Ordinance retroactively authorizing the Office of the Mayor to accept and expend a grant in the amount of $3,407,000 from Bloomberg Philanthropies, and amending Ordinance No. 109-21 (Annual Salary Ordinance File No. 210644 for Fiscal Years (FYs) 2021-2022 and 2022-2023) to provide for the addition of one grant funded Class 0904 Mayoral Staff XVI position (FTE 1.0) at the Office of the Mayor, two grant funded Class 1043 Engineer positions (FTE 2.0) at the Office of the City Administrator, and two grant funded Class 1053 Senior Business Analyst positions (FTE 2.0) at the Office of the City Administrator, for the period of October 1, 2021, through August 31, 2024.

This resolution approves an increase in funding for the San Francisco AIDS Foundation to provide HIV prevention services, specifically through syringe access and disposal, raising the total contract amount to over $42 million. The contract term remains unchanged, running from July 1, 2016, to June 30, 2026.

This resolution allows the Department of Public Health to apply for over $5 million in federal funding to support HIV surveillance and prevention programs in San Francisco for the year 2022. It aims to continue efforts in managing and preventing HIV within the community.

This resolution approves an extension of a contract with SF Americania LLC to provide hotel rooms for individuals experiencing homelessness or at risk of severe COVID-19, extending the contract term to August 31, 2022, and increasing the funding by $6,670,714. It also allows the Executive Director of the Human Services Agency to make minor amendments to the contract as needed.

Resolution retroactively approving a third amendment to an emergency agreement between the Human Services Agency (HSA) and SF Americania LLC, for the use of hotel rooms to house individuals experiencing homelessness or individuals who are at risk of developing severe COVID-19, to extend the contract term to August 31, 2022, with an option to extend further; and increase the contract amount by $6,670,714 for a total not to exceed amount of $16,430,164; and to authorize the Executive Director of HSA to enter into amendments or modifications to the contract that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the contract or this Resolution.

This resolution allows the Human Services Agency to continue using 459 hotel rooms at the Hotel Whitcomb for emergency services, increasing the contract amount by over $24 million and extending the booking period until December 1, 2022. It also authorizes the Executive Director of HSA to make minor amendments to the contract as needed.

Resolution approving a fifth amendment to an emergency agreement between the Human Services Agency (HSA) and 1231 Market Street Owner L.P., for the City’s continued use of 459 hotel rooms and associated services located at the Hotel Whitcomb on 1231 Market Street; increasing the contract amount by $24,456,776 for a total amount not to exceed $78,972,179; extending the booking period, which expires on March 1, 2022, for a potential total term of April 8, 2020, through December 1, 2022; and to authorize the Executive Director of HSA to enter into amendments or modifications to the contract that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the contract or this Resolution.

This resolution allows the Department of Children, Youth and Their Families to use a $10 million grant from Crankstart to support community organizations that provide before and aftercare programs for the San Francisco Unified School District for the fiscal years 2021-2022 and 2022-2023. It has been approved retroactively.

This resolution allows the Office of Economic and Workforce Development to use a $500,000 grant to support an additional 100 workers in San Francisco who lost their jobs due to COVID-19. The funding comes from the North Valley Workforce Development Board and is intended to enhance the city's workforce development efforts until August 19, 2023.

Resolution retroactively authorizing the Office of Economic and Workforce Development to accept and expend a grant in the amount of $500,000 from the North Valley Workforce Development Board, a recipient of the grant award from United States Department of Labor for CAREER National Dislocated Worker Grant to expand San Francisco’s public workforce development system to respond to an additional 100 dislocated workers impacted by COVID-19 for the grant period of October 1, 2021, through August 19, 2023.

This resolution formally apologizes to Chinese immigrants and their descendants for historical discrimination and violence they faced in San Francisco. It also commits the city to addressing and correcting these past injustices.

Ordinance authorizing settlement of the lawsuit filed by Leadwell Global Property LLC against the City and County of San Francisco for a stipulated assessed value of the real property located at 1 Nob Hill Circle, aka 999 California Street, San Francisco, CA (Assessor’s Parcel Block No. 0255, Lot No. 002) (the “Subject Property”) of $152,600,000 as of February 28, 2017, contingent upon the Assessment Appeals Board’s approval; the lawsuit was filed on June 26, 2020, in San Francisco Superior Court, Case No. CGC-20-585163; entitled Leadwell Global Property LLC v. City and County of San Francisco, et al.; the lawsuit involves the assessed value of the Subject Property for property tax purposes as of the February 28, 2017, change in ownership date.

This ordinance allows the Office of the City Administrator's Real Estate Division to create a cash revolving fund of up to $7,000. This fund can be used for various operational expenses as needed.

This resolution approves a settlement for Luxe Valet, Inc. to receive $243,233 from the City and County of San Francisco, along with the cancellation of certain tax liabilities and penalties for the years 2015-2017. The claims were originally filed in 2019 regarding refunds for parking and various taxes.

Resolution approving the settlement of the unlitigated claims filed by Luxe Valet, Inc. against the City and County of San Francisco for $243,233 plus release of outstanding gross receipts tax and payroll expense tax liabilities and related penalties, interest, and fees for tax years 2015-2017; the claims were filed on July 25, 2019, and September 13, 2019; the claims involve a refund of parking, gross receipts, and payroll expense taxes.

This resolution allows San Francisco to operate and maintain two groundwater project wells on land owned by Daly City without paying a fee, effective until June 30, 2034. It also gives the General Manager of the San Francisco Public Utilities Commission the authority to sign necessary documents and make modifications related to this agreement.

