Municipal Transportation Agency to redefine Recreational Large Vehicles and impose new overnight parking restrictions on them. If enacted, this would prevent the new definition and associated parking rules from taking effect.

Ordinance authorizing the execution and delivery from time to time of Certificates of Participation, in one or more series on a tax-exempt and/or taxable basis, evidencing and representing an aggregate principal amount of not to exceed $65,000,000 as the first tranche of the Stage 2 Alternative Financing to finance public improvements within the boundaries of Stage 2 of the Treasure Island project, approving the form of a Trust Agreement (including the form of a Supplement to Trust Agreement) between the City and County of San Francisco (“City”) and U.S. Bank Trust Company, National Association, as trustee (including certain indemnities contained therein); approving respective forms of a Property Lease (including the form of a Supplement to the Property Lease) and a Lease Agreement (including the form of a Supplement to the Lease Agreement), each between the City and such trustee for the lease and leaseback of certain real property and improvements located at 1995 Evans Avenue, or other property as determined by the Director of Public Finance; approving the form of an Official Notice of Sale and a Notice of Intention to Sell the Certificates of Participation; approving the form of an Official Statement in Preliminary and Final form; approving the form of a purchase contract between the City and one or more initial purchasers of the Certificates; approving the form of a Continuing Disclosure Certificate; granting general authority to City officials to take necessary actions in connection with the authorization, sale, execution, and delivery of the Certificates of Participation; approving modifications to documents; declaring the intent to reimburse expenditures from proceeds of tax-exempt obligations; approving amendments to the Special Fund Administration Agreement for the Treasure Island project; and ratifying previous actions taken in connection therewith, as defined herein.

This resolution approves a new Trust Indenture for managing San Francisco International Airport's revenue bonds, replacing an older resolution. It also establishes guidelines for future bond issues related to the airport.