The contract is valued at up to $40 million and will last for five years, starting from February 1, 2022, to January 31, 2027.

This resolution authorizes the Office of Contract Administration to enter into a contract with Softnet Solutions LLC for up to $10 million to purchase networking equipment and support from Hewlett Packard Inc. The contract will last five years, starting from February 1, 2022, to January 31, 2027.

This ordinance requires the Mayor’s Office of Housing and Community Development to analyze how prioritizing veterans for affordable housing may affect different groups in the community. The goal is to ensure that this preference does not unintentionally disadvantage other populations.

Ordinance directing the Mayor’s Office of Housing and Community Development to conduct a disparate impact analysis of granting a priority for veterans who qualify for an affordable housing preference under Administrative Code, Chapter 47.

This ordinance expands the definition of "interested party" to include City contractors and others who influence City officials, and it prohibits certain City officials from soliciting donations from these interested parties. Ordinance amending the Campaign and Governmental Conduct Code to expand the definition of interested party to include City contractors, persons seeking to influence City officers and employees, registered contact lobbyists, permit consultants, and to prohibit elected officials, department heads, commissioners, and designated employees from soliciting behested payments from interested parties.

This resolution expresses San Francisco's support for a temporary halt on building or expanding factory farms and slaughterhouses in California. It also encourages federal lawmakers to back the Farm Systems Reform Act.

This resolution allows the city to amend its contract with Recology for refuse collection services, increasing the total contract amount by $5,722,000 to $15,622,000 and extending the contract duration by seven months. The new contract period will run from December 1, 2020, to June 30, 2022.

The ordinance authorizes a partial settlement of a lawsuit against Johnson & Johnson and its subsidiary, Janssen Pharmaceuticals, for $6 million to $11 million over nine years due to their role in the opioid crisis. The lawsuit alleges that they created a public nuisance and violated laws through deceptive marketing and distribution of opioids in San Francisco.

This resolution approves an extension of a contract with HealthRIGHT 360 for financial services related to public health, increasing the total agreement amount to $46,766,160 and extending the contract term until June 30, 2023. It also allows the Department of Public Health to make necessary amendments to the contract without increasing the city's financial obligations.

Resolution retroactively approving Amendment No. 1 to the agreement between HealthRIGHT 360 and the Department of Public Health (DPH) for fiscal intermediary check-writing services, in an amount not to exceed $46,766,160; to extend the term by one year and eleven months, from July 31, 2021, for a total agreement term of January 1, 2021, through June 30, 2023; and to authorize DPH to enter into amendments or modifications to the contract, as defined herein, that do not increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the contract.

This resolution allows the Office of Contract Administration to modify an existing contract with MSC Industrial Supply Company for purchasing industrial supplies, increasing the total contract amount by $4,377,623 to a maximum of $14,277,623 and extending the contract term by one year and two months. The new contract period will run from May 1, 2017, to June 30, 2023.

Resolution authorizing the Office of Contract Administration to enter into a Sixth Modification to the contract between the City and County of San Francisco and MSC Industrial Supply Company Inc. for the purchase of industrial supplies for City departments, increasing the contract amount by $4,377,623 for a total contract amount not to exceed $14,277,623 and extending the term by one year and two months for a total term of May 1, 2017, through June 30, 2023.

This resolution allows the Office of Contract Administration to modify an existing contract with Buckles-Smith Electric Co. by increasing the total contract amount to nearly $13.95 million and extending the contract duration by one year. The contract is for the purchase of electrical supplies and fixtures for various City departments.

Resolution authorizing the Office of Contract Administration to enter into a Fifth Amendment (Modification No. 5) to the contract between the City and County of San Francisco and Buckles-Smith Electric Co. for the purchase of electrical supplies and fixtures for City departments, increasing the contract amount by $4,046,868 for a total not to exceed amount of $13,946,868 and extending the term by one year from June 30, 2022, for a total contract duration of six years of July 5, 2017, through June 30, 2023.

This hearing will review the agreement between the SF Parks Alliance and the Recreation and Park Department regarding the Golden Gate Park 150th Anniversary to assess if it was misclassified as a permit instead of a contract, which would require different oversight. The Recreation and Park Department, Controller's Office, and Budget and Legislative Analyst will be asked to provide reports on this matter.

Ordinance amending the Administrative Code to revise the Local Business Enterprise (LBE) and Non-Discrimination in Contracting Ordinance (Chapter 14B) to: 1) increase the LBE certification size thresholds and authorize an automatic increase to the thresholds every five years based on the consumer price index; 2) change the LBE certification size threshold term of calculation from an average of gross annual receipts in the prior three to the prior five years; 3) increase penalties for violations of Chapter 14B from up to 10% to up to 25% of the contract or subcontract amount; 4) require prime contractors to include LBE subcontractors’ approved payment requests in payment applications within 30 days of receipt of an invoice; 5) authorize application of separate LBE subcontract participation requirements for micro, small, and SBA-LBEs; 6) extend the bonding assistance program to certain City-funded construction projects; 7) authorize a pilot Mentor-Protégé expansion program, a pilot micro-LBE set-aside program for certain design-build and construction manager/general contractor projects, and a pilot Neighborhood LBE program; and 8) increase the contracting Threshold Amount from $706,000 to $1,000,000 and the Minimum Competitive Amount from $129,000 to $200,000; and make various other changes and clarifications to Chapter 14B, as defined herein.
